The sprightly sovereign, who rarely takes a day off sick, showed no signs
of illness as she gave Sir Bruce Forsyth his knighthood as she was,
apparently, determined to work through it.

But as part of the museum visit was to be held outside and she has a
gruelling forthcoming tour of Australia, officials decided to err on the
side of caution.

Next Wednesday the Queen and the Duke of Edinburgh arrive in Australia for a gruelling 11-day visit that will see the royal couple tour the nation before the sovereign opens a meeting of Commonwealth leaders.

A Buckingham Palace spokesman said: ‘The Queen is no longer going to
visit the British Museum as she has a cold and there is an element of
the programme outside the museum.

‘Her Majesty has a long trip next week and then a busy overseas programme
in Australia and will need to be fit for this.

‘Her Majesty will still hold a reception for 350 Australians living and working in the UK tomorrow evening.’

It is understood that the Queen does not have a heavy cold and the cancelled engagement was a precautionary measure.

The monarch, like the rest of the Royal Family, is rarely ill and has taken very few days off during her reign due to ill health.

In April this year she missed a key public engagement – the service of the
Royal Victorian Order at Windsor - for the first time in five years after suffering a heavy nosebleed.

In 2006 she was also forced to pull out of a an important public event,
visiting Arsenal’s new north London stadium, after badly straining a muscle in her back.

In 2005 she was forced to cancel three engagements in after catching a bad
cold, including a visit to Sandhust to see her grandson, Prince Harry.

Two years prevuiously she underwent keyhole surgery on her right knee after
suffering a torn cartilage while walking on rough ground during a visit
to Newmarket, Suffolk, and was forced to use a walking stick during her
convalescence.

Later that year, she was forced to return to hospital for a similar operation
on her left knee. At the same time, surgeons removed minor -
non-cancerous - growths from her face in a double procedure lasting an
hour-and-a-quarter.

Senior courtiers have admitted that the Queen is slowly scaling down her
public commitments. One told the Mail; ‘Of course the Queen is not
getting any younger and we are pacing her programme accordingly.’

But the source added: ‘To be honest, however, apart from travelling
slightly less, her day-to-day routine has changed very little.

‘The word duty is, sadly, considered a little outmoded today but it is
something that has defined her very existence from the moment she took
her coronation vows all those years ago. And for her, this is a job for life.’

The Queen will celebrate her Diamond Jubilee next year and a series of major events are
planned to mark her 60 years on the throne.

Last year she conducted a staggering 444 public engagements.

Victoria's new deep-water port at Hastings
has been described as the state's biggest infrastructure project in a century.

A NEW 30km road or rail link through Melbourne's southeastern
suburbs is the key to the Baillieu Government's multi-billion-dollar
development of a new deep-water port at Hastings.

Releasing key details of the project for the first time, Ports Minister Denis Napthine
described it as the biggest infrastructure project in Victoria in a century.

The development will see the Port of Melbourne replaced as the state's main port
and the engine room of the Victorian economy.

A dedicated road or rail link, running parallel to the existing Western Port Highway,
would potentially link the port to a new distribution centre, or "inland port", near Dandenong.

Giant driver-less trucks, similar to those used in mines, are one of the options under
consideration to move millions of containers and other freight from Hastings to the
new inland port for distribution across the city and state.

A soon-to-be-appointed Port of Hastings Authority will be ordered
to evaluate building the first Australian electric truck link between
the port and the land likely to be set aside between Dandenong and
Lyndhurst for the freight hub.

Remote-controlled trucks driven by computer and powered by electricity are being
considered
for the route, as the Government takes a state-of-the-art approach to
an election commitment it believes will be the centrepiece of Victoria's
economic future.

In a major shake-up of the state's jobs and
industrial base, the Government next year will appeal to the Gillard
Government for urgent funding to fast-track the development.

Dr Napthine said the port and its transport links - to be up and running within 10 years
to 15 years - would define the Baillieu Government and shape the state's future for the next 100 years.

"In terms of significance to the growth and development of Victoria,
this will be the biggest project since CityLink, and I think it will even be bigger
than CityLink in terms of the opportunities it creates for Victoria," he said.

"It's
one of the biggest projects in the state's history. It is a project
that is about the next 100 years of Victoria, and it's absolutely vital
to our state."

But critics say it is likely to lead to
widespread commuter chaos on the state's rail and road networks, with
industry experts predicting traffic gridlock, unless costly major
changes are
introduced.

In an exclusive briefing to the Sunday Herald Sun, Dr Napthine confirmed:
PRIVATE property owners will have their land compulsorily acquired to make way
for the port. But it has not yet been decided where and when.
THE Government will consider dropping tolls on EastLink at off-peak times in a bid to get freight moving outside peak periods.
THE port's main operations centre could be built off-site, with workers operating infrastructure remotely.
HIGH costs, transport links and environmental impacts will present major
challenges to the Government in the port's construction.
POSITIONS on the Port of Hastings Authority board have been advertised and will
be filled this year to start work on January 1, with their first job a cost-benefit analysis.
NO DETAILED costings or mapping have been conducted since the former
Labor government released reports on the port last year and in 2006.

Treasury last year estimated the cost of constructing the port in the decade at
$9.4 billion and the State Opposition said it would put 6000 more trucks
a day on our roads and 16 new trains on rail lines. Dr Napthine (above)
dismissed both estimations, but could not provide alternate figures.

He said privatising the port "was not part of the plan", but did not rule it out.

The Government has dismissed two transport options, advised by the former government -
a rail link to Gippsland and use of the Frankston-Stony Point rail line -
and settled on the Western Port Highway as the preferred corridor for goods transport.

Dr Napthine said a decision had not yet been made about exactly how and where containers
would move to and from the port, but said it would definitely flank Western Port Highway.

"There are potentially options to have a dedicated truck route that
runs parallel to the Western Port Highway, but doesn't have any
disruption of the Western Port Highway," he said.

"Or it may be that there is a dedicated rail shuttle that would use that same corridor
to and from the inland port that you then distribute goods from there in var- ious ways."

The "inland port" - a hub for trucks and rail - is likely to be built about 30km north of the
port, between Dandenong and Lyndhurst.

Dr Napthine predicted minimal development on the coastal area and more construction on
quarantine, storage, customs and logistics facilities in the city's southeast.

Plans for the port, which will handle more than two million shipping
containers a year, have sparked fears of traffic mayhem, as road and
rail networks are deemed too weak to handle the extra pressure.

A port authority study released this year shows most containers would
need to be delivered to Melbourne's west, meaning a widespread overhaul
of rail and road passages across the city is needed to avoid traffic chaos.

The Victorian Transport Association called for bigger limits on truck sizes so more containers can be moved per vehicle.

deputy chief executive Neil Chambers said the M1 should be part of a
large-scale upgrade or the city's major arteries could clog with the
added traffic.

The Port of Melbourne's container logistic chain
study, conducted by the Port of Melbourne under the former Brumby
government, shows western and northern areas, such as Laverton North,
Somerton, Altona and Tullamarine, rank among the most common places
where containers are delivered.

"Containers will be ... stevedored at Hastings, but will need to travel to Altona and Campbellfield," he said.

TREASURER Wayne Swan has
indicated a preparedness to discuss
how Australia can assist
the ailing European economy.

Speaking
in Paris ahead of the G20 Finance Ministers Meeting, Mr Swan was bailed
up by foreign media in his hotel lobby on Friday, the same day he was
due to meet with IMF managing director Christine Lagarde.

"I
think a number of finance ministers have indicated a willingness to
discuss, as part of the agenda here (in Paris), ways that resources can
be made available to the IMF to further assist European countries
respond to the issues," Mr Swan told reporters.

Remaining silent about his bilateral talks on Friday which included meetings with
Ms Lagarde, French Finance Minister Francois Baroin and Indian Finance
Minister Pranab Muhkerjee, Mr Swan said he had seen evidence of
improvement in Europe's economy.

"The first priority here is for the Europeans to put their house in
order," he said with regard to the eurozone sovereign debt crisis.

"I was encouraged when we were in Washington a couple of weeks ago that
they had heard that message loud and clear from fellow G20 finance
ministers from outside the Euro area. Since that time I've also been
encouraged by the unity they've put into developing and enhancing
further measures to deal with the sovereign debt crisis and it's impact
on the European banking system."

The Deputy Prime Minister added that he was confident "a comprehensive response"
to the crisis would be announced by the European Council and eurozone summit on
October 23.

Reserve Bank Governor Glenn Stevens is also in Paris for Saturday's G20 meeting.

MELBOURNE households are the richest in Australia, says a new report.

Households in the state's capital had an average net worth of $866,000 last year,
ahead of Perth ($853,000), Canberra ($843,000) and well in front of Sydney ($766,745),
an ABS report released yesterday said.

The average wealth of all Australian households was $720,000,
up 14 per cent compared with 2005-06 when adjusted for inflation.

Estimates were derived from the value of assets, including the home, minus liabilities
such as mortgages.

For households that owned their home outright,
the average value of the home was $541,000.

The
report revealed
the richest 20 per cent of
Australian households
had increased their worth by 15 per cent
over the past five years
to an average of $2.2 million in 2009-10.

The poorest 20 per cent had only a 4 per cent rise to an average $32,000 a household.
For households with superannuation, the average value was $154,000, but half of those homes had super assets under $60,000.
Superannuation was the main financial asset, with 75 per cent of all homes having some super assets.
One in five households has property other than their own home, including holiday homes and rental properties.

VICTORIA'S Jewish community wants a radical Islamic group banned, claiming it poses a security risk.

Hizb ut-Tahrir, which is banned in several countries, is due to hold a conference
against the Afghanistan war in Melbourne tonight.

The group's Australian branch has also recently criticised a new counter-terrorism website launched by the Federal Government.

Victorian Jewish Community Council president John Searle said yesterday that
Hizb ut-Tahrir's beliefs were contrary to those of most Australians.

"They peddle a very virulent form of anti-semitism and anti-Zionism, and they
are the sort of group that would encourage home-grown terrorists," he said.

"We are not happy that they are here at all. We don't believe they are a desirable influence on young minds."

Mr Searle said the Jewish community council wanted the group banned
and was concerned that speakers at tonight's event could inspire people
to take extreme actions.

"They are certainly at the very extreme end and extremists do not produce any good results for anybody," he said.

But Hizb ut-Tahrir spokesman Uthman Badar denied the group was extremist or anti-Semitic.

"The claims made about us are based on hearsay," he said.
"We are happy for them (Jewish community members) to come down
and have a look at our conference."

Mr Badar said the group had a problem with Israel because of the occupation of Palestine.

Federal
Attorney-General Robert McClelland said Hizb ut-Tahrir's views were
well out of step with the Australian community and the question of
banning the group was constantly being reviewed by security and
intelligence agencies.

"The Government takes a hard line against groups that advocate terrorism,
and will act upon advice from its security agencies as to whether they should be proscribed," he said.
Tonight's conference - Afghanistan, Ten Years of Injustice, Oppression and Failure - will take place in a city hotel.

But Carter said it had different characteristics to what he was used to

"It doesn't have as much give so, if you don't quite strike it right,

THE Jayco Herald Sun Tour took a step back in time yesterday with
the second stage beginning at Ballarat's famous Sovereign Hill.

But there was nothing colonial about a frenetic day's racing
through the Brisbane Ranges en route to Geelong.

Landscapes by artists such as John Glover
depict the ''park-like'' Australia described by early settlers.

WHEN Charles Darwin visited our shores, his impressions
of the indigenous inhabitants were far from complimentary: ''Harmless
savages wandering about without knowing where they shall sleep at night
and gaining their livelihood by hunting in the woods.''

If the most innovative thinker of the 19th century could
be so blinkered by his own preconceptions, so absurdly wrong, what hope
was there for his compatriots? Aboriginal Australians were regarded as
rootless, drifting, blown about by the wind and the weather, dependent
on the vagaries of a brutal climate to scratch out a precarious
existence in the harshest of environments.

Such perceptions were informed by 19th-century theories
of racial superiority, insinuated their way into the
''smooth-the-dying-pillow'' approach that characterised much of the
20th century and have echoes in the welfare dependence that racks
Aboriginal communities today.

Stargazing in ancient Australia

An egg-shaped ring of standing stones in Australia
could prove to be older than Britain's Stonehenge - and it may show that
ancient Aboriginal cultures had a deep understanding of the movements of the stars.

Fifty metres wide and containing more than 100 basalt boulders,
the site of Wurdi Youang in Victoria was noted by European
settlers two centuries ago,
and charted by archaeologists in 1977,
but only now is its purpose being rediscovered.

It is thought the site was built by the Wadda Wurrung people -
the traditional inhabitants of the area. All understanding of the
rocks' significance was lost, however, when traditional language and
practices were banned at the beginning of the 20th Century.

Now a team of archaeologists, astronomers and Aboriginal advisers
is reclaiming that knowledge.

They have discovered that waist-high boulders at the tip of
the egg-shaped point along the ring to the position on the horizon
where the sun sets at the summer and winter solstice - the longest
and shortest day of the year.

The axis from top to bottom points towards the equinox -
when the length of day equals night.

At Stonehenge, the sun aligns instead with gaps in the stones
on these key dates in the solar calendar.

The probability that layout of Wurdi Youang is a coincidence
is miniscule, argues Ray Norris, a British astrophysicist at Australia's
national science agency, who is leading the investigation.

Prof Norris and his Aboriginal partners used Nasa technology
to measure the position of each rock in relation to the sun, and
to demonstrate the connection with the solstices and equinox.

"It's truly special because
a lot of people don't take account of Aboriginal science,"
says Reg Abrahams, an Aboriginal adviser working with Prof Norris.

As happened with Stonehenge, the discovery could change the
way people view early societies. It is only recently that it has been
demonstrated that Aboriginal societies could count beyond five or six.

"This is the first time we have been able to show that,
as well as being interested in the position of the sun,
they were making astronomical measurements," says Prof Norris,
who is also a faculty member at the School of Indigenous Studies
at Macquarie University in Sydney.

Other studies by Prof Norris, of Aboriginal songs and stories,
have also indicated a clear understanding of the movements of the sun,
moon and stars.

Indigenous customs vary among groups across Australia, but
one story that appears in many local traditions is
the tale of a great emu that sits in the sky.

The emu, which can be seen in the southern hemisphere during
April and May, is a shape made by the dark patches of the Milky Way.

Its appearance coincides with laying season of the wild emu
and for the storytellers it is a sign to start collecting eggs.

Prompted by historian Hugh Cairns, Prof Norris examined and
photographed an emu-shaped rock carving in Kuring-Gai Chase National
Park, near Sydney, which cleverly mirrors the celestial animal-like shape.
During the southern autumn, the constellation
is positioned above the rock
with the bird shape almost perfectly reflected
by the engraving.

Intellectual leap
Other stories show more complex,
intellectual understanding of the universe.

In the case of the solar eclipse, the Walpiri people in the Northern Territory
tell the story of a sun-woman who pursues a moon-man.
When she catches him the two become husband and wife
together causing a solar eclipse.

The idea that the solar eclipse is caused by the moon moving
in front of the sun is something only widely accepted by western
scientists in the 16th Century.

"This is not about balls of flames going out,
it's about one body moving in front of the other,"
says Prof Norris. "That is a giant intellectual leap."

Since solar eclipses are rare, the survival of this story,
passed down through generations,
also shows a remarkable continuity of learning.

These discoveries play a crucial role in helping
Aboriginal and non-Aboriginal Australians
understand just how intellectually
advanced their ancient society was.

"This discovery has huge significance for understanding the
amazing ability of this culture that is maligned," says Janet Mooney,
head of Indigenous Australian Studies at Sydney University.

"It makes not only me, as an Aboriginal person,
but a lot of Aboriginal people around Australia very proud."

She hopes to be able to tell her students of
an aboriginal site more ancient than Stonehenge.

Until it is dated however, Wurdi Youang could be anywhere from 200 to 20,000 years old.

Aboriginal stone structures in the region have a vast age
range and are very difficult to date. Many of the smaller rock sites
that have been found, such as shelters and cooking areas, have been
moved over time by natural and human forces.

But given the size of the stones at Wurdi Youang and how
deeply they are entrenched in the ground it is more likely they have
been there for thousands of years, archaeologists say.

Dating requires archaeologists to test the soil under the
rocks to see when it was last exposed to sunlight and the team hope to
be able to do this in the next few months.

But Prof Norris believes he has already proven the real value of the stone circle.

"It is interesting to know how far back people were doing
astronomy, if it is 5,000 years old it would predate Stonehenge," he
says.

"But it is not quite as interesting to my mind as whether the
Aboriginal people were doing real astronomy before British contact.
That really tells us a lot about what kind of culture it is."

Mutton Birds

Aboriginal people still harvest the mutton
birds. Our catch and sales are dependent
on the sustainability of the harvest. Mutton
birds are a delicacy to eat, with a rich oily
flavour unlike any other.


The short-tailed shearwater of Griffiths Island
(Puffinus tenuirostiris - Tasmanian Shearwater)
is commonly called the 'mutton bird'.

Given the name 'mutton bird'
by early settlers of Port Fairy
of its fatty flesh, the shearwater
was hunted as a food and oil source.

Today the shearwater
is totally protected in Victoria.

The journey, of about 15,000 km, passes
New Zealand and Japan
and is completed in only two months.

The return journey follows the coast of
North America to California,
then south-west across the Pacific.
Prevailing winds aid their flight for most of the journey
but on the final leg, from the central Pacific,
the birds battle across south-east winds.

They return to their nesting grounds exhausted...

Australia which suggest that astronomy is an important part of many
Australian Aboriginal cultures.

An Australian study has uncovered signs that the country’s ancient
Aborigines may have been the world’s first stargazers, pre-dating
Stonehenge and Egypt’s pyramids by thousands of years.

Ray Norris said widespread and detailed knowledge of the stars had
been passed down through the generations by Aborigines, whose history
dates back tens of millennia, in traditional songs and stories.

“We know there’s lots of stories about the sky: songs, legends,
myths,” said Norris, an astronomer for Australia’s science agency, the
Commonwealth Scientific and Research Organisation (CSIRO).

Star-gazing for food

“We wondered how much further does it go than that. It turns out also
people used the sky for navigation, time-keeping, to mark out the
seasons, so it’s very practical.

“People were nomadic so when Pleiades (the Seven Sisters star
cluster) was up they would move to where the nuts and berries are.
Another sign and it would be time to move to the rivers to fish for
barramundi, and so on.”

Norris, who has studied Aboriginal culture and historical accounts by
white settlers, and made several trips to Arnhem Land in Australia’s
remote Outback, said his research also revealed more detailed
astronomical thought.

Figuring out an eclipse

“Clearly some thinker in the past has been sitting down in the bush,
watching an eclipse and trying to figure out how it works,” he said,
giving one example.

“Those thoughts are then encoded in the songs and ceremonies. If you
take a lunar eclipse, the story in Arnhem Land is it’s the Sun Woman and
Moon Man making love, and when they make love the body of one covers
the other.”

Norris is now searching for evidence that would put a date on
Aboriginal astronomy, such as a rock-carving of a meteor strike or
comet.

Establishing a beginning date

He is confident the Aborigines pre-dated European stargazers,
including Britain’s astronomy-linked Stonehenge, which is estimated at
3,100 BC, around the age of the Great Pyramid of Giza.

“We’ve established there is all this astronomy, what I don’t know is
how far back this goes. If it goes back 10,000 or 20,000 years, that
makes (Aborigines) the world’s first astronomers,” he said.

SCIENTISTS in Western Australia have uncovered fossils
which they say are the oldest evidence of life on earth.

A team of researchers from the University of WA and Britain's
Oxford University say they have proof that the microscopic fossils,
found at Strelley Pool near Port Hedland, are more than 3.4 billion
years old.

The sulphur-based bacteria was found well preserved between quartz sand
grains in prehistoric sedimentary rocks, Oxford University's Professor
Martin Brasier said.

"We can be very sure about the age (of the fossils) as the rocks were formed
between two volcanic successions that narrow the possible age down to a few
tens of millions of years," he said in a statement.

The fossils are very clearly preserved, showing precise cell-like structures
all of a similar size, the research team said.

"At last we have good solid evidence for life over 3.4 billion years ago.
It confirms there were bacteria at this time,
living without oxygen,"
Prof Brasier said.
"Such bacteria are still common today.
Sulphur bacteria are found in smelly ditches,
soil, hot springs, hydrothermal vents —
anywhere where there's little free oxygen
and they can live off organic matter."

In recent years new scientific benchmarks have been introduced
that must be satisfied by researchers before claims can be made
about the age of fossils.

The West Australian fossils pass crucial tests including that the forms
seen in the rocks are biological and have not occurred through some
mineralisation process, Prof Brasier said.

"We're now making detailed comparisons with all other early microfossils,
and we're very optimistic for future finds," he said.

"The work also has implications for looking for life on other planets,
giving an indication of what evidence for such life might look like."

TREASURER Wayne Swan has
indicated a preparedness to discuss
how Australia can assist
the ailing European economy.

Speaking in Paris ahead of the G20 Finance Ministers Meeting, Mr
Swan was bailed up by foreign media in his hotel lobby on Friday, the
same day he was due to meet with IMF managing director Christine
Lagarde.

"I think a number of finance ministers have indicated a
willingness to discuss, as part of the agenda here (in Paris), ways that
resources can be made available to the IMF to further assist European
countries respond to the issues," Mr Swan told reporters.

Remaining silent about his bilateral talks on Friday which included meetings with
Ms Lagarde, French Finance Minister Francois Baroin and Indian Finance
Minister Pranab Muhkerjee, Mr Swan said he had seen evidence of improvement in
Europe's economy.

"The first priority here is for the Europeans to put their house in
order," he said with regard to the eurozone sovereign debt crisis.

"I was encouraged when we were in Washington a couple of weeks ago that
they had heard that message loud and clear from fellow G20 finance
ministers from outside the Euro area. Since that time I've also been
encouraged by the unity they've put into developing and enhancing
further measures to deal with the sovereign debt crisis and it's impact
on the European banking system."

The Deputy Prime Minister added that he was confident "a comprehensive response"
to the crisis would be announced by the European Council and eurozone summit on
October 23.

Reserve Bank Governor Glenn Stevens is also in Paris for Saturday's G20 meeting.

MELBOURNE households are the richest in Australia, says a new report.

Households in the state's capital had an average net worth of $866,000 last year,
ahead of Perth ($853,000), Canberra ($843,000) and well in front of Sydney ($766,745),
an ABS report released yesterday said.

The average wealth of all Australian households was $720,000,
up 14 per cent compared with 2005-06 when adjusted for inflation.

Estimates were derived from the value of assets, including the home, minus liabilities
such as mortgages.

For households that owned their home outright,
the average value of the home was $541,000.

The report revealed
the richest 20 per cent of
Australian households
had increased their worth by 15 per cent
over the past five years
to an average of $2.2 million in 2009-10.

The poorest 20 per cent had only a 4 per cent rise to an average $32,000 a household.
For households with superannuation, the average value was $154,000, but half of those homes had super assets under $60,000.
Superannuation was the main financial asset, with 75 per cent of all homes having some super assets.
One in five households has property other than their own home, including holiday homes and rental properties.
