COMMONWEALTH Ombudsman Allan Asher
is set to announce his resignation after admitting
he wrote questions for a Greens senator
to ask him in a Senate committee hearing.
Fairfax reports the Gillard government has made it clear it had
lost confidence in Mr Asher because he penned questions about
under-funding for Greens senator Sarah Hanson-Young
to ask him in a senate committee hearing in May.
It said Mr Asher has met with Special Minister of State Gary Gray
to discuss his conduct where it was obvious relations between him
and the government were beyond repair.
On Monday, Mr Asher apologised to a Senate estimates committee for his
behaviour at an earlier hearing, saying it had been mistaken and he was
deeply sorry.
The paper said that while it would take a parliamentary vote to dismiss Mr Asher,
he was ready to step aside today in the face of the government's attitude.

I really can't be bothered re-explaining what all this means,

OUTGOING South Australian Premier Mike Rann says it's up to others to judge him.
But the man often dubbed "media Mike" is not shy about listing his government's achievements since coming to office in 2002.
By any measure it's a reasonably impressive list.
In recent weeks the premier has signed-off on the banning of mining in the
environmentally-sensitive Arkaroola Sanctuary in the Flinders Ranges
and also the deal to have BHP Billiton spend $30 billion expanding the
Olympic Dam copper and uranium mine.
Over the past decade it has
also increased spending on health and education, opening new schools and
employing more doctors and nurses.
It has also built a desalination plant, started construction on a new central hospital and
approved the major redevelopment of Adelaide Oval.

In defence, SA secured the contracts to build the Navy's next fleet of submarines and also the air warfare destroyers.
The Government has also championed renewable energy, with SA now generating
more than half the nation's wind power and becoming a leader in solar
power.
But there's been issues too.
Mr Rann has been forced to deny an affair with a former parliamentary waitress and
watched on as his deputy and long-serving treasurer Kevin Foley was twice assaulted.
A Labor MP was also charged with child pornography offences and was suspended
from the ALP while there have also been a simmering row with the union movement over cuts to public sector jobs and conditions.
That
row has characterised the sometimes wider criticism levelled at Mr Rann
and his government, that they don't always listen to the people or
properly consult before
finalising projects or policies.
In a balancing act, the wins probably outweigh the losses, but as Mr Rann suggests,
the final say will be up to others.

OUTGOING South Australian Premier Mike Rann says it's up to others to judge him.
But the man often dubbed "media Mike" is not shy about listing his government's achievements since coming to office in 2002.
By any measure it's a reasonably impressive list.
In recent weeks the premier has signed-off on the banning of mining in the
environmentally-sensitive Arkaroola Sanctuary in the Flinders Ranges
and also the deal to have BHP Billiton spend $30 billion expanding the
Olympic Dam copper and uranium mine.
Over the past decade it has
also increased spending on health and education, opening new schools and
employing more doctors and nurses.
It has also built a desalination plant, started construction on a new central hospital and
approved the major redevelopment of Adelaide Oval.

In defence, SA secured the contracts to build the Navy's next fleet of submarines and also the air warfare destroyers.
The Government has also championed renewable energy, with SA now generating
more than half the nation's wind power and becoming a leader in solar
power.
But there's been issues too.
Mr Rann has been forced to deny an affair with a former parliamentary waitress and
watched on as his deputy and long-serving treasurer Kevin Foley was twice assaulted.
A Labor MP was also charged with child pornography offences and was suspended
from the ALP while there have also been a simmering row with the union movement over cuts to public sector jobs and conditions.
That
row has characterised the sometimes wider criticism levelled at Mr Rann
and his government, that they don't always listen to the people or
properly consult before
finalising projects or policies.
In a balancing act, the wins probably outweigh the losses, but as Mr Rann suggests,
the final say will be up to others.
"Overall I think that one day people will probably say all of these things were
about a state that's more confident about itself, more outward looking,"
he says.
"That we're a destination again rather than a beloved home town that people

MILLIONS of dollars are being secretly spent on Australia's bid for a seat on the UN's Security Council.
Foreign ambassadors are being wined and dined - and even invited to
a swank MasterChef dinner.
Confidential documents reveal the costs of operating Australia's mission at the UN
have jumped sharply as Foreign Minister Kevin Rudd steps up his campaign for a seat
on the global body.
The documents, obtained under Freedom of Information, show staffing costs rose
from $2.5 million in 2009 to $3.1 million at the New York mission, headed by
a former Rudd adviser, Gary Quinlan. The cost of "representation" - involving
lobbying by mission staff - has nearly tripled in two years, from $85,000 to
$209,000.
But the costs of running the much larger Washington Embassy actually decreased
over the same period - adding weight to suggestions that resources are being
channelled into the UN campaign.

when the vote is taken next September.
Mr Rudd launched the bid in March 2008 despite advice from the
Department of Foreign Affairs that it would be "difficult" to beat
the other two competitors, Finland and Luxembourg.
There are high-level concerns in Government that money is being funnelled
"under the radar" into the campaign, which is officially costed at about $15 million.
According to the FOI documents, staff costs at the Australian Embassy in Washington - headed by former Labor leader Kim Beazley - dropped slightly from $10.4 million to
$10.1 million from 2009 to 2010.

WEST Australians convicted of manslaughter will face a maximum of
life behind bars under tough new laws introduced into State Parliament
today.
Attorney-General Christian Porter announced today that tougher
penalties for manslaughter, up from the existing 20-year maximum, would
be introduced as part of changes to the WA Criminal Code.
Under
the proposed changes, Mr Porter also said manslaughter charges would
also be heard in the Supreme Court, instead of the District Court.
“From
time to time I am able to meet with victims of crime who have suffered
the terrible loss of a family member or loved one as a result of violent
crime,” Mr Porter said.
“It is difficult to fully comprehend
the momentous impact such crimes can have on the victims’ families and
that is why the Government is committed to these laws which will allow
for the most serious penalties being available when someone’s life is
lost because of criminal behaviour.”

for deaths caused through violence or gross recklessness do not always
properly reflect the enormity of a loss of life in the eyes of a
community and the effect of such deaths on those left behind.
“These
laws will give courts the capacity to ensure sentencing practices for
manslaughter and dangerous driving causing death better reflect
community sentiment, and we will closely monitor how they use their
expanded discretion.”
Shadow attorney-general John Quigley said
Labor would not oppose the proposed changes, but questioned the timing
of today's announcement.
Mr Quigley said he did not expect the increased maximum penalties to have any major impact.
"This
announcement will be welcomed by the community and will act as a
distraction for the Government in what is a dog of a week for them on
law and order issues," he said.
"I see this announcement coming
out today largely as a distraction that the Government is creating to
the serious problems they've got with their law and order agenda.
"With
rising figures for burglaries, home invasions, methamphetamine clan
labs - these are the real issues that are affecting the community today
and simply raising the maximum penalty for manslaughter from 20 years to
life is unlikely to do anything to any of the issues that are impacting
on the community today.
"Having practiced before the courts for
30 years, I'm very sceptical that raising the maximum sentence actually
lifts the overall tariff - there's a sense of proportionality and the
judges know what the tariff is for unlawful killing and dangerous
driving causing death and it will fall within that range."

global standing during the first speech of her royal visit last night.
Drawing parallels with her own 59-year reign, the sovereign paid rich tribute
to the emergence of a "prosperous, energetic and dynamic" nation

"Ever since I first came here in 1954, I have watched Australia grow and develop
at an extraordinary rate," she said.
"This country has made dramatic progress economically, in social, scientific
and industrial endeavours - and, above all, in self-confidence."

The Queen was speaking at an invitation-only parliamentary
reception, held in her honour and that of Prince Philip by Prime
Minister Julia Gillard, at Parliament House.
Australia's armed forces drew special praise, as the Queen offered tribute to the fallen
in Afghanistan and the two soldiers awarded the Victoria Cross.
She also remembered with sadness Australia's summer of natural disasters, praising the courage of those affected.
Australia's history of political freedom led to free expression and was the basis
for national success at art, sport and economic enterprise.
"With this foundation, Australia has flourished and achieved excellence on the world stage," she said.
"The award of the Nobel Prize in physics to Prof Brian Schmidt earlier this month
is but one example."
The royal couple looked at ease amid the relaxed proceedings, with
the Queen wearing an ivory silk ensemble.
They spent about 30 minutes mingling with guests, who included former governors-general, Australians of the Year and round-the-world sailor Jessica Watson.
Ms Gillard praised the Queen as a "beloved and respected friend" and
a "wise and gracious sovereign who has spent her life in the cause of duty".
Wearing silvery colours strikingly similar to the Queen's, the PM invoked
former PM Sir Robert Menzies's famous "I did but see her passing by" speech.
"Far from passing by, you have endured," she said.
"You have endured with dignity and abiding strength of spirit."
The royal couple chuckled at a quip from Opposition Leader Tony Abbott,
recalling how Prince Philip once asked actor Cate Blanchett to fix the
palace DVD player when she was introduced as "someone who worked in movies".
"Only locals are allowed to joke about our Cate so that makes you at least
an honorary Australian," he said.
Mr Abbott described the Queen as "one of us" and praised her life as
"an exemplar of the ideals of duty and service that make societies strong
and civilisations last".

THE Queen has presented new royal colours to the Royal Military College (RMC) at Duntroon, for the fourth time in her reign.
Her Majesty said she was pleased to
present the colours to RMC in its 100th anniversary year.
"The college has held an esteemed position in the training of Australian
officers for war and peace time service over the past 100 years," she
told cadets, college staff, military chiefs and families at the RMC
parade ground in Canberra today.
"The dedicated and outstanding service your graduates have provided to the nation
is a milestone to be celebrated."
The RMC was founded in 1911 and is
Australia's equivalent of Sandhurst in Britain and West Point in the US,
training army officer cadets who graduate as lieutenants.
The Queen, 85, said this was the fourth time she had presented RMC with a new colour.

to serve their nation with distinction on operations around the world,
often in difficult and dangerous circumstances.

The Queen, who was wearing an electric-blue dress, coat and hat by Angela Kelly,
said the presentation of colours was a special opportunity to recognise past achievements,
to give thanks for commitment and loyalty and express confidence in the future.
The current RMC year comprises
400 cadets, including
23 international students from
11 countries.
Including staff and the RMC band, there were more than 500 personnel
on parade for Her Majesty, who was accompanied by the Duke of Edinburgh.
After the parade the Queen will meet Staff Cadet Harriet Pembroke, the
granddaughter of Lieutenant Colonel Arthur "Bushy" Pembroke, to whom Her
Majesty presented the Military Cross in 1953.
The Brisbane-born Lt-Col Pembroke, a RMC graduate, was awarded the cross for bravery
while commanding a platoon in the Korean War against Hill 317 during the battle of
Maryang San in October 1951.
It was one of two significant battles involving Australian personnel during the war.
The RMC received its first royal colours from the Queen's father,
King George VI, in 1927.
Her Majesty presented her own colours to RMC in 1957, 1970 and 1988.
Colours, or standards, are made of silk
and fulfill a significant role in a military unit.
Historically, they have been the rallying point for soldiers on the battlefield.
By tradition, the old colours are laid up in a place regarded as sacred,

HE'S nicknamed Hagrid after the lovable, hairy half-giant of Harry Potter fame.
But his real name is Viking and he is the massive warrior horse of the Victoria Police mounted branch.
At 18 hands, he stands head and withers above humans and horses alike.
He has a solid, reliable reputation after several years on the beat on Melbourne's streets.
Viking is one of 27 police horses and three double floats to be auctioned this weekend.
The mounted branch's Sgt Dwayne Morrison said his department would lose a
third of its four-legged members in a downsizing of the animal side of
the squad.
Joining Viking under the hammer is his half-sister Altitude, a well-named black filly.
The horses will be sold on Sunday at 1pm at the squad's South Melbourne stable complex.
Suspending its breeding program indefinitely
because of a drop in manpower,
police will instead concentrate on
training current horses as working troop horses.

Commonwealth Heads of Government Meeting (CHOGM)
just days before the November 1 racing fixture, the
horse-loving Queen is expected to have left Australia by the time the field jumps.
But while the Monarch may be absent, a four-year-old from her stable,
Tactician, is being considered for nomination in the race,
a celebration that stops a nation, a British newspaper reports.
