The revalation came to Professor Andrew Parker during a visit to Rome. He was in the Sistine Chapel, gazing up at Michelangelo's awesome ceiling paintings, when a realisation struck him with dizzying force.
'A Biblical enigma exists that is on the one hand so cryptic it has remained camouflaged for millennia, and on the other so obvious one cannot miss it.'
The enigma is that the order of Creation as described in the Book of Genesis, and so powerfully depicted in the Sistine Chapel by the greatest artist of the Renaissance, has been precisely, eerily confirmed by modern evolutionary science.

Yet how on earth could this be possible? And why had nobody noticed it before?
Such was the starting point of Parker's jaw-dropping new book, The Genesis Enigma: an astounding work which seeks to prove that the ancient Hebrew writers of the Book of Genesis knew all about evolution - 3,000 years before Darwin.
It takes a journey back through aeons of geological time, and also into the minds and imaginations of the ancient Israelites.
Andrew Parker is a leading scientist in his field: a research fellow at Oxford University, research leader at the Natural History Museum, and as if that weren't enough, a professor at Shanghai's Jiao Tong university.
As a scientist he never paid much heed to the Book of Genesis, assuming, like most of his colleagues, that such primitive mythology - which is believed to have been compiled from several sources between 950 and 500 BC - has long since been 'disproved' by hard scientific fact.
But after his Sistine Chapel moment, he went back to look at Genesis in more detail. And what he read astonished him. It was even, he says, 'slightly scary'.
Somehow - God alone knew how - the writer or writers of that ancient text had described how the evolution of life on earth took place in precise detail and perfect order.
Our ancestors possessed a truly timeless wisdom It is always disturbing and haunting to encounter an ancient wisdom that seems to anticipate or even exceed our own.
More fanciful writers immediately start to theorise wildly: that those who built the pyramids, or Stonehenge, must have been guided by super-intelligent aliens, that sort of thing.
Andrew Parker, a scientist and proud of it, has no time for such twaddle. But he does gradually come to understand, in the course of his investigations, that our ancestors of thousands of years ago, though they may not have had iPods and plasma-screen televisions, nevertheless possessed a wisdom that was, quite literally, timeless: as true now as it was then.
In the Book of Genesis, God first and most famously creates heaven and earth, but 'without form', and commands: 'Let there be light.' A perfect description of the Big Bang, that founding moment of our universe some 13 billion years ago, an unimaginable explosion of pure energy and matter 'without form' out of nothing - the primordial Biblical 'void'.
He then creates the dry land out of the waters, but it is the water that comes first. As Parker points out, scientists today understand very similarly that water is indeed crucial for life.

When 'astrobiologists' look into space for signs of life on other planets, the first thing they look for is the possible presence of water.
On the third day, we are told: 'God said, "Let the earth bring forth grass, the herb yielding seed, and the fruit tree yielding fruit after his kind, whose seed is in itself, upon the earth: and it was so."'
Now factually speaking, grass didn't evolve until much later. In the Triassic and Jurassic epochs, the dinosaurs knew only plants such as giant conifers and tree ferns. But since grass did not in fact evolve until much later, a sternly literal-minded scientist would declare the Bible wrong, and consign it to the nearest wheelie bin.
But wait a minute, says Parker. If you take 'grass, herb and tree' to mean photosynthesising life in general, then this is, once again, spot on.

The very life forms on earth were single-celled bacteria, but the first truly viable bacteria were the 'cyanobacteria' - those that had learned to photosynthesise.
As a result, they began to expire oxygen, creating an atmosphere that could go on to support more and more life. They were the key to life on earth.
Naturally, says Parker, 'the ancient Israelites would have been oblivious to any single-celled life form, let alone cyanobacteria', but 'grass' as a loose description of life forms that photosynthesise?

On the fourth day, Genesis famously becomes confusing. On the first day, remember, God has already created light, and made Day and Night. But it isn't until day four that he makes the lights in heaven, the greater light to rule the day and the lesser the night.
Hang on - so he made 'Day' three days before he made the Sun? Houston, I think we have a problem.

Yet the writers of Genesis were just as well aware as us, surely, that the sunrise causes the day. You don't need a degree in astronomy to work that one out. What on earth did they mean?
Here, The Genesis Enigma comes up with a stunningly ingenious answer. For Parker argues that day four refers to the evolution of vision.
Until the first creatures on earth evolved eyes, in a sense, the sun and moon didn't exist. There was no creature on earth to see them, nor the light they cast.

When Genesis says: 'Let there be lights... To divide the day from the night,' it is talking about eyes.
'The very first eye on earth effectively turned on the lights for animal behaviour,' writes Professor Parker, 'and consequently for further rapid evolution.'
Almost overnight, life suddenly grew vastly more complex. Predators were able to hunt far more efficiently, and so prey had to evolve fast too - or get eaten.

The moment that there were 'lights', or eyes, then life exploded into all its infinite variety.
And yet again, that's what Genesis says happened, and in the correct environment too. In the sea.
For on the very next day of Creation, the fifth day: 'God said, "Let the waters bring forth abundantly the moving creature that hath life."'

That is exactly what happened. Life that had hitherto been lived in the dark, by simple, slow-moving, worm-like creatures, erupted into dazzling diversity. We know all about it from the world famous Burgess Shale fossils.
They were discovered in the summer of 1909 by one Charles Doolittle Walcott, on holiday with his family in the Canadian Rockies. Walcott began to chip away at the shale with his geological hammer, and quite by chance stumbled upon one of the greatest finds in all science.
For the shale records what happened on our planet around 508 million years ago, long before the first dinosaurs: the 'Cambrian expolosion,' which most scientists now think was indeed the direct result of the evolution of vision.
Life on earth exploded in all its infinite variety The life-forms discovered look like nothing else: fabulous, phantasmagoric, alien beings. One had five eyes, and a long wavy snout with jaws on the end. Another looked like an octopus with its head stuck in a beaker, and another can only be described as 'a swimming pea with a pair of beady eyes, bull's horns, a pair of "hands" and a fish's tail.'
Others resemble balls of spines, vase-shaped pin-cushions, or badminton shuttlecocks with chameleon-like tongues. Anyone who doubts the power of evolution by natural selection only has to look at the Burgess Shale fossils.
How does Genesis describe the teeming aquatic life of the Cambrian explosion? 'And God said, "Let the waters bring forth abundantly the moving creature that hath life." ' Immediately following the creation of vision.
How did the writer/writers know that life suddenly diversified into this rich and staggering variety, under the oceans, not on land? Why would a very much land-based people, pastoralists and shepherds, even think like this?
After the Cambrian come the Ordovician, Silurian and Devonian periods - or the appearance of 'great whales', as Genesis succinctly puts it.
How better to describe those epochs which gave us such monsters of the deep as Dunkleosteus, a carnivorous armoured fish whose appearance, says Parker, was 'simply terrifying'. Some 35ft long, 'the size of a small coach', with massive, bone-crunching jaws, even its eyes were armoured.
And after the sea monsters come the birds, the animals, cattle, and finally, homo sapiens. All present and correct, and all still in the right order. Once again, 'In describing how the planet and life around us came to be, the writer of the Genesis narrative got it disturbingly right'.
So what should we make of the extraordinary findings of The Genesis Enigma?
Professor Parker is clear on this subject. 'It would be a great shame if my findings were either misused in an attempt to suggest that scientists themselves are unsure about science, or pounded out of all recognition into support of the seven-day creation premise.'
There is no doubt that literal-minded Creationists do a disservice to the triumphant achievements of modern science, and to the beauty and poetry of the Bible. Evolution is taking place around us all the time. It's why the MRSA superbug has become so dangerously immune to antibiotics, why the race is on to beat the swine flu virus.
Nevertheless, when Parker comes to explaining how the writers of Genesis knew what they knew, he can only conclude that it was due to 'divine intervention', or 'a lucky guess'. Since the odds of the latter seem fantastically remote, Parker tentatively suggests the former.

There is very little doubt in anyone's mind about the reality of so many of the Old and New Testament cities mentioned in the Bible. Therefore, it is hardly necessary to document their existence. Nevertheless, following is a partial list of some of the cities mentioned in the Bible that have been found and excavated by archaeologists. This is simply more evidence that the Bible describes actual locations that can be verified. This means that at the very least, the Bible accurately reflects the locations and cities of ancient times.

Remember, this is only a partial list. There are hundreds of biblical cities that have been verified in archaeological digs.

1.Arad
A.Num. 21:1, "When the Canaanite, the king of Arad, who lived in the Negev, heard that Israel was coming by the way of Atharim, then he fought against Israel, and took some of them captive."
B.Num. 33:40, "Now the Canaanite, the king of Arad who lived in the Negev in the land of Canaan, heard of the coming of the sons of Israel."
i."Arad 30 km NE of Beersheba, excavated from 1962 to 1974 by Y. Aharoni and R. B. K. Amiran."1

Genesis, the book of beginnings, is primarily concerned with
tracing the development of God's program of blessing. The bless-
ing is pronounced on God's creation, but sin (with its subsequent
curse) brought deterioration and decay. After the Flood there is a
new beginning with a renewal of the decrees of blessing, but once
again corruption and rebellion leave the human race alienated
and scattered across the face of the earth. Against this backdrop
God began His program of blessing again, promising blessing to
those obedient in faith and cursing to those who rebel. The rest of
the book explains how this blessing developed: God's chosen
people would become a great nation and inherit the land of Ca-
aan. So throughout Genesis the motifs of blessing and cursing
occur again and again in connection with those who are chosen
and those who are not......................The purpose of this section in Genesis, then, is to portray the
characteristics of the three branches of the human race in rela-
tion to blessing and cursing. In pronouncing the oracle, Noah
discerned the traits of his sons and, in a moment of insight,
determined that the attributes of their descendants were em-
bodied in their personalities.2 Because these sons were pri-
mogenitors of the families of the earth, the narrator is more
interested in the greater meaning of the oracle with respect to
tribes and nations in his day than with the children of Shem,
Ham, and Japheth.3
Shem, the ancestor of the Shemites to whom the Hebrews
belonged, acted in good taste and was blessed with the possession
of the knowledge of the true God, Yahweh. Japheth, the ancestor
of the far-flung northern tribes which include the Hellenic
peoples,4 also acted properly and thus shared in the blessing of
Shem and was promised geographical expansion. In contrast,
Ham, represented most clearly to Israel by the Egyptians and
Canaanites, acted wrongly in violating sexual customs regarded
as sacred and as a result had one line of his descendants cursed
with subjugation.5
So the oracle of Noah, far from being concerned simply with
the fortunes of the immediate family, actually pertains to vast
movements of ancient peoples...................Canaan, then, is the prototype of the population that suc-
cumbed to enervating influences and was doomed by its vices to
enslavement at the hands of hardier and more virtuous races.52
Because Ham, the "father" of Canaan, had desecrated the honor
of his father by seeing his uncovered nakedness, this divine and
prophetic oracle is pronounced on the people who would be
known for their immorality in a shameful way, a trait discernible
in this little story in the history of beginnings.
The blessing aspect is given to Shem, but the wording is
unexpected: "Blessed be the LORD [Yahweh], the God of Shem."
The emphasis on the possession of God by his name is
strengthened in this line in a subtle way. Delitzsch says, "Yahweh
makes himself a name in becoming the God of Shem, and thus
entwines His name with that of Shem, which means ‘name.’53
By blessing one's God, the man himself is blessed. The idea is
that Shem will ascribe his good fortune to Yahweh his God, for his
advantage is not personal merit; his portion is Yahweh.54 The
great line of blessing will be continued through Shem from Noah
to Abram, the man of promise.
Here again, however, the point of the oracle looks to the
descendants. It would then be clear to Israel, who found them-
selves in such a personal, covenantal relationship with Yahweh,
that they were the heirs of this blessing..........

THE SONS OF HAM (10:6-20)

More attention is given to the line of Ham than to that of

Japheth or Shem. Ham's line has four branches: Cush, Mizraim,

Put, and Canaan. All four are probably place names for Nubia-

flank of Egypt; and especially during the reign of Kamose it

served as the backbone of the Egyptian army, helping to expel the

Asiatics (Hyksos).19 So the list begins in the far south with the

African tribes known to the Greeks as Ethiopians.

Mizraim lies to the north of Cush. The word occurs almost

ninety times in the Old Testament for Egypt...................Mizraim developed

into tribes. From the Egyptians sprang the Ludim, a group of

African tribes west of the Delta;36 the Anamim, in the vicinity of

Cyrene;37 the Lehabim, the Libyans on the north African shore

(Nah. 3:9 and Dan. 11:43); the Naphtuhim, the people of the

Delta (Lower Egypt); the Pathrusim, the people of Upper Egypt;38

the Casluhim, the people who dwelt east of the Delta between

Egypt and Canaan;39 and the Caphtorim, the Cretans.40

The clause "from whence come the Philistines" is problem-

atic because of its position in the text. Scripture connects the

origin of the Philistines with Caphtor (Amos 9:7; Deut. 2:23;

Jer. 47:4), but the Caphtorim, the Cretans, come after this

clause. While some have suggested rearranging the clauses, it

may not be necessary. The clause in the Table suggests migration

and not lineage. Amos has the Philistines from Caphtor in the

same sense that Israel was from Egypt--migration and not

origination.41 The difficulty may be solved by looking at their

origin and their migration from the Aegean bases through Caph-

tor into the Delta and finally into Palestine.

from the arrangement of the descendants. The Japhethites are

spread from east to west across the northern frontier; the Ham-

ites surround the land from south to west; and the Shemites are

traced from the eastern to the southern borders of the land.

Moreover, the preoccupation with the Canaanites in the land of

promise shows the concern of the writer to fit the Table to the

message of the book: the fulfillment of God's promise to bless

Israel as a nation in that land, and to bless those nations that

bless her, and curse those who are antagonistic to her.

The Table then deliberately selected these tribes and traced

their development.

sons is Peleg, in whose days the earth was divided (probably

that oracle. It presents the lines of Shem and Japheth as pure

tribal groups around the promised land; it also presents the old

block of Hamites, especially the mixed races in the land of Ca-

naan, as the predominant powers on the earth

THE NATURE OF THE ACCOUNT
The narrative in Genesis 11:1-9 describes the divine inter-
vention among the human family to scatter them across the face
of the earth by means of striking at the :heart of their unity- their
language. A quick reading of the passage shows that the pre-
dominant idea is not the tower of Babel but this scattering.
If the point is not simply the tower, then this passage does not
present, as some have suggested, a Hebrew adaptation of the
Greek Titans storming heaven to dislodge God. Rather, the char-
acteristics of the people in this story are anxiety and pride
through their own gregariousness.1 The tower, on the one hand,
is born from the people's fear of being scattered across the earth;
and on the other hand it is an attempt to frustrate God's plan to
fill the earth (Gen. 9:1).
The sin. Since the story has the trappings of a judgment
narrative in which Yahweh interrupts mankind's misguided
activities and scatters them abroad, it may be assumed that the
antithesis of this scattering must be the sin. The major error was
not the building of a city, but the attempt of the race to live in one
City.2 Therefore it appears that the human family was striving for
unity, security, and social immortality (making a name) in de-
fiance of God's desire for them to fill the earth.
Divine punishment. It is important to keep in mind that the
"judgment" was not the destruction of the city but of the language that united the people. It was shattered into a multiplicity
of languages so that the common bond was destroyed.3 Thus the
text is demonstrating that the present number of languages that
form national barriers is a monument to sin.....................So it is with this story that the common history of all man-
kind comes to an abrupt end, which leaves the human race
hopelessly scattered across the face of the entire earth. It is this
that makes the present narrative so different from those preced-
ing it: In each judgment there was a gracious provision for hope
but in this judgment there is none. It does not offer a token of
grace, a promise of any blessing, a hope of salvation, or a way of
escape. There is no clothing for the naked sinner, no protective
mark for the fugitive, no rainbow in the dark sky. There is no ray
of hope. The primeval age ends with judgmental scattering and
complete confusion. The blessing is not here; the world must
await the new history.
In view of this, the story of the scattering of the nations is
actually the turning point of the book from primeval history to
the history of the blessing. From this very confused and dis-
persed situation nations would develop in utter futility until God
would make a great nation through one man who himself would
be "scattered" from this alluvial plain to the land of Canaan. The
blessings of final redemption and unification would come
through his seed.........................Irony is seen in the beginning and the ending of this pas-
sage. The group at Babel began as the whole earth (11:1), but
now they were spread over the whole earth (11:9). By this the
lesson is clarified: God's purpose will be accomplished in spite of
the arrogance and defiance of man's own purposes. He brings
down the proud, but exalts the faithful.
The significance of this little story is great. It explains to
God's people how the nations were scattered abroad. Yet the
import goes much deeper. The fact that it was Babylon, the
beginning of kingdoms under Nimrod from Cush, adds a rather
ominous warning: Great nations cannot defy God and long sur-
vive. The new nation of Israel need only survey the many nations
around her to perceive that God disperses and curses the rebel-
lious, bringing utter confusion and antagonism among them. If
Israel would obey and submit to God's will, then she would be the
source of blessing to the world.
Unfortunately, Israel also raised her head in pride and re-
fused to obey the Lord God. Thus she too was scattered across the
face of the earth.

Hitler did not achieve most of his political and military goals, but on the Jewish question he succeeded remarkably. If his antisemitic propaganda found resonance, its success can be credited in large measure to the unrelenting anti-Jewish Christian theological discourse that linked Nazi propaganda with the traditions and moral authority of the churches. That link was proclaimed with enthusiasm by Nazi Christians: “In the Nazi treatment of the Jews and its ideological stance, Luther’s intentions, after centuries, are being fulfilled.”13 Antisemitism was the lingua franca of the Nazi era and was employed by church leaders to gain credibility with their own adherents—but also out of sincere antisemitic conviction. Antisemitism was also a tactic in the rhetorical battles among the different Christian factions, with each accusing its opponents of being “Jewish” while positioning itself as the true Nazi believer.14

Already in 1971 the historian Uriel Tal challenged the entrenched view that racist antisemitism is a new phenomenon that repudiates Christianity by arguing that it was actually utterly dependent on Christian anti-Judaism for its success: “it was not the economic crises that brought about this new political, racial and antireligious antisemitism, but completely the reverse, it was precisely the anti-Christian and antireligious ideology of racial antisemitism which hampered the first antisemitic parties in their efforts to utilize the economic crisis for their political development . . . [because] what still attracted the masses was the classical, traditional Christian anti-Judaism, however adapted it may have become to the new economic conditions.”15 Tal demonstrated that Germany’s antisemitic, völkisch movements that arose in the nineteenth century had to abandon their initial anti-Christian stances in order to win supporters for whom Christian anti-Jewish arguments held profound political appeal.16 Even within the so-called “church struggle” between German Christians and the Confessing Church for control of the Protestant church, antisemitism became the glue that united the otherwise warring factions. Similarly, however much Hitler made use of images of messianism, redemption, and other Christian motifs, the most useful and consistent aspect of Christianity for the Nazi movement was its anti-Judaism, just as the single most consistent and persistent feature of Nazism was its antisemitism.

Hitler was well aware of arguments that were central to the Institute: that Jesus was an Aryan, and that Paul, as a Jew, had falsified Jesus’s message, themes he repeatedly mentioned in private conversations, together with rants against the church as a Jewish subversion of the Aryan spirit (though the reliability of his reported private conversations is uncertain). In a diatribe alleged to have occurred in October of 1941, the month Hitler made the decision to murder the Jews,17 Hitler proclaimed that Jesus was not a Jew, but a fighter against Jewry whose message was falsified and exploited by Paul: “St. Paul transformed a local movement of Aryan opposition to Jewry into a super-temporal religion, which postulates the equality of all men . . . [causing] the death of the Roman Empire.”18 His views demonstrate that the German Christian diagnosis of Christianity as tainted by Jewish influence resonated at the highest levels of the Reich, but that its prescribed solution of dejudaization was met with skepticism if not sheer mockery. Was Christianity thoroughly impregnated with Judaism, or could it be dejudaized, as the Institute claimed?

Like the antisemitic parties of the nineteenth century, the Nazi Party could not reject Christianity—not only because it would offend the moral and social sensibilities of Germans, but because the antisemitism of Christianity formed the basis on which the party could appeal to Germans with its racial and nationalist ideology. Nazism’s relationship to Christianity was not one of rejection, nor was it an effort to displace Christianity and become a form of “political religion.” Nazism did not present racial antisemitism as antithetical to Christian theological anti-Judaism; rather, Nazi ideology was a form of supersessionism, a usurpation and colonization of Christian theology, especially its antisemitism, for its own purposes. The theology of the Institute was a similar effort at supersessionism in reverse, taking over elements of Nazi racial ideology to bolster and redefine the Christian message. The result was an uneasy competition between two sides seeking popular support and institutional control, though access to power was, of course, highly asymmetrical.

Thus, while seeking to undermine the political power and moral authority of the churches, Nazism simultaneously appropriated key elements of Christian theology into its own ideology both for purposes of winning adherents used to Christian arguments and also to give its own message a coherence and resonance with the age-old Christian teachings that had shaped European culture. Conversely, German Christians appropriated Nazi rhetoric and symbols into the church to give its Christianity a contemporary resonance. Both the Nazis and the German Christians identified Hitler as Christ’s second coming. That gave Hitler the status of a supernatural being and gave Christ renewed glory as a contemporary figure of enormous political significance. Both were suspicious of the institutional church. Factions within the Nazi Reich and the party saw the church as competition and a potential threat to be ultimately eliminated after the war.19 The German Christians sought control and radical reform of the Protestant church, which they never fully achieved, leading them to bitter complaints and, in some cases, demands for its demolition. Meanwhile, Christianity was not to be banned nor the churches outlawed; rather, as the historian Ernst Piper writes, Nazi strategy was to control the churches and lead to “a steadily advancing process of delegitimization and disassociation, of undermining and repression” that would undercut the church’s moral authority and position of respect.20 In its own supersessionist theology, an amalgam of Nazism and Christianity, with a rejection of church authority and doctrine, an assertion of German supremacy and Jewish degeneracy, and absurd revisions of the Bible, the German Protestant church contributed substantially to the Nazi project of undermining Christianity.

The establishment of the Institute in 1939 and the proliferation of its projects during the war years demonstrates that the antisemitism of the German Christians was not simply rhetorical, but was intended to lend active support to Nazi policies against the Jews—or, at times, to push those policies in more radical directions. Indeed, certain Protestant theologians stood at the forefront in discussions of the so-called Jewish problem; Gerhard Kittel’s notorious speech of May 1933, later published as a pamphlet, has been called the most antisemitic utterance of that year.21 In considering ways to rid Germany of Jews, Kittel proposed not only expulsion and guest status, but extermination (“Ausrottung”), a method he rejected only because it was too difficult to implement. On February 24–25, 1936, a few months after the proclamation of the Nuremberg Laws, but long before Jews were being deported and murdered, a group of theologians, some of whom subsequently became leaders of the Institute, met in Dresden to discuss a merger of the German Christian factions of the state churches of Thuringia and Saxony. During the course of the meeting, Siegfried Leffler, a German Christian leader, official in the Thuringian Ministry of Education, and, by 1939, figurehead of the Institute, stated:

In a Christian life, the heart always has to be disposed toward the Jew, and that’s how it has to be. As a Christian, I can, I must, and I ought always to have or to find a bridge to the Jew in my heart. But as a Christian, I also have to follow the laws of my nation [Volk], which are often presented in a very cruel way, so that again I am brought into the harshest of confl icts with the Jew. Even if I know “thou shalt not kill” is a commandment of God or “thou shalt love the Jew” because he too is a child of the eternal Father, I am able to know as well that I have to kill him, I have to shoot him, and I can only do that if I am permitted to say: Christ.22
What is striking is not only that Leffler spoke of killing Jews as early as February 1936, long before mass murder of the Jews became Nazi policy, but that there was no response to his comments from those attending, neither immediately nor later in the session; the discussion simply continued as if murder of Jews in the name of Christ was a customary topic.23 The aryanization of Jesus into a manly, heroic, fighting spirit reflected among the theologians the “heroic realism” that prevailed in the 1930s within right-wing political thought. That “heroism” meant killing one’s opponent without emotion but in accord with principles of natural law, in defense of one’s own race and at the cost of personal sacrifice.24 Paul Althaus, professor of theology at the University of Erlangen and a noted ethicist, was present at the meeting, but expressed nothing to indicate that he was appalled or disturbed by Leffler’s remarks. The lack of outrage is evidence that ridding Germany of Jews had become an acceptable point of discussion among theologians, even when murder was proposed as a technique of achieving it. The Nuremberg Laws, while perceived by many German Jews as protection from far worse legislation, were viewed as an encouragement by the German Christian movement to take even more radical positions. Legal cases in German courts, brought in the wake of the Nuremberg Laws’ criminalization of sexual relations and marriage between Jews and Aryans, and widely reported in the German press, implicated Jews as sexual predators of Aryans, further encouraging Christian theologians to insist on protecting Christian purity by eradicating Jewishness with even more radical measures.25 The penetration of Christian bodies by Jewish sex reiterated a typical motif of racist rhetoric, the dangers of miscegenation, and reinforced fears that Aryanism was not immutable, but subject to destruction by Jews.26 Antisemites had long insisted that German Aryan women were vulnerable to Jewish predation, and Jesus, whose gentleness and suffering was viewed as effeminate by German Christians, was depicted in one caricature as an Aryan woman on a cross with a lecherous Jewish man in the foreground: the crucifixion as the Jewish rape of Germany. ............................

The Justice and Development Party (PJD) captured 80 seats in the
395-seat assembly, nearly double the 45 seats won by Prime Minister
Abbas el Fassi's Indpendence Party, Interior Minister Taib Cherkaoui
told a news conference on Saturday.

The win - the first parliamentary poll victory for the party -
comes just one month after
Islamists won Tunisia's post-revolution election and
days before their predicted surge in Egyptian polls.

According to the new constitution overwhelmingly approved in a July referendum,
King Mohammed VI must now pick the prime minister from the party which won
the most seats in parliament, instead of naming whomever he pleases.

The king, the latest scion of a monarchy that has ruled the country for
350 years, proposed changes to the constitution that curb some of his
near absolute powers as autocratic regimes toppled in nearby Tunisia,
Egypt, and Libya.

Earlier on Saturday top PJD officials said their own figures showed
they had won over 100 seats in Friday's polls, the first since the
approval of the new constitution.

"We thank the Moroccans who voted for the PJD and we can only be satisfied,"
PJD secretary general Abdelilah Benkirane told reporters after the government
confirmed his party had won the most seats in the election.

He acknowledged his party would have to tailor its program to appease prospective
coalition partners and said
the PJD is "open to everyone" when it comes to forming alliances.

"The nub of our program and of those who
will govern with us will have a double axis,
democracy and good governance," he told the France 24 television channel.

"From now on, Moroccans will feel that the state is at their service
and not the other way about," Benkirane added.
"That is very important for us."

The PJD has gradually increased its share of the vote in Morocco,
seen as one of the most stable countries in the region.

After winning just eight seats in 1997, it surged in popularity,
scooping 42 seats in the 2002 election, the first of King Mohammed VI's reign.
It then increased its share in the last election in 2007
when it finished second with 47 seats.

The party focused at first on social issues, such as
opposition to summer music festivals and the sale of alcohol,
but has shifted to issues with broader voter appeal like the
fight against corruption and high unemployment.

During the current campaign it promised to cut poverty in half and raise the
minimum wage by 50 per cent.

Unlike the banned Islamist opposition group Justice and Charity,
the Justice and Development Party pledges its allegiance to the monarchy.

But Benkirane cuts a controversial figure for previously
derogatory comments about Berber people and homosexuals.

In 2010 he tried to ban a concert in Morocco
by the openly gay singer Elton John because of fears of
encouraging homosexuality.

The National Rally of Independents, the second-largest party in the
outgoing five-party government coalition, won 38 seats,
while the Party of Authenticity and Modernity,
founded in 2008 by people close to the king, got 33 seats.

So far only the Independence Party has said
it would be willing to govern with the Justice and Development Party.

The king proposed a new constitution on March 9, just 17 days after
thousands of people took to the streets across Morocco calling on him
to give up some of his powers in the biggest anti-establishment
protests in the country in decades.

Morocco's pro-reform February 20 protest movement, responsible for the protests,
had called on voters to boycott the elections. It says the constitutional reforms are
insufficient.

Voter turnout was 45.4 per cent, up from 37 per cent
from the last parliamentary election in 2007, but lower than the 51.6
per cent turnout recorded in 2002.

"This turnout, if confirmed, does not reflect enthusiasm for
the new constitution or political parties,"
said Haizam Amirah Fernandez, senior analyst for the Arab world
at Spanish think tank Real Instituto Elcano.

In all, 31 parties competed for the 395 seats in the lower house of parliament -
with 60 seats reserved for women
and 30 set aside for candidates under the age of 40.

We’re told that aborigines were nomads. Yet the local Gunditjmara in Western
Victoria claim their ancestors lived in a village. They had eel farms,
and even an eel industry, which exported produce across the country. If
this is true, it would challenge our current understanding of aboriginal
history.

Archaeologist, Dr Heather Builth, set out to
investigate the Gunditjmara’s claims. And remarkably she found a great
deal of evidence to support them…the remains of 100s of huts, more than
75 square kilometres of artificial channels and ponds for farming eels,
and smoking trees for preserving the eels for export to other parts of
Australia.

TRANSCRIPT

Narration: At Lake Condah in western Victoria, there’s a
mystery. We’re told aborigines were nomads. Yet here the aborigines,
claim their ancestors lived in a village. A village so sophisticated,
they farmed eels in these swamps, they processed them and even exported
them across the country. If true it would seriously challenge our
understanding of aboriginal history.

Ken Saunders: We weren’t nomads. We didn’t wander all over the bloody place and gone walkabout. We had an existence here.

Professor
Peter Kershaw found some tantalising evidence in this
snake-and-leech-infested swamp. He took a soil sample from the bottom.
Because soils are laid down gradually, drilling down several metres is
like going back in time.

Professor Peter Kershaw: This is
healthy peat material. It suggests that it’s accumulated under shallow
water and there’s been constant deposition. As we go towards the top
here, you can see it’s getting very kind of fine-grained sediment. It’s
very greasy.

Narration: It’s greasy because the lake was
continually churned up while this soil was being laid…possibly churned
up by human eel farmers.

Professor Peter Kershaw: This doesn’t occur naturally. It had to have some help. People have been here or that is the most likely explanation.

Dr
Heather Builth, found more enticing clues that there could be an
ancient eel farm here. There appeared to be countless artificial
channels crisscrossing this landscape.

Dr Heather Builth:
This has had to be excavated. This channel is artificial channel that
has come through the lava flow through the sheer rock to bring the water
from this swamp into that swamp.

Narration: In fact there
appeared to be artificial ponds here as well. But it was hard to make
sense of all this because the entire area was drained in the 1800s when
the Europeans moved in. But Heather had an idea. She measured up every
little hill and valley in the landscape, entered all the information
into a geography simulation programme and then re-flooded the land on
computer.

That way she could see where all the artificial
channels led. The computer programme revealed a dazzling picture. An
artificial system of ponds connected by canals, covering more than 75
square kilometres of the landscape.

Dr Heather Builth: I
realised there was something pretty clever going on here. The swamps
were joined and there were channels joining the wetlands to the river
and there were channels continuing on to the sea across the whole
length.”

Narration: Heather was starting to believe there
could well have been an ancient eel farm here. Meanwhile, the soil
samples revealed more exciting results when they got back to Peter’s
Monash University lab. Pollens were extracted, and they showed water
plants had suddenly appeared in the record – just what you’d expect if
humans had suddenly constructed an artificial ponding system. But the
most staggering result came when he soil samples were radiocarbon dated.
The artificial ponds it appeared, were created up to 8000 years ago.

Dr Heather Builth: Yeah that is pretty amazing historically, prehistorically in the world about controlling a resource in aquaculture.
Yeah – it could be one of the oldest systems in the world.”

Narration: Of course, none of the scientific discoveries surprised Ken. He says the whole countryside here is dotted with eel traps.

Ken Saunders:
We used to trap eels ourselves and use the eels traps. And some of the
young fellas today still use the eel traps. So the eel traps were part
of our diet. I still eat the bloody things today.

Narration:
The telltale sign of an eel trap is two piles of rocks in straight
lines. Woven basket-like nets were placed in the gap where the water
once flowed.

Dr Heather Builth: This would have come in
here, and understand that it would’ve been about four times as big as
this now, and it would’ve fitted in. There would’ve been a frame here - a
wooden frame and this would’ve gone through the frame like that so it
would’ve been filling up a bit. It was a big enough collar to catch the
eels. So what it meant was they could only come out one at a time and so
someone was here to catch the eels as they came out and grab them bight
them on the back of the neck, kill them put them in the basket.

Narration:
Evidence that 8000 years ago the Gunditjmara had a large-scale eel farm
here was already enough to rock the archaeological establishment. But
what about Ken’s claim that his people actually had an industry, and
were exporting their produce?

Heather had noticed there were a
lot of these trees that had obviously had fires in them. Could it be the
Gunditjmara smoked eels in them, to preserve them for export? She took a
sample deep down where the soil was contaminant-free, to see if a lab
could find traces of eel. But after putting it in the fridge overnight
she was greeted by a remarkable surprise the next morning.

Dr Heather Builth:
The next day, when we went in to open the door, the whole room stank of
smoked eel and that was the eureka moment. And the fact that all these
trees, if people had been using them, that means there was preservation.
Suddenly the whole picture changed. Gunditjmara weren’t just catching
eels; their whole society was based around eels. And that to me was the
proof. That was it.

Narration: This wasn’t just one of the
earliest farming villages…. this was an ancient industry. And that put
the Gunditjmara in a totally different category.

Dr Heather Builth:
A specialisation had developed here of eel production. And these eels
could have gone out long distances and they would have been the currency
these people bargained with. I think what we had here was a
hierarchical structured society. We had chiefs with lots and lots of
power.

Narration: But if this was a village, where did the
inhabitants live? The answer to that lay with these stones scattered
all over the landscape. Many of them seem to lie in circular patterns.
Archaeologists had dismissed them as natural formations, but could they
be the foundations of ancient huts?

To prove that, Heather
painstakingly measured and weighed each of the stones in some of these
structures. And sure enough she found they were too uniform to have been
stacked up by nature.

Graham: This is one of the stone huts?
Heather Builth: This is one of the stone houses.

Narration: They had to have been built by human hands and the most likely explanation is they were dwellings.

Graham: How many stone huts do you think were in this area?

Dr Heather Builth: I have myself have seen hundreds.

Graham: We’re talking about… I mean that’s a village…

Lindsay Saunders:
You can see there about two metres. By about a metre high. The door
would have been facing east, away from the weather coming in from the
west. This would have housed about two or three people.”

Narration:
This is what the huts might have looked like, based on historical
accounts and the materials that were available. Wooden boughs sat on top
of the stone foundations and they were covered with peat sods for
strength and reeds for waterproofing. What you’re left wondering is…How
did archaeologists miss all this? Heather believes it’s because
everything disappeared very quickly when European farmers moved in.

Dr Heather Builth: A lot of them had a military background and they knew how to get rid of aboriginal people pretty quickly.

Narration: While the scientific discoveries don’t surprise Ken, he hopes they will help his people.

Ken Saunders: If we can get National Heritage Listing – which we will get – we can then rebuild and recreate the fish traps again.

Narration:
The Gunditjmara eel-trap-weaving skills are still being handed down,
and Heather now knows how the eel farms operated. Her science may just
help Ken’s people realise their dream.

Ken Saunders: Well
you couldn’t have a blackfella telling that story. So to prove it we
had to have a white person doing the scientific research to say this is
real.

An egg-shaped ring of standing stones in Australia
could prove to be older than Britain's Stonehenge - and it may show that
ancient Aboriginal cultures had a deep understanding of the movements of the stars.

Fifty metres wide and containing more than 100 basalt boulders,
the site of Wurdi Youang in Victoria was noted by European
settlers two centuries ago,
and charted by archaeologists in 1977,
but only now is its purpose being rediscovered.

It is thought the site was built by the Wadda Wurrung people -
the traditional inhabitants of the area. All understanding of the
rocks' significance was lost, however, when traditional language and
practices were banned at the beginning of the 20th Century.

Now a team of archaeologists, astronomers and Aboriginal advisers
is reclaiming that knowledge.

They have discovered that waist-high boulders at the tip of
the egg-shaped point along the ring to the position on the horizon
where the sun sets at the summer and winter solstice - the longest
and shortest day of the year.

The axis from top to bottom points towards the equinox -
when the length of day equals night.

At Stonehenge, the sun aligns instead with gaps in the stones
on these key dates in the solar calendar.

The probability that layout of Wurdi Youang is a coincidence
is miniscule, argues Ray Norris, a British astrophysicist at Australia's
national science agency, who is leading the investigation.

Prof Norris and his Aboriginal partners used Nasa technology
to measure the position of each rock in relation to the sun, and
to demonstrate the connection with the solstices and equinox.

"It's truly special because
a lot of people don't take account of Aboriginal science,"
says Reg Abrahams, an Aboriginal adviser working with Prof Norris.

Giant emu
As happened with Stonehenge, the discovery could change the
way people view early societies. It is only recently that it has been
demonstrated that Aboriginal societies could count beyond five or six.

"This is the first time we have been able to show that,
as well as being interested in the position of the sun,
they were making astronomical measurements," says Prof Norris,
who is also a faculty member at the School of Indigenous Studies
at Macquarie University in Sydney.

Other studies by Prof Norris, of Aboriginal songs and stories,
have also indicated a clear understanding of the movements of the sun,
moon and stars.

Indigenous customs vary among groups across Australia, but
one story that appears in many local traditions is
the tale of a great emu that sits in the sky.

The emu, which can be seen in the southern hemisphere during
April and May, is a shape made by the dark patches of the Milky Way.

Its appearance coincides with laying season of the wild emu
and for the storytellers it is a sign to start collecting eggs.

Prompted by historian Hugh Cairns, Prof Norris examined and
photographed an emu-shaped rock carving in Kuring-Gai Chase National
Park, near Sydney, which cleverly mirrors the celestial animal-like shape.
During the southern autumn, the constellation
is positioned above the rock
with the bird shape almost perfectly reflected
by the engraving.

Intellectual leap
Other stories show more complex,
intellectual understanding of the universe.

In the case of the solar eclipse, the Walpiri people in the Northern Territory
tell the story of a sun-woman who pursues a moon-man.
When she catches him the two become husband and wife
together causing a solar eclipse.

The idea that the solar eclipse is caused by the moon moving
in front of the sun is something only widely accepted by western
scientists in the 16th Century.

"This is not about balls of flames going out,
it's about one body moving in front of the other,"
says Prof Norris. "That is a giant intellectual leap."

Since solar eclipses are rare, the survival of this story,
passed down through generations,
also shows a remarkable continuity of learning.

These discoveries play a crucial role in helping
Aboriginal and non-Aboriginal Australians
understand just how intellectually
advanced their ancient society was.

"This discovery has huge significance for understanding the
amazing ability of this culture that is maligned," says Janet Mooney,
head of Indigenous Australian Studies at Sydney University.

"It makes not only me, as an Aboriginal person,
but a lot of Aboriginal people around Australia very proud."

She hopes to be able to tell her students of
an aboriginal site more ancient than Stonehenge.

Until it is dated however, Wurdi Youang could be anywhere from 200 to 20,000 years old.

Aboriginal stone structures in the region have a vast age
range and are very difficult to date. Many of the smaller rock sites
that have been found, such as shelters and cooking areas, have been
moved over time by natural and human forces.

But given the size of the stones at Wurdi Youang and how
deeply they are entrenched in the ground it is more likely they have
been there for thousands of years, archaeologists say.

Dating requires archaeologists to test the soil under the
rocks to see when it was last exposed to sunlight and the team hope to
be able to do this in the next few months.

But Prof Norris believes he has already proven the real value of the stone circle.

"It is interesting to know how far back people were doing
astronomy, if it is 5,000 years old it would predate Stonehenge," he
says.

"But it is not quite as interesting to my mind as whether the
Aboriginal people were doing real astronomy before British contact.
That really tells us a lot about what kind of culture it is."

Good readers, this was my playground, growing up.
It caused me to ask these questions, about this glorious, truly ancient land's,
truly ancient history, even as a child, yet despite always getting the 'accepted',
stock fob off's, 'something' always told me that's what they were.

social groups, from farming to politics, and much in between and on the fringes,
I found that when removing the contradictions, what we are left with,
is, what God described, from the beginning.

Aboriginal people still harvest the mutton
birds. Our catch and sales are dependent
on the sustainability of the harvest. Mutton
birds are a delicacy to eat, with a rich oily
flavour unlike any other.

The short-tailed shearwater of Griffiths Island
(Puffinus tenuirostiris - Tasmanian Shearwater)
is commonly called the 'mutton bird'.

Given the name 'mutton bird'
by early settlers of Port Fairy
of its fatty flesh, the shearwater
was hunted as a food and oil source.

Today the shearwater
is totally protected in Victoria.

The journey, of about 15,000 km, passes
New Zealand and Japan
and is completed in only two months.

The return journey follows the coast of
North America to California,
then south-west across the Pacific.
Prevailing winds aid their flight for most of the journey
but on the final leg, from the central Pacific,
the birds battle across south-east winds.

They return to their nesting grounds exhausted...

Australia which suggest that astronomy is an important part of many
Australian Aboriginal cultures.

An Australian study has uncovered signs that the country’s ancient
Aborigines may have been the world’s first stargazers, pre-dating
Stonehenge and Egypt’s pyramids by thousands of years.

Ray Norris said widespread and detailed knowledge of the stars had
been passed down through the generations by Aborigines, whose history
dates back tens of millennia, in traditional songs and stories.

“We know there’s lots of stories about the sky: songs, legends,
myths,” said Norris, an astronomer for Australia’s science agency, the
Commonwealth Scientific and Research Organisation (CSIRO).

Star-gazing for food

“We wondered how much further does it go than that. It turns out also
people used the sky for navigation, time-keeping, to mark out the
seasons, so it’s very practical.

“People were nomadic so when Pleiades (the Seven Sisters star
cluster) was up they would move to where the nuts and berries are.
Another sign and it would be time to move to the rivers to fish for
barramundi, and so on.”

Norris, who has studied Aboriginal culture and historical accounts by
white settlers, and made several trips to Arnhem Land in Australia’s
remote Outback, said his research also revealed more detailed
astronomical thought.

Figuring out an eclipse

“Clearly some thinker in the past has been sitting down in the bush,
watching an eclipse and trying to figure out how it works,” he said,
giving one example.

“Those thoughts are then encoded in the songs and ceremonies. If you
take a lunar eclipse, the story in Arnhem Land is it’s the Sun Woman and
Moon Man making love, and when they make love the body of one covers
the other.”

Norris is now searching for evidence that would put a date on
Aboriginal astronomy, such as a rock-carving of a meteor strike or
comet.

Establishing a beginning date

He is confident the Aborigines pre-dated European stargazers,
including Britain’s astronomy-linked Stonehenge, which is estimated at
3,100 BC, around the age of the Great Pyramid of Giza.

“We’ve established there is all this astronomy, what I don’t know is
how far back this goes. If it goes back 10,000 or 20,000 years, that
makes (Aborigines) the world’s first astronomers,” he said.

Nightingales, mockingbirds and songbirds around the
world originated in Australia then populated the rest of the globe, a
new DNA study suggests.

Until relatively recently, researchers had believed the opposite,
that sparrows, finches, wrens, crows, canaries, ravens and sparrows
originated in Europe and north America, then had populated Australia.

The U.S. and Swiss study was reported online today by the journal Proceedings of the National Academy of Sciences.

Research led by Dr Keith Barker from the Bell Museum of Natural History
in Minnesota looked at the passerines, or perching birds, which make up
half the world's birds. Three-quarters of passerines are songbirds.

The scientists conducted the largest ever analysis of passerine DNA
to trace the origins of perching birds back to the super-continent
Gondwana.
The study showed passerines originated in Western Gondwana, which
split into Australia, New Zealand and Antarctica, with the sub-species
of songbirds evolving in what is now Australia.

Assistant director of the Australian Museum
in Sydney, Associate Professor Les Christidis said the study built on
research by Australian authors, including himself, in the late 1980s.

He said the suggestion that songbirds originated in Australia
was considered "ludicrous" when it was first published.

"When we first suggested this ...we got laughed at by the Americans," he said.

"Australia doesn't have that many birds relative to the rest of the world,
so how could it be the centre of everything?

"It turns out that lowly
Australia really is the centre.
Australia can lay claim to the songbirds
without a shadow of a doubt."

He said passerine birds found along the east coast of Australia, such
as lyre birds, bower birds, tree creepers and honey eaters were living
examples of tens of millions of years of evolution.

Australian ornithologist Wayne Longmore from Museum Victoria said
the hypothesis challenged 200 years of thinking.

"Up until the last four or five years it's always been thought that
the passerine birds originated in the northern hemisphere and spread
south and that's been the gospel for the last 200 years," he said.

The oldest passerine fossil was also found in Australia,
dating back to the early Eocene period about 55 million years ago.

Holiday trips to the Antarctica have quadrupled in the past decade and last
year more than 46,000 people visited the land mass and surrounding oceans.

However, safety fears and concerns about the impact visitors are having on the
delicate frozen landscape have soared and members of the Antarctic Treaty –
an agreement between 28 nations, including the UK, on the use of the
continent – are now meeting to discuss ways to regulate tourism.

British officials are seeking to establish a "strategic agreement for
tourism" around the south pole. If successful, it will see treaty
members introduce new measures to improve the safety of tourist trips, while
also reducing the impact that visitors will have on the environment.

The regulations could see limits on the number of ships and landings,
restrictions on how close they come to shore, a ban on building tourist
facilities and hotels on the continent, and rules on waste discharges from
ships.

The British resolution has been tabled at the 32nd Antarctic Treaty
Consultative Meeting, in Baltimore, USA. The fortnight-long talks mark the
50th anniversary of the Antarctic Treaty, which forced countries to put
aside their territorial claims on the continent and instead concentrate on
scientific study.

Gillian Merron, the Foreign and Commonwealth Office minister who attended the
start of the talks last week, told The Sunday Telegraph: "We do want to
see people visiting the Antarctic, but we want them to do it in a safe and
environmentally responsible way. We want to manage and protect the area.

“This is very much a first stage, but if we can get an agreement that in the
first instance we need that environmentally responsible policy, we can then
move on to what that will actually entail.

"What it will ensure is that visitors in the future will be able to
experience the continent in all its beauty and its wilderness without
spoiling it.

"We have to agree to address questions like what can be built in
Antarctic, if anything? Should we allow hotels or not? Would tourists be
allowed to wander around or not? In what order should they visit sites? If
you restrict them to the same sites, what damage does that cause?"

The British proposal has already received support from US Secretary for State
Hillary Clinton who opened the meeting on Monday and the US has tabled its
own resolutions on managing tourism.

More than 400 diplomats will now spend this week discussing the plans
alongside other issues, including environmental protection and the
advancement of science in the Antarctic.

As many of the tourist ships that operate in Antarctica are registered in
countries that are not members of the Antarctic Treaty, they are not subject
to any decisions made and so can get away with having less stringent safety
regulations.

Officials have also asked the International Maritime Organisation, which
regulates global shipping, to draw up new guidelines for shipping around the
Antarctic, including new rules on the use of heavy fuel oil, which could
cause widespread damage in the event of a leak.

Senator Clinton said: “The United States is concerned about the safety of the
tourists and the suitability of the ships that make the journey south.

“We have submitted a resolution that would place limits on landings from ships
carrying large numbers of tourists. We have also proposed new requirements
for lifeboats on tourists ships to make sure they can keep passengers alive
until rescue comes.

“And we urge greater international co-operation to prevent discharges from
these ships that will further degrade the environment around the Antarctica.”

Until recently, the Antarctic has been mainly occupied by teams of
international scientists studying the ice and wildlife in the region, along
with military personnel at a few scattered bases.

Unlike the Artic, Antarctica has no indigenous human population despite
covering an area of more than 5 million square miles, nearly one and half
times the size of the USA.

Humans only began to live there in 1897 with the establishment of a winter
station by explorers.

Growing access, however, has seen the number of people visiting the icy
continent increase dramatically. Tour operators now offer “ecotourists” the
chance to see the stunning wilderness and species such as whales and
penguins.

In 1990 Antarctica was visited by just 5,000 tourists, but by 2006/07 the
number had grown to 37,552 while the following year saw a 22 per cent
increase to 46,069.

Many experts argue, however, that it is inappropriate to bring tourists, who
pay around £5,000 for a cruise, to such an inhospitable and remote part of
the world, which is too far for rescue helicopters to easily reach.

At the end of 2007, 154 passengers and crew, including 24 Britons, were forced
to abandon ship after an iceberg ripped a hole in the side of their 2,400
ton cruise ship the M/S Explorer and it sank, leaking oil into the ocean.

The passengers spent six hours shivering in lifeboats in temperatures of -5C
after the Liberian-registered cruise ship sank 75 miles north of Antarctic
coast.

In February this year, another cruise liner the MV Ocean Nova, ran aground
carrying 64 passengers, who had to be rescued while the 41 crew attempted to
dislodge the Bahamas-registered liner at high tide.

The MV Ushuaia, a Panama-registered ship with 122 passengers aboard, also ran
aground in December.

Although these accidents involved relatively small ships that had specially
strengthened hulls to offer some protection against the dangers of icebergs,
larger cruise liners without such protection, often carrying up to 3,000
passengers, also venture into Antarctic waters.

Scientists also fear that the rise in tourism to Antarctica and its
surrounding islands, which harbour many rare species, risks unwittingly
introducing foreign pests and diseases such as rats, insects and plants
could devastate the delicate ecosystem.

John Shears, head of environment and information at the British Antarctic
Survey who is attending the treaty meeting, said scientists had been
monitoring the impact on tourists on gentoo penguins at Port Lockroy on the
Antarctic Peninsula.

He said: "Although the area is heavily visited, we have found that
provided the tourists are properly managed and controlled while they are
ashore, then the impact is actually minimal.

"If there was to be a big accident, however, there is not just an issue
in terms of safety of life, but also in terms of pollution control,
particularly as most of the cruise ships are sailing close to shore."

Japan eases self-imposed arms export ban

TOKYO has eased a decades-old self-imposed ban on arms exports,
paving the way for Japanese firms to participate in multinational
weapons projects.

In a move intended to bolster the domestic arms industry and
reduce national defence spending, officially pacifist Japan will for
the first time in decades routinely allow its companies to partner with
foreign firms to develop weapons.

"Under the new standards, Japan will be able to transport military equipment
for missions of peace-building and international co-operation," Foreign Minister
Koichiro Gemba told reporters today.

"This will mean that Japan can now address
international peace co-operation
and global challenges such as terrorism and piracy
more proactively and effectively."
Japan, whose industries took many years to recover from the devastation of
World War II, declared in 1967 that it would very tightly control its
foreign weapons sales.

At the height of the Cold War, then prime minister Eisaku Sato said
Tokyo would not sell armaments to communist states, countries directly
engaged in international conflicts, or nations under UN arms embargoes.

The restrictions were further tightened in 1976 when Japan said all exports
would be subject to stringent rules that effectively barred all weapon sales.

A limited number of exceptions were subsequently made for technological
co-operation projects such as missile defence with the United States, Japan's
cornerstone security ally.

The new rules will allow Japan to develop and produce arms jointly with the US
and European countries and to export military equipment for peaceful and
humanitarian purposes such as UN peace-keeping operations.

Tokyo will also be allowed to provide defensive equipment, such as helmets and
bullet-proof vests, to the limited number of countries in which its Self-Defence Forces
are deployed.

Critics of the ban say it was a Cold War relic that has resulted in Japan's military
hardware capability becoming outdated,while increasingly assertive regional rival
China continues to spend heavily on defence technology.

But supporters say any move to expand Tokyo's military reach, however limited,
is likely to rankle in Beijing and Seoul, where Japan's wartime aggression remains

arriving in Australia by boat, The Australian reported today.

New rules handed down by the Australian Communications and Media
Authority restrict what can be broadcast, after lobbying from the
Immigration Department.

Under the changes, a person's *privacy would be protected
even if they were filmed in a public place.

and his wife Chiara Passerini are to adopt a twelve-month-old
Ethiopian baby boy, according to SBS.

The Australian – who became the first rider
from the southern hemisphere
to win la Grande Boucle this year – and his Italian wife
have been dropping hints via Twitter recently, but have now
confirmed that they will be hoping to take the baby to their home in
Switzerland soon.

“So many questions! Not Nepal but the old Black continent... and...
love is the answer! Have a great festive season everyone!!!”
Passerini tweeted yesterday.

Following the end of the road season – in which Evans has not raced
since the USA Pro Cycling Challenge in Colorada, USA – the couple made
their usual return to Australia. While there, the Tour winner has been
showered with accolades, winning
the “Don” Award – named after cricket legend Sir Don Bradman –
from the Sport Australia Hall of Fame, the “Oppy” medal – named after
Sir Hubert Opperman – from Cycling Australia, and even being presented
with a yellow Cadillac Coupe.

Rather than stay south for Christmas though, they left for Europe again
on December 16th; the reason for which has now been explained.

"Going to Ethiopia was our reason for the early departure from
Australia," Ms Passerini told Farifax Media. "We came here to bring
home our little 12-month-old boy after months of paperwork.

"We always felt the strong wish to adopt,” she added, “so we decided
to start our family through adoption."

Not having made an entry since Christmas Eve, this morning Evans
made the following announcement on his Twitter page:

AS many as 16,000 Australians got away with voting more than once in the 2010 razor's edge federal poll.

Dozens may have voted three times or more, but only three copped a slap on the wrist.

The Australian Electoral Commission has admitted to a Senate committee its
own records make it difficult to tell who is flouting electoral laws.

And it has been revealed little can be done if voters deny it.

Of the 16,189 people the AEC suspected of multiple votes, 5211 denied it
and 80 per cent of the 1458 who confessed were new voters or did not
understand how to vote.

It was decided 7925 were errors, many caused when
voters with similar names were recorded under the same name by accident.

Electoral Commissioner Ed Killesteyn told the committee the offence was
hard to prove as there was no real evidence if a person denied the offence.

Victorian Liberal senator Scott Ryan said the lack of prosecution
sent a confusing message to the country.

There have been calls for the introduction of photo ID,
with some seats won or lost on just a few votes.

AN Australian has been accused of involvement with organisers of the
overloaded asylum seeker boat that sank this month killing as many as
200 people.

Indonesian police spokesman Saud Usman Nasution has told Fairfax
newspapers that investigators have given the name of the man to
Australian Federal Police after several survivors identified him.

"We have passed on the name of the Australian man - Mr X - to the AFP
to follow up," Inspector-General Nasution said.

But an AFP spokeswoman told Fairfax that
"the AFP has not received a referral from the Indonesian national police".

"The AFP has made no arrests in relation to this matter
and this is a matter for the Indonesian authorities," she said.

Told of the AFP comments, General Nasution insisted the name
had been passed on and the investigation was a joint effort by
both countries' law enforcement agencies.

Four Indonesian soldiers have been detained for their involvement
with two local owners of small boats used to ferry the asylum seekers to
their "mother ship" at sea, but there have been reports indicating more
security personnel and officials were involved.

General Nasution said multiple suspects had been identified in Indonesia and in
"countries of origin", understood to be Pakistan and Iran.

Japan eases self-imposed arms export ban

TOKYO has eased a decades-old self-imposed ban on arms exports,
paving the way for Japanese firms to participate in multinational
weapons projects.

In a move intended to bolster the domestic arms industry and
reduce national defence spending, officially pacifist Japan will for
the first time in decades routinely allow its companies to partner with
foreign firms to develop weapons.

"Under the new standards, Japan will be able to transport military equipment
for missions of peace-building and international co-operation," Foreign Minister
Koichiro Gemba told reporters today.

"This will mean that Japan can now address
international peace co-operation
and global challenges such as terrorism and piracy
more proactively and effectively."
Japan, whose industries took many years to recover from the devastation of
World War II, declared in 1967 that it would very tightly control its

At the height of the Cold War, then prime minister Eisaku Sato said
Tokyo would not sell armaments to communist states, countries directly
engaged in international conflicts, or nations under UN arms embargoes.

The restrictions were further tightened in 1976 when Japan said all exports
would be subject to stringent rules that effectively barred all weapon sales.

A limited number of exceptions were subsequently made for technological
co-operation projects such as missile defence with the United States, Japan's

The euro has dropped to its lowest rate against the dollar in 15 months
after France sold 8bn euros ($10.3bn, £6.6bn) of bonds at an auction.

The euro fell to $1.2836 against the dollar
and was also lower against the UK pound and Japanese yen.

France paid an interest rate of 3.29% to borrow for 10 years,
up from 3.18% at the last sale in December.

Many investors fear that France is poised to lose its top credit rating,
making it more expensive to borrow.

In December, France saw its AAA credit rating placed on negative outlook
by rating agency Fitch.

Fitch said the change in outlook was prompted by the heightened risk
of government liabilities arising from the eurozone's debt crisis.

At Thursday's sale, demand from investors for the benchmark 10-year bonds had fallen.

The bid-to-cover ratio was 1.64, almost half of the 3.05 it was in the December auction.

France introduced an 65bn-euro austerity plan in November.

The gap, or spread, on French bonds compared to
comparable debt from Germany - Europe's largest economy -
hit record highs last
year.

Italy and Spain - both passing painful austerity measures -
will both have to sell debt in the coming months.

ANZAC Day, arguably the most sacred day on the Australian calendar,
is in danger of being "branded" by the Federal Government.

War veterans say the 2015 centenary of the Australian landing on
Gallipoli will speak for itself, without the need for hype, slogans or motifs.

But federal bureaucrats have spent $100,000 on focus groups
to determine how to "brand" the big day.

A market research company was paid $103,275 to conduct focus groups nationwide, including in Melbourne, last year.

Former premier Jeff Kennett said it was "an abject waste of money".

It should be clear to the Government what the day means,
and the idea of "branding" it was ridiculous, he said.

"Anzac Day has come to mean so much that increasing numbers of young people
are participating in dawn services and other commemorative services
around Anzac Day," he said.

"It is a political intervention which should be snuffed out immediately,
not just because it's a waste of money but because Anzac Day ... (is)
profoundly celebrated and commemorated."

World War II veteran and ex-PoW Frank Holland-Stabback,
who will march for the last time this year, agreed,
saying Anzac Day allowed him to show his pride in serving his country.

"I think Anzac Day is known well enough as it is."

Victorian RSL boss David McLachlan said
he did not want to comment until he had seen the plans.

A Department of Veterans' Affairs spokeswoman said the idea for
"a national brand or motif" emerged from an Anzac Centenary Advisory Board
meeting on October 14.

It was "not unusual for the Australian Government to undertake focus testing
for a project of this scale and importance", she said.

The Government was tendering for a design, and she said concepts were
"focus tested by a market research company" with defence force members and
people from various age groups.

They were asked how well each motif gained their attention and which
they considered would best represent the Anzac centenary.

"This was important to determine resonance with the Australian community," she said.

Ray Brown, from the Injured Service Persons Association (Peacetime), said
the Government's approach was inappropriate,
and Anzacs who fought at Gallipoli would have been stunned.
