who is pulling my strings the same as anyone else, you can only have
faith that you have some good on the other end.

Maybe God needs to get rid of those bad puppeteers, pup's as in Dog's,

AUSTRALIAN Diggers in Afghanistan are appalled and angered when they
hear their main role in Afghanistan dismissed as just "training the
Afghan army".


The dangers faced daily by the instructors out mentoring the Afghan

National Army were brutally highlighted yesterday when it emerged that
28-year-old Jared MacKinney had been killed in an intense three-hour
battle with Taliban insurgents during a joint patrol with Afghan troops
in the Deh Rawud green zone, west of the Australian base at Tarin Kowt.

He was the fourth Australian killed in Afghanistan in less than a
fortnight. But, more significantly, he was the eighth member of an
Australian training and mentoring team killed in action since they
Australian Defence Force began helping to train the Afghan army.

For those troops the war has become even more dangerous in recent months
as the Dutch troops who had the primary coalition role in Oruzgan pulled
out in August, to be replaced by a largely American force.

The Dutch withdrawal coincided with the Americans' make-or-break
surge against the Taliban, with a big troop build-up designed to clear
the insurgents out of the huge areas they control.

Raspal Khosa, an Afghan specialist from the Australian Strategic Policy Institute,
says the increased fighting is a consequence of US President Barack
Obama's revised "force uplift" strategy being put into effect by General David Petraeus.

Strong coalition contingents were sent into Kandahar and Helmand provinces in
particular, and Australians have takenpart in some fighting there.

The US strategy calls for the capture of what the generals call "key
terrain districts" and some of those lie in Oruzgan province,
Australia's main operational area.
These areas, 121 of them, have been picked because control there gives a marked advantage to whichever side has them.

They contain a population as well as economic and transport corridors. One
of these is Deh Rawud where this week's bitter fighting took place.

"The Taliban is obviously counterattacking to challenge this strategy,"
Khosa says. The insurgents have changed tactics and dramatically
increased the numbers of improvised bombs, which are responsible for the
largest number of military and civilian casualties in Afghanistan.

The Taliban aim is to influence what Khosa calls "the external centre of
gravity": public opinion in the West and the coalition's political will
to continue the fight.
The continuing deaths and the apparent lack of progress do have an effect.
Newspoll has marked dwindling public support for the war in Afghanistan after
many years of conflict and mounting casualties.

The proportion of Australians supporting the commitment of troops has
dropped since the aftermath of the September 11, 2001, terrorist
attacks, when two-thirds supported sending troops; in March last year,
nearly two-thirds were opposed.

The war has not been an election issue because it has the support of the main parties,
and Julia Gillard and Tony Abbott both favour Australia's continued involvement in the
war effort.

The Coalition was fairly gung-ho on the war for a time and pushed for Australia
to take over the lead role in Oruzgan when the Dutch pulled out. But since
the latest wave of casualties began -- and following briefings from ADF chief
Angus Houston -- Abbott has softened the rhetoric and adopted the view that
the size of the commitment is "about right".

The Dutch withdrawal has left a specific vacuum not easily filled by the Americans,
with their more aggressive operational style.
Debate about the Dutch departure concentrated largely on who would replace
the logistics they brought to Oruzgan: the command structure, medical facilities,
helicopters and fast jets that provide air support, and the long-range artillery that
can hit Taliban targets in the mountains around the joint coalition base at Tarin Kowt.
But the issue is more complex.

The Dutch proved adept at building relationships with the tribal people
scattered through Oruzgan's mountain valleys and Australia's troops have
benefited from that rapport.

For a long time Australians working with forces from The Netherlands
were inclined to complain about their lack of aggression and to suggest
that "Dutch" stood for "Don't Understand The Concept Here"
when it came to counter-insurgency warfare, or even that
Dutch troops were more inclined to hand out flowers than bullets.


But the Dutch have, as far as it can be done,
built up a deep relationship with the locals
that has helped them navigate the
treacherous complexities of tribal rivalries
.


After years of stalemate and a growing alarm that the NATO-led forces could lose
in Afghanistan, the thinking of top American commanders has swung to a position
much more closely aligned with that of the Dutch and a general realisation that
they can't kill their way to victory.

Australia has two main roles in Afghanistan. Its special forces contingent is one
of the most active in Afghanistan, hitting insurgent targets far from the coalition base
at Tarin Kowt and spending weeks at a time far "outside the wire".

Their operations are cloaked in secrecy and generally only become public
when something goes horribly wrong.

That happened in June, when three of Australia's most experienced special forces
soldiers were killed and seven wounded in a helicopter crash high in the mountains
where they headed out in pitch darkness on a raid against the Taliban.

The losses were the worst suffered by the Australian Army on operations since Vietnam,
and came just a fortnight after two Australian Army engineers, sappers Darren Smith
and Jacob Moerland, were killed by a roadside bomb.

To illustrate the intensity of the secret special forces operations, those soldiers were
veterans on their third tour of duty in Afghanistan and were involved a week before in
a successful attack on a Taliban stronghold that senior officers said tore the heart out of
a major insurgent group. The Australians were among 15 coalition troops aboard
the NATO helicopter.

The pilot, an American, was also killed and another crew member badly hurt when
the aircraft crashed at 3.39am Afghanistan time. Houston,
himself a decorated helicopter pilot, says flying conditions at the
time were extremely difficult, with a combination of very rugged
terrain, high altitude, high temperatures and heavily laden aircraft.

In Afghanistan, the Australian mentors operate often from rudimentary
stone forts called forward operating bases and patrol bases built in valleys that lie
in what was the Taliban heartland in Oruzgan.

Small groups of heavily armed Australians live, train and fight with the
Afghan troops they mentor, undertaking frequent joint patrols to keep
any insurgents in the area on the move, to uncover weapons caches and to
try to reassure the locals that they can confidently turn away the Taliban.

Coalition commanders say
the Afghan troops are brave and loyal but lack the discipline of
Western armies. They are not big on planning and are inclined to rush
forward to join in any contact and to blaze away over one another's
heads.

Operations in areas such as Deh Rawud and the Baluchi
Valley, green ribbons of fertile ground winding through the jagged brown
mountains of southern Afghanistan, are
dangerous and the Australian troops are exposed.

These valleys have long been used as infiltration routes by Taliban insurgents moving
from the highlands down to Tarin Kowt, and the troops are there to block them.

In winter the area is bitterly cold and the mountains white with snow. In
the summer -- fighting season -- it is rocky, dusty and hot.

Special forces, Special Air Service troops and commandos carry out lengthy patrols
farther afield, hunting down insurgent leaders and bomb-making factories.

The Diggers also act on intelligence gathered from local villagers, special forces patrols
and manned and unmanned aircraft to track down insurgents moving through the valley
who might place the lethal bombs known as improvised explosive devices or set up ambushes.

Hugh White, a former deputy secretary in the Defence Department who is now a professor
at the Australian National University, has consistently questioned Australia's military
involvement.
White says it's important to note that we don't actually know why Australia is losing more men.
He says one possibility may be simply bad luck, as in the helicopter crash.
"Another possibility is that the Taliban are stepping up their operations," White says.

He makes the point that we know very little about what's happening on the
ground in Afghanistan because the ADF releases very little information.

"The Taliban seem to be pushing the Australians harder," he says. "Maybe
they think that with the Dutch gone, if they push harder we may be more
willing to go, too.
"A third possibility is that the Australians are taking on more risky operations.

"I think there is an element of that, too. We are taking on a more active mentoring role
with the Afghan National Army. Our guys are going out more with the ANA on joint patrols
in contested country, which is inherently risky.
"With the best will in the world, it's not as safe operating out there with the ANA as
it would be with [fellow Australians]."

White suggests the high number of casualties recently are the consequence of a
combination of bad luck and the increased tempo of operations by both sides.

"At least one of those three factors is under our control and it does seem [important]
to ask whether the extra costs in lives [apparently] being imposed on us by this more
active campaigning strategy is justified by the results we're getting.

"If you believe what the government and opposition are saying, that we're in
Afghanistan to secure a stable future for Afghanistan and reduce the
threat of terrorism, then you might reach one conclusion about how
worthwhile these operations are and whether they are worth the cost.

"But I don't believe anyone in government really thinks that. I think it is
universally accepted in government that we're not going to succeed in
Afghanistan. That we're just hanging on until the Americans go.

"And if that's right then hanging on until the Americans go should be done
at the lowest possible risk to Australian lives, in which case there's
an argument that we should stop doing the more risky operations.

"A lot of people would say that was defeatist, but if we're not seriously
expecting to get a result. -- if we're not seriously expecting that . . .
when we start pulling out [in a few years] the situation will have
improved much -- we've got to be very careful about whether it's worth
our while undertaking more risky operations that are costing us lives
and not changing the strategic outcome."

It all boils down to a simple question, White says: "Are we really serious about getting
a result, or are we going through the motions to hold up our end as a good ally?
"I think it's that latter, and if that's the case then we should be doing everything we can
to make sure that we are going through the motions at the cheapest possible price in lives."
White remains deeply sceptical about the whole strategy.

"The idea that you somehow fundamentally change the Afghan political landscape with
a couple of hundred soldiers and a couple of hundred aid workers . . . Societies are much harder to shift than that.

"The more Australians die, the more seriously the people responsible -- and
that is the ministers -- the more they have to interrogate their own
judgment about what we're trying to do and whether it's worth it, and
whether it's going to work.

"If it's not going to work, if three or five years from now we're going
to leave Afghanistan pretty much as it is today -- and I'll bet my boots we will --
then we'll want to ask ourselves
why there are 21 dead Australians.

"In this situation people focus on those who have already died.

"And they often say we can't stop now because that would betray the people who've already died," White adds.

"What you've really got to focus on is
the people who haven't yet died but who will.


"There are people who are now walking around in uniform
who will die before we leave, and you've got to ask yourself
on what basis are we allowing that to happen."

A ROGUE Afghan soldier has opened fire and killed three Australian
army trainers and wounded six others in the volatile south of
Afghanistan, NATO and a local commander have confirmed.

An Afghan National Army (ANA) officer was also shot and wounded.
The Australian Defence Force (ADF) is yet to comment on the incident.
The shooting occurred during morning parade at 8.30am (3pm AEDT) at
Shah Wali Kot in Kandahar province, the ABC reported.

The alliance force says two Australian diggers were killed and the third
later died of his injuries after ''an individual wearing an Afghan
National Army uniform apparently turned his weapon on Afghan and
coalition forces''.

It said the shooter was also killed in the incident, but gave no further details.

General Abdul Hameed, commander of 205 Atal corps in the south, said an Afghan
soldier with three years' experience had carried out the shooting.

''At around 8.30 this morning (3pm AEDT), an ANA soldier named Darwish who
had been serving as an ANA soldier for the past three years opened fire on a group
of Australian military officers, killing three of them and injuring six others as well as
one ANA officer,'' said Hameed.

It's not the first time an ANA soldier has killed an Australian soldier.

In May this year, 25-year-old Lance Corporal Andrew Gordon Jones was shot dead
by a rogue ANA soldier at the Patrol Base Marshal in the Chora Valley.

Fears of infiltration within the Afghan army ranks have risen as Western backers fund
and
train a huge expansion of the fledgling national force ahead of the
withdrawal of all foreign combat forces scheduled for 2014.

The announcement came as a suicide car bomber in the capital Kabul struck a US-run
NATO bus travelling through the southwest of the city, killing at least 17 people, including 13 US soldiers.

The death of the three diggers overnight is the
single worst incident involving Australians since June last year when
three members of the Sydney-based 2nd Commando Regiment
died in a helicopter crash
in Kandahar province.


A total of 32 Australian soldiers have now been killed
in a decade of involvement in Afghanistan.

1988 First Fleet Bicentenary 50c

In 1988 Australia celebrated 200 years since the arrival of the First
Fleet. Captain Arthur Phillip led the party of 11 ships to the
founding of Sydney and the colonisation of New South Wales. Arriving
between 18-20th January 1788 1,487 men, women, children and convicts
landed to establish the first European colony in Australia.

There were many events around the country planned for the Bicentenary
in 1988 including a 50 cent coin released into circulation by the Royal
Australian Mint. This dodecagonal (12 sided) 31.51mm copper (75%)
nickel (25%) coin weighed in at 15.55 grams with a plain edge. The
reverse depicts an uncharted map of New Holland (Australia), the stars
of the southern cross and a ship of the First Fleet. This coin is often
nicknamed the "Tall Ships" coin when found in change. It was designed
by Michael Tracey. The standard obverse for 1988 was the Raphael Maklouf portrait
of Queen Elizabeth II, the last year this portrait was used.

8,998,800 of these coins were released into circulation in 1988.
They also feature in the Masterpieces in Silver issues of 1988 and 1989
in sterling silver proof, the 1989 issue being a 1989 dated 50c. Mint
and Proof year sets for 1988 also feature this Tall ships coin.

A one dollar was also released for the Bicentenary in 1988.

1988 First Fleet Bicentenary One Dollar by Stuart Devlin
1988 brought many celebrations and issues marking 200 years since the
First Fleet landed in Port Jackson, Sydney. These ships brought the
first immigrants to start the new colony of New South Wales. The First
Fleet consisted of 11 ships bringing approximately 1487 people from
Great Britain to establish Australia's first European colony. On the
26th January 1788 Fleet leader Captain Arthur Phillip planted the
British flag on Australian shore and claimed the land for the British
Empire. This day continues to be celebrated as a national holiday
Australia Day.

This one dollar issue that entered circulation reminds us of the
original Aboriginal inhabitants of our nation. The reverse depicts
aboriginal artwork- a stylised kangaroo on a backdrop of a seven pointed
(federation) star modeled by designer Stuart Devlin.
When we receive one of these in our change, we are reminded of the
native Koori people that were displaced by European settlement. This
standard 25mm, 9 gram, aluminium bronze dollar features the obverse
effigy of Queen Elizabeth II by Raphael Maklouf . 20,400,000 of these
coins entered circulation. 3,500 coins were also struck in aluminium
bronze proof. This dollar was also restruck later for inclusion in the 5
coin uncirculated set 1988-1992. A sterling silver proof version was
also included in the masterpieces in silver set issued in 1990.

THE Australian International Pilots Association (AIPA) is looking
into taking legal action against Qantas, describing the decision to
ground the fleet as "insane" and possibly in breach of the Fair Work Act.


Speaking outside the Qantas domestic terminal at Sydney Airport,
AIPA vice-president Captain Richard Woodward said the union had its
legal team looking into the legal options.

"We think that Alan (Joyce) may have been in breach of the Fair Work Act by his actions,"
he said.


"He has locked out the short-haul pilots,
they are not in this dispute -
their award is not up for negotiation
until next year."


Mr Woodward said

the short-haul operations of Qantas
was the most profitable arm of the airline.


"It's an insane reaction,"
he said.


Qantas pilots never had any intention of going on strike
and claims to the contrary were simply untrue,
Mr Woodward said.

"All we were thinking about doing was
not ringing in before heading into work," he said.

"We are very conservative people,
we know that Qantas passengers hold us in
trust ...
they trust us to get them there safely
and we always
intended on doing that."


AIPA said it was seeking a new clause in the enterprise bargaining agreement

with Qantas that would
ensure that all of the airline's flights
were operated by pilots from the flying kangaroo
as opposed to being outsourced.


He said the only industrial action Qantas pilots had been taking was inflight

announcements about the industrial dispute as well as the donning of red
ties that carried the message "Qantas flight, Qantas pilots".

ASSISTANT Treasurer Bill Shorten says Qantas' decision to ground its
fleet was a "radical overreaction" to the standoff between the airline
and unions.

"You don't lock out your passengers to square off with your employees,"
Mr Shorten said.

"If the unions had locked out the passengers,
I would have been equally outraged,

"But in this case it is the Qantas management that has done, in my opinion,
the premature and wrong thing when plenty could have been done in a
sensible nature."

Czech President Vaclav Klaus, on a trip to Australia,
today refused to pass through a security check at the
entrance to the Australian parliament, server abc.net.au has reported,
citing a witness from among local journalists.


Australian TV channel ABC1, which has its studio in the parliament
building, wanted to make an interview with Klaus, who, however,
refused to go through a security detector.


The programme producer Michelle Ainsworth, who had waited for him
behind the detector in order to usher him to the studio, informed him
that all visitors are supposed to undergo the check.


Klaus, nevertheless, insisted on not doing so.

Ainsworth consulted a parliament security guard
who confirmed that everybody must pass through the check.


In reaction to this, Klaus said he would not go through and returned
to his hotel. To make an interview with him, the ABC1 may visit him in
the hotel, he said.


He left without saying good-bye, said Ainsworth.

According to the server theaustralian.com.au, ABC1
could not make the interview outside its studio for technical reasons.


Klaus, 70, has been on a trip to Australia since last week with a
series of lectures on climate change, the theory he resolutely

VICTORIA Police has launched a criminal investigation into
allegations senior reporters from The Age newspaper illegally hacked
into an ALP electoral roll database and searched the private details of
dozens of high-profile Victorians.


On Thursday morning detectives from VicPol's E-Crime Unit headed by the unit's boss,
John Manley executed a search warrant on the ALP's King St headquarters.

The warrant ordered Labor to surrender material relating to unauthorised
access to the party's Eleczilla database during last year's state
election and named reporters Royce
Millar and Nick McKenzie, the newspaper's editor-in-chief, Paul Ramadge, and senior editor Mark Baker.

The database, which Labor is legally entitled to hold, contains
personal details of millions of Victorians including names, addresses,
phone numbers and marital status as well as any confidential dealings
between individuals and the party.


A Victoria Police spokeswoman confirmed on Friday the matter was under investigation.

"Victoria
Police E-Crime Squad is investigating the allegation that personal
details of Victorians were electronically accessed by a media outlet via
a confidential political party database without authorisation," she
said.

"As the investigation is active and ongoing we are not in a position to comment any further."
In April the Sunday Herald Sun revealed theALP had ordered an internal probe into the Eleczilla hacking.

Among the high-profile Victorians searched from inside The Age were broadcasters Neil Mitchell and Jon Faine, pollster Gary Morgan and Yarra councillor Stephen Jolly.
There also were attempts to search the surnames "Overland" and "Barnes". The
accessing of the database from within The Age allegedly took place over four days
in the lead-up to last November's state election.

That month the newspaper published a report by Mr Millar and Mr McKenzie that
said the newspaper had "gained access" to the ALP's database.

Mr Ramadge did not return voice and text messages left by the Sunday Herald Sun yesterday.

In June The Age's senior editor, Mr Baker, said: "There is nothing improper, unethical or illegal in the actions of The Age.

"The conduct of our reporters . . . was a wholly legitimate exercise of journalism."

While accessing the database, Age journalists also conducted
a string of key word searches
for words including
lesbian, abortion, corruption, gay, Muslim and privacy.


Three detectives from the E-Crime Unit, assisted by technical staff,
arrived unannounced at the ALP's King St headquarters on Thursday morning
with a warrant to seize material relating to The Age's alleged hacking.

They were acting on a complaint laid by
Victorian Electoral Commissioner Steve Tully.

Mr Tully had earlier contacted ALP state secretary Noah Carroll following the Sunday Herald Sun's reports on the matter.

ALP staff co-operated fully with police, who stayed for about three hours,
departing with data relating to the searches allegedly conducted by The Age.

Yesterday Yarra Cr Jolly - whose name was among those allegedly searched
by The Age - said that he was horrified by the allegations.

"People are innocent until proven guilty, but if journalists working for The Age
have been digging dirt on people's personal lives using illegal means, I
think that's outrageous and I think their peers and
also Age readers are
going to be shocked and horrified,"
he said.

"The Age ran very hard against News of the World
in England earlier in the year and if, through this criminal
investigation, they are caught with their pants down doing the same
thing, they need to take a really hard look at themselves."

Pollster Mr Morgan, whose details were also searched, said:
"If they've broken the law then they should be prosecuted."

A legal opinion seen by the Sunday Herald Sun argued
there were reasonable grounds for suspecting the newspaper's actions
breached the Commonwealth's Cybercrime Act 2001 as well as
the Victorian Crimes Act, which carries a penalty of up to two years in prison
for illegally accessing a secure database.


Under both laws,
to prove a crime, the hacker must have knowingly accessed restricted
data and the data must be restricted by an access control system.


In July, Mr Carroll said the party had "never granted any authorisation to The Age".
"Nor did we grant such authorisation to any person within the party to assist The Age
in such an endeavour," he said.

Yesterday Mr Carroll refused to comment on the matter. A spokesman for electoral
commissioner Mr Tully said it would be "inappropriate to comment as the matter is
in the hands of the police".

This dog-eared and hurriedly drawn Act of Parliament, one of our
most important, also fails us today by severely restricting our ability
to deport from Australia, not just Trojan Horse Islamists, but deadly
violent men and women we failed to detect as they sailed through the
effortless steps to citizenship.

In recent days there has been news to dismay those of us who now realise
how hamstrung we are with simplistic rules set in place by the naively enthusiastic
Arthur Augustus Calwell, the 1940s federal minister whose immigration program
this is.

A Hansonite response today might be "populate and perish".
Pauline Hanson was a useful idiot for those racists who oppose our migration program,

minutia that one day might kill you, or me, or many of us.

That's what Algerian-born Benbrika and his team planned in 2005, but he was
at sixes and sevens: should he bomb the MCG on Grand Final day, or perhaps
the Flemington racecourse for the Melbourne Cup? Decisions, decisions.


His team was settled on just one thing: as many Australians, men, women,
children - it didn't matter - should die for the greatness of their god as they could muster.
It was quantity of murder they sought, not quality. If some Muslims were
inadvertently caught up in their firestorm, well, they might have to
divvy up the post-mortem virgins

The afterlife prospects of any Muslim women inadvertently killed in such an attack

Two members of Benbrika's terror cell were released the other day -
Aimen Joud and Ahmed Raad - after short sentences that are often
the hallmark of Victoria's justice system.

Neither can be deported.

They are the sons of Lebanese migrants and both were born here. It's why
Benbrika's strike team was described during its trial as a "home-grown"
terror network.

So they are our problem and, presumably, the Victorian and federal police
will monitor them very closely - indeed, forever - and at enormous expense
to you and me.

These are men, if I may use the term loosely, who entertained themselves
by watching videos of the beheading of infidels by Muslim extremists.
If they have abandoned their jihad against our Western values,
they are keeping that news to themselves.

But Benbrika, their ringleader, is another matter.

He's out in November 2017 and then free to begin plotting more mass murder,
to which he is committed.


He shouldn't even be in Australia. He overstayed a visitor's visa in 1989,
was declared an illegal immigrant and ordered out of the country. Three times.

Then he married a Lebanese woman
who had recently become an Australian citizen

and that secured his stay.
He then also became an Australian citizen.

Australia has routinely deported back to Britain bad men
who mistakenly thought they were citizens. And who can blame them?
They could vote, they could be called up to fight and die for "their" country,
and presumably they thought they were here for keeps.

There are about 900,000
"when it suits me" Australians still calling here home.


A by-product of that is our deporting New Zealanders six times more often
than any other nationality.


We also deported Swedish-born armed robber Stefan Nystrom after his jail term
and he'd lived here since he was just 27 days old.

But ridding ourselves of the malevolent and worthless Benbrika is trickier.

According to an Immigration Department spokesman Australian citizenship
can only be revoked "in very limited circumstances".

"There is no provision that enables citizenship to be revoked where a serious
offence is committed after citizenship has been acquired."

Effectively, this means you must have lied about your circumstances during the
migration or citizenship application processes. Well, here's good news.

I reckon Benbrika has.

When you become an Australian, you utter these words:
"From this time forward, I pledge my loyalty to Australia and its people,
whose democratic beliefs I share, whose rights and liberties I respect, and
whose laws I will uphold and obey
."


No Islamist can say that
without wincing.


The lying Benbrika shares none of the democratic convictions that bind
us as Australians, and which President Barack Obama pointed out last
week in Canberra are not "American rights, or Australian rights, or
Western rights. They are human rights."

Since our first Immigration Act 62 years ago,
the citizenships of just 14 Australians have been revoked.
Let's make sure Abdul Benbrika, who wants to kill you and your children,
pushes that tally up to 15 when he is released in November 2017.

Even well-known criminal lawyer Rob Stary,
who has represented terrorism suspects,
and many an underdog - and more than a few dogs,
including Carl Williams - agrees with me:
"I think there should be a category of offenders
who should forfeit their citizenship."

He sees Benbrika as an example, and he believes
we should have the power to revoke citizenship for such criminals.

"I wouldn't have a blanket provision that once you are an Australian
citizen, you are immune to deportation or revocation of citizenship,"
Stary said.

Should we worry about Benbrika's seven children? No.
Should we worry about his naturalised Australian wife? No.
Let's just worry about us.

Thousands of migrants 'disappear' in cities under new official system

Hundreds of thousands of migrants have ‘disappeared’ at the stroke of a pen under a new official counting system.

The method has led to apparent large falls in the numbers of migrants thought to live in London and other major cities.


The change has provoked fury among council leaders who say the immigrant populations
of their districts have been grossly underestimated by government statisticians.

Colin Barrow, Tory leader of Westminster, said: ‘After four years of work
supposedly improving migration estimates, the ONS apparently still has
little idea how many migrants are in this country or where they live and
work.


‘Our incoming migrant population appears to have dropped by 17 per cent over four
years; you only have to go out into the bars and restaurants in the West End to see
that migrants come to Westminster to live and work in much greater numbers than this.’

More than nine out of ten migrants to the UK live in England,
which has become the sixth most crowded major country in the world,
the MigrationWatch think-tank said last week.

Last year net migration was 239,000.

The new estimates method, to be used from next year onwards, uses the same source
of immigration statistics the ONS has always used. This is the
International Passenger Survey, a check on intentions of arrivals at air
and sea ports and on the Eurostar.


From this researchers use a complex formula, based on other official population
databases, to estimate the number of yearly arrivals.

Under the new method, this formula has been tweaked, resulting in changes to
the estimated numbers arriving at certain towns and cities.

to just 4,000.

Westminster’s migrant population has been reduced by 10,000, and Manchester’s and
Bristol’s each by 30,000. According to ONS briefing papers, Kensington and Chelsea,
Oxford and Cambridge have had ‘quite large downward revisions’.


Mr Barrow said: ‘We would seriously question the estimate that fewer than 4,000
migrants came to Westminster in the 2009 financial year to seek work.

'We have seen more people registering with doctors and paying council tax in
Westminster, so we fail to understand how the government statisticians can be so wrong.’


Councils can lose millions in Treasury grants if Whitehall cuts their population estimates.

The ONS was scheduled to publish papers about the new migration counting
system last week, but failed to do so. Some places are said to show a
higher count, such as Newham, East London, with a 13 per cent increase.

The ONS declined to comment yesterday.

The revalation came to Professor Andrew Parker during a visit to Rome. He was in the Sistine Chapel, gazing up at Michelangelo's awesome ceiling paintings, when a realisation struck him with dizzying force.
'A Biblical enigma exists that is on the one hand so cryptic it has remained camouflaged for millennia, and on the other so obvious one cannot miss it.'
The enigma is that the order of Creation as described in the Book of Genesis, and so powerfully depicted in the Sistine Chapel by the greatest artist of the Renaissance, has been precisely, eerily confirmed by modern evolutionary science.

Yet how on earth could this be possible? And why had nobody noticed it before?
Such was the starting point of Parker's jaw-dropping new book, The Genesis Enigma: an astounding work which seeks to prove that the ancient Hebrew writers of the Book of Genesis knew all about evolution - 3,000 years before Darwin.
It takes a journey back through aeons of geological time, and also into the minds and imaginations of the ancient Israelites.
Andrew Parker is a leading scientist in his field: a research fellow at Oxford University, research leader at the Natural History Museum, and as if that weren't enough, a professor at Shanghai's Jiao Tong university.
As a scientist he never paid much heed to the Book of Genesis, assuming, like most of his colleagues, that such primitive mythology - which is believed to have been compiled from several sources between 950 and 500 BC - has long since been 'disproved' by hard scientific fact.
But after his Sistine Chapel moment, he went back to look at Genesis in more detail. And what he read astonished him. It was even, he says, 'slightly scary'.
Somehow - God alone knew how - the writer or writers of that ancient text had described how the evolution of life on earth took place in precise detail and perfect order.
Our ancestors possessed a truly timeless wisdom It is always disturbing and haunting to encounter an ancient wisdom that seems to anticipate or even exceed our own.
More fanciful writers immediately start to theorise wildly: that those who built the pyramids, or Stonehenge, must have been guided by super-intelligent aliens, that sort of thing.
Andrew Parker, a scientist and proud of it, has no time for such twaddle. But he does gradually come to understand, in the course of his investigations, that our ancestors of thousands of years ago, though they may not have had iPods and plasma-screen televisions, nevertheless possessed a wisdom that was, quite literally, timeless: as true now as it was then.
In the Book of Genesis, God first and most famously creates heaven and earth, but 'without form', and commands: 'Let there be light.' A perfect description of the Big Bang, that founding moment of our universe some 13 billion years ago, an unimaginable explosion of pure energy and matter 'without form' out of nothing - the primordial Biblical 'void'.
He then creates the dry land out of the waters, but it is the water that comes first. As Parker points out, scientists today understand very similarly that water is indeed crucial for life.

When 'astrobiologists' look into space for signs of life on other planets, the first thing they look for is the possible presence of water.
On the third day, we are told: 'God said, "Let the earth bring forth grass, the herb yielding seed, and the fruit tree yielding fruit after his kind, whose seed is in itself, upon the earth: and it was so."'
Now factually speaking, grass didn't evolve until much later. In the Triassic and Jurassic epochs, the dinosaurs knew only plants such as giant conifers and tree ferns. But since grass did not in fact evolve until much later, a sternly literal-minded scientist would declare the Bible wrong, and consign it to the nearest wheelie bin.
But wait a minute, says Parker. If you take 'grass, herb and tree' to mean photosynthesising life in general, then this is, once again, spot on.

The very life forms on earth were single-celled bacteria, but the first truly viable bacteria were the 'cyanobacteria' - those that had learned to photosynthesise.
As a result, they began to expire oxygen, creating an atmosphere that could go on to support more and more life. They were the key to life on earth.
Naturally, says Parker, 'the ancient Israelites would have been oblivious to any single-celled life form, let alone cyanobacteria', but 'grass' as a loose description of life forms that photosynthesise?

On the fourth day, Genesis famously becomes confusing. On the first day, remember, God has already created light, and made Day and Night. But it isn't until day four that he makes the lights in heaven, the greater light to rule the day and the lesser the night.
Hang on - so he made 'Day' three days before he made the Sun? Houston, I think we have a problem.

Yet the writers of Genesis were just as well aware as us, surely, that the sunrise causes the day. You don't need a degree in astronomy to work that one out. What on earth did they mean?
Here, The Genesis Enigma comes up with a stunningly ingenious answer. For Parker argues that day four refers to the evolution of vision.
Until the first creatures on earth evolved eyes, in a sense, the sun and moon didn't exist. There was no creature on earth to see them, nor the light they cast.

When Genesis says: 'Let there be lights... To divide the day from the night,' it is talking about eyes.
'The very first eye on earth effectively turned on the lights for animal behaviour,' writes Professor Parker, 'and consequently for further rapid evolution.'
Almost overnight, life suddenly grew vastly more complex. Predators were able to hunt far more efficiently, and so prey had to evolve fast too - or get eaten.

The moment that there were 'lights', or eyes, then life exploded into all its infinite variety.
And yet again, that's what Genesis says happened, and in the correct environment too. In the sea.
For on the very next day of Creation, the fifth day: 'God said, "Let the waters bring forth abundantly the moving creature that hath life."'

That is exactly what happened. Life that had hitherto been lived in the dark, by simple, slow-moving, worm-like creatures, erupted into dazzling diversity. We know all about it from the world famous Burgess Shale fossils.
They were discovered in the summer of 1909 by one Charles Doolittle Walcott, on holiday with his family in the Canadian Rockies. Walcott began to chip away at the shale with his geological hammer, and quite by chance stumbled upon one of the greatest finds in all science.
For the shale records what happened on our planet around 508 million years ago, long before the first dinosaurs: the 'Cambrian expolosion,' which most scientists now think was indeed the direct result of the evolution of vision.
Life on earth exploded in all its infinite variety The life-forms discovered look like nothing else: fabulous, phantasmagoric, alien beings. One had five eyes, and a long wavy snout with jaws on the end. Another looked like an octopus with its head stuck in a beaker, and another can only be described as 'a swimming pea with a pair of beady eyes, bull's horns, a pair of "hands" and a fish's tail.'
Others resemble balls of spines, vase-shaped pin-cushions, or badminton shuttlecocks with chameleon-like tongues. Anyone who doubts the power of evolution by natural selection only has to look at the Burgess Shale fossils.
How does Genesis describe the teeming aquatic life of the Cambrian explosion? 'And God said, "Let the waters bring forth abundantly the moving creature that hath life." ' Immediately following the creation of vision.
How did the writer/writers know that life suddenly diversified into this rich and staggering variety, under the oceans, not on land? Why would a very much land-based people, pastoralists and shepherds, even think like this?
After the Cambrian come the Ordovician, Silurian and Devonian periods - or the appearance of 'great whales', as Genesis succinctly puts it.
How better to describe those epochs which gave us such monsters of the deep as Dunkleosteus, a carnivorous armoured fish whose appearance, says Parker, was 'simply terrifying'. Some 35ft long, 'the size of a small coach', with massive, bone-crunching jaws, even its eyes were armoured.
And after the sea monsters come the birds, the animals, cattle, and finally, homo sapiens. All present and correct, and all still in the right order. Once again, 'In describing how the planet and life around us came to be, the writer of the Genesis narrative got it disturbingly right'.
So what should we make of the extraordinary findings of The Genesis Enigma?
Professor Parker is clear on this subject. 'It would be a great shame if my findings were either misused in an attempt to suggest that scientists themselves are unsure about science, or pounded out of all recognition into support of the seven-day creation premise.'
There is no doubt that literal-minded Creationists do a disservice to the triumphant achievements of modern science, and to the beauty and poetry of the Bible. Evolution is taking place around us all the time. It's why the MRSA superbug has become so dangerously immune to antibiotics, why the race is on to beat the swine flu virus.
Nevertheless, when Parker comes to explaining how the writers of Genesis knew what they knew, he can only conclude that it was due to 'divine intervention', or 'a lucky guess'. Since the odds of the latter seem fantastically remote, Parker tentatively suggests the former.

THE last train carrying reprocessed nuclear waste back from France
to Germany crossed the border today after being delayed by

The train, carrying 11 wagonloads of vitrified radioactive material,
left a siding in the station of Remilly, just outside the town of Metz
and around 30km from the German border, at 7pm (AEDT).


Several hundred French riot police had protected the train overnight, and
around 60 German officers and a French "RAID" team - a SWAT-style
special weapons squad - were on board as it resumed its journey.


The train had left a yard operated by the French nuclear giant Areva in
Valognes, in Normandy, on Wednesday, due to travel more than 1100km
across France and through Germany to the waste dump in Gorleben.


But violent anti-nuclear protests delayed its journey, and authorities
halted it overnight while trying to keep demonstrators guessing about
its eventual route across the border and back into Germany.

Today, it finally crossed the frontier in the border town of Forbach, just south of Saarbrucken, and entered Germany.

Last November a similar controversial shipment took 91 hours to arrive at
its final destination - a day longer than planned - and it was dogged
the length of the route by French and then German protesters.


Around 50,000 activists turned out in Germany to try to disrupt the train
during that transfer, and protest organisers expect 20,000 to demonstrate
against the convoy as it nears the central town of Gorlebenlater on Friday.


Some 19,000 German officers have been deployed, and tear gas and water canon
were fired when clashes erupted overnight when a few hundred protesters tried
to block the line around 20km outside Gorleben.


Spooked by Japan's Fukushima disaster, Germany has decided to phase out its
use
of nuclear power, and thus bring to an end the controversial practice
of sending radioactive waste overland to France for reprocessing.


Anti-nuclear activists want France to follow suit and shut its reactors, an idea
firmly dismissed by President Nicolas Sarkozy, whose government believes
French industry is reliant on cheap nuclear-generated electricity.


There has long been widespread public opposition in Germany to nuclear power,
which environmentalists believe presents an unacceptable radioactive threat
to public health and the environment.


In March, the Japanese nuclear plant at Fukushima Daiichi was hit by an earthquake
and a tsunami, triggering a meltdown and massive radiation leak - and increasing
worldwide concerns over nuclear power.


Chancellor Angela Merkel's government agreed to halt German reactors by 2022,
forcing energy suppliers to close plants and levying a tax on fuel.


In the meantime, Germany will no longer send nuclear waste for
reprocessing in France, but will instead stockpile it until a way is
found to make it safe.


France produces 75 per cent of its electricity needs in nuclear plants - a
higher proportion than any other country - and its electricity bills are around
25 per cent cheaper than in its neighbours, a boon to industry.


German protesters are angry that Merkel's announced nuclear phase-out will
take another decade, and that there is still no permanent storage site for the waste generated in the country's reactors.

Belgian parties reach 2012 budget deal

BELGIAN politicians reached a deal on the 2012 budget today,
ending a 19-month deadlock that had prevented the formation
of a stable government and led to a debt downgrade,
a negotiator said.

"There is an agreement," said a spokesman for the French-speaking socialists,
one of six parties in the linguistically-divided country
that had been struggling
to reconcile spending cuts with tax rises.


The accord, reached after 17 hours of negotiations, opens the way to
forming a new government
after 19 months in caretaker management.


Friday night's downgrade by ratings giant Standard and Poor's, which saw
Belgium drop by one notch to AA, piled pressure on the parties to
reconcile spending cuts with tax rises to avoid EU penalties next month.


Internal pressure, though, was at least matched by external strains among wider
eurozone leaders, two weeks from a crunch summit dogged by mounting doubts
over their ability to resolve the debt crisis.

With a national debt worth almost one year's economic output, which
threatens to crush the country with the onset of recession, outgoing
Prime Minister Yves Leterme had made it clear he feared a rout

when markets reopen on Monday if a way forward was not agreed.


"It is blindingly obvious, we have to send a very clear signal... preferably
before the markets open,"

television interview before a shocked Belgian people.


The parties had to work out how to trim 11.3 billion euros ($15.58 billion)
off the deficit next year and about 20 billion euros ($27.58 billion) in all
by 2015.


The ultimatum came days after Mr Leterme's expected successor,
Elio Di Rupo, offered his resignation to Belgium's king,

frustrated at the failure of six-party talks to agree on a
deficit-cutting 2012 budget to avoid EU sanctions.


Albert II rejected the offer and sent Di Rupo back to work.


The ratings blow underlined a sharp escalation of the debt crisis
in a week in which even Germany struggled to raise finance.


Concern is growing that the euro currency, in the absence of
radical pan-eurozone action, is close to breaking point.


"The ability of authorities to respond to potential economic pressures from
inside and outside of Belgium... in our opinion is constrained by the
repeated failure of attempts to form a new government," the S&P
statement said.


After Greek, Portuguese and Irish bailouts, and
with Italy, Spain and France now under pressure,
it was more bad news for leaders struggling
in the absence of a European Central Bank
decision to mount a gigantic financial rescue.


The European Commission has repeatedly urged Belgium
to bring its public deficit below 3.0 per cent of GDP by 2012 -
or face a fine of about half a billion euros.


Finance Minister Didier Reynders blamed the downgrade on a
"global loss of confidence" in eurozone public finances,
while insisting that Belgium's creditworthiness remained
"one of the strongest in Europe".


Analysts said the news had wider significance.

"Belgium is the symbolic buffer
between the eurozone periphery and its core,
so this is a sign that the crisis -
slowly, but surely -

is striking at the heart of Europe,"

Sony Kapoor, head of the Re-Define think tank, told AFP.

Australia’s Desert Country

One third of Australia’s land is desert. Australia has 10 deserts of which the largest is the Great Victoria Desert, covering just under 5 percent of the country. Ironically, the Great Victoria Desert is not located in Victoria but is in Western Australia and South Australia. Australia’s first recorded earthquake after white settlement occurred at Port Jackson, New South Wales in June, 1788 and lasted for about 3 seconds.

Other earthquakes recorded in early Australian history were:

A train line damaged by an earthquake
In 1917, one miner died and 5 were injured in an underground rock fall triggered by an earthquake in Kalgoorlie, Western Australia.

In the last 80 years, there have been 17 earthquakes in Australia registering 6.0 or more on the Richter Scale. This is a rate of about one earthquake every five years, compared to the world average of about 140 per year.

Although the larger Australian earthquakes have caused significant damage, they are much smaller in strength than the world's most-damaging earthquakes. Until Newcastle's December 1989 earthquake, the damage caused by earthquakes in Australia had been comparatively low.

Quakes that Shook the Nation
Here is a list of some of the major earthquakes to have occured in Australia in recent times:

1 March 1954, Adelaide, South Australia
Adelaide was awakened by a loud rumbling sound. This was followed by shaking, severe enough to crack walls and loosen plaster and chimneys from many houses. Although minor compared to many overseas quakes, the Adelaide earthquake was (at magnitude 5.4) severe enough to cause damage estimated at $350 million (1997 values). No serious injuries were reported.

October 1968, Meckering, Western Australia
One of the more serious Australian earthquakes in fairly recent years occurred at the small town of Meckering. Residents reported seeing ground waves as well as experiencing difficulty when driving as the 6.9 Richter magnitude earthquake struck. Old buildings collapsed, railway lines were buckled and pipelines fractured, and a 37 kilometres long fault scarp (up to 2.5 metres high) was caused. Sixteen injuries were reported and the total cost of damage estimated $50 million.

22 January 1988, Tennant Creek, Northern Territory
Significant earthquakes of magnitudes 6.3, 6.4 and 6.8 occurred near Tennant Creek in the Northern Territory. These resulted in large, long ground ruptures and a 35 kilometre fault (up to 2 metre displacement) which warped underground gas pipelines, but caused only minor damage to the hospital and some homes in the town.

28 December 1989, Newcastle, New South Wales
At 10.27am, Newcastle, Australia's sixth largest city, was partially devastated by a moderate earthquake measuring 5.6 on the Richter Scale. The Newcastle earthquake, the first lethal one in Australia, claimed 13 lives.

The devastation to buildings and other structures was extensive, which was unusual for a relatively-small magnitude earthquake. This was due mainly to an underlying, thin layer of alluvium, which appeared to magnify ground motion (shaking). The epicentre was located 15km West Southwest of the city centre, near Boolaroo.

August 1994, Ellalong, New South Wales
A damaging earthquake again affected the Hunter region of NSW, this time in the Ellalong-Cessnock area. Measuring 5.4 on the Richter Scale, it became our third most-damaging. Several homes, hotels and other buildings suffered seriously and up to 1,000 homes were partly damaged. Infrastructure, commercial and industrial losses also occurred. Insurance payouts were $38 million and total damage costs exceeded $150 million (1997 values).

The End of a Myth

Despite Australia's seemingly low-risk situation in the middle of one of Earth's larger tectonic plates, we have had many earthquakes larger than that of Newcastle. The map to the right shows that Australia is in the middle of the Australian-Indian Plate.

The Australian Geological Survey Organisation in Canberra estimates that on average, the Australian region experiences an earthquake of at least this size, or larger, every 13-15 months.

Most of these earthquakes have been in low populated areas, so for many years people thought Australia could not be affected by this natural disaster. The Newcastle experience dispelled this myth!

There is also similar volcano risk present in various provinces in Far North Queensland, stretching from south-west of Townsville to near Cairns and up to Cooktown in the Far North. There are more than 380 volcanoes in total across this part of Queensland.
A future eruption in any of these regions would be unlikely to come from an existing volcano (as the volcanoes there are generally considered to be 'once only’ erupters).
Rather, future eruptions would occur at new sites nearby.
The geological record shows that new volcanoes in these areas have erupted perhaps every 2000 years in the past 40,000 years—and given there has not been a major eruption there for the past 5000 years, a significant eruption seems well overdue. " (3)

THE last train carrying reprocessed nuclear waste back from France
to Germany crossed the border today after being delayed by

and around 30km from the German border, at 7pm (AEDT).


Several hundred French riot police had protected the train overnight, and

special weapons squad - were on board as it resumed its journey.


The train had left a yard operated by the French nuclear giant Areva in
Valognes, in Normandy, on Wednesday, due to travel more than 1100km
across France and through Germany to the waste dump in Gorleben.


But violent anti-nuclear protests delayed its journey, and authorities
halted it overnight while trying to keep demonstrators guessing about
its eventual route across the border and back into Germany.

Today, it finally crossed the frontier in the border town of Forbach, just south of Saarbrucken, and entered Germany.

Belgium credit rating downgraded by S&P

S&P says it considers Belgian government debt
to be at "high levels"


Belgium has had its credit rating downgraded by ratings agency Standard & Poor's.

The country's downgrade could make it more expensive for Belgium to borrow in future.

Belgium's rating was cut by one notch, to AA from AA+, with S&P expressing concerns about funding and market pressures.

The move comes as the eurozone crisis threatens to keep growing, and with continued concerns over Italian debt.

"We think the Belgian government's capacity to prevent an
increase in general government debt, which we consider to be already at
high levels, is being constrained by rapid private sector deleveraging
both in Belgium and among many of Belgium's key trading partners,"
S&P said in a statement.


It also said the outlook was "negative",
meaning Belgium's rating could possibly be cut further in future.


"We need a reply that is clear and credible
if we are to avoid the worst,"

Belgium's caretaker prime minister, Yves Leterme,

Belgian parties reach 2012 budget deal

ending a 19-month deadlock that had prevented the formation
of a stable government and led to a debt downgrade,

to reconcile spending cuts with tax rises.


The accord, reached after 17 hours of negotiations, opens the way to
forming a new government

Belgium drop by one notch to AA, piled pressure on the parties to

Internal pressure, though, was at least matched by external strains among wider

Tourist killed, 3 kidnapped in Mali

GUNMEN burst into a restaurant
in Mali's most famous city of Timbuktu overnight,
grabbed four tourists dining there and executed one
when he refused to climb into their truck,
said a witness and an official who inspected the body.


The armed men entered the Amanar restaurant around 2.30pm on Friday
local time and pointed their guns at four tourists dining inside, said
Moussa Boubacar, a client at the restaurant.

The four followed the gunmen outside, but when the gunmen tried to
make them enter a vehicle, one of the tourists refused, Boubacar said.

The kidnappers opened fire, killing him on the spot, Boubacar said.

Their nationalities could not immediately be confirmed,
but witnesses describe them as European.

Dramane Diallo, the regional director of Timbuktu's civil protection division,
said that he rushed to the scene and found the corpse of an elderly white man,
who locals said was the tourist that had refused to enter the car.

Until a few years ago, Timbuktu was one of the most visited
destinations in Africa, but it is now one of the many former tourist
hotspots in Mali that have been deemed too dangerous to visit by foreign
embassies because of kidnappings by the local chapter of al-Qaeda.


The incident overnight comes after two French citizens were grabbed
in the middle of the night
from their hotel
in the Malian town of Hombori
on Thursday.


Neither kidnapping has yet been claimed by al-Qaeda in the Islamic Maghreb,
or AQIM, whose members
have kidnapped and ransomed over 50 Europeans and
Canadians since 2003.


If Friday's kidnapping is by AQIM, it will mark the first time they have taken
a hostage inside of Timbuktu's city limits. Thursday's kidnapping would be
another first - the first time they have grabbed their victim south of the Niger River.

The group's footprint has grown dramatically since 2006, when the Algerian-led cell
first joined al-Qaeda. Security experts estimate the group has been able to raise around $US130 million ($134.04 million) from ransom payments alone.

Paul Twomey
was the Chief Executive Officer and President of the
Internet Corporation for Assigned Names and Numbers
(ICANN) from March 2003 to June 2009.
ICANN is the chief rule-making body
for internet policy worldwide.


Following a private-sector role as
a consultant for McKinsey & Company,
Dr Twomey held executive positions
within the Australian Government's
foreign trade organisation Austrade.

His role there included working on
strategic development and European markets.


He was appointed Chief Executive Officer of the
National Office for the Information Economy
(NOIE) in 1997,

a Commonwealth Government unit
responsible for developing Internet policy.


His involvement with ICANN began at this time.

Australia's Commonwealth Government.


Dr Twomey is a member of the

Global Agenda Council on the Future of the Internet.


He holds a Bachelor of Arts degree from University of Queensland,
a Master of Arts from Pennsylvania State University
and a PhD from Cambridge University.


On 27 March 2003 he was elected to his current position at ICANN.

On 2 March 2009, during the opening ceremony of
ICANN's 34th international meeting in Mexico City,
Dr Twomey mentioned that he would be leaving ICANN in June
while remaining as Senior President until the end of the year.

to prevent money laundering.

COUNCIL of Europe inspectors have visited the Vatican to monitor its plans to tighten money laundering regulations.

The group from the Moneyval committee "met with representatives of
Vatican authorities dealing with the issue of prevention and fight
against money laundering and terrorist financing," a statement from the
Vatican said.


The group, composed of legal, financial and law enforcement experts
from five countries, arrived on Monday and left overnight, the statement said.


They are expected to present a report with their findings at a plenary session
of Moneyval "presumably in the middle of 2012," the Vatican said.


Pope Benedict XVI last December created a new financial authority
following an embarrassing investigation of Vatican bank officials by Italy.


The Vatican also approved a law from April
imposing sentences of up to
12 years in prison for money laundering
and 15 years for terrorist financing.

Other earthquakes recorded in early Australian history were:

The first recorded deaths in Australia caused by earthquakes occurred in 1902, at Warooka, South Australia. Two people died of shock after a Richter magnitude 6.0 earthquake.


A train line damaged by an earthquake
In 1917, one miner died and 5 were injured in an underground rock fall triggered by an earthquake in Kalgoorlie, Western Australia.

In the last 80 years, there have been 17 earthquakes in Australia registering 6.0 or more on the Richter Scale. This is a rate of about one earthquake every five years, compared to the world average of about 140 per year.

Although the larger Australian earthquakes have caused significant damage, they are much smaller in strength than the world's most-damaging earthquakes. Until Newcastle's December 1989 earthquake, the damage caused by earthquakes in Australia had been comparatively low.

Quakes that Shook the Nation
Here is a list of some of the major earthquakes to have occured in Australia in recent times:

1 March 1954, Adelaide, South Australia
Adelaide was awakened by a loud rumbling sound. This was followed by shaking, severe enough to crack walls and loosen plaster and chimneys from many houses. Although minor compared to many overseas quakes, the Adelaide earthquake was (at magnitude 5.4) severe enough to cause damage estimated at $350 million (1997 values). No serious injuries were reported.

October 1968, Meckering, Western Australia
One of the more serious Australian earthquakes in fairly recent years occurred at the small town of Meckering. Residents reported seeing ground waves as well as experiencing difficulty when driving as the 6.9 Richter magnitude earthquake struck. Old buildings collapsed, railway lines were buckled and pipelines fractured, and a 37 kilometres long fault scarp (up to 2.5 metres high) was caused. Sixteen injuries were reported and the total cost of damage estimated $50 million.

22 January 1988, Tennant Creek, Northern Territory
Significant earthquakes of magnitudes 6.3, 6.4 and 6.8 occurred near Tennant Creek in the Northern Territory. These resulted in large, long ground ruptures and a 35 kilometre fault (up to 2 metre displacement) which warped underground gas pipelines, but caused only minor damage to the hospital and some homes in the town.

28 December 1989, Newcastle, New South Wales
At 10.27am, Newcastle, Australia's sixth largest city, was partially devastated by a moderate earthquake measuring 5.6 on the Richter Scale. The Newcastle earthquake, the first lethal one in Australia, claimed 13 lives.

The devastation to buildings and other structures was extensive, which was unusual for a relatively-small magnitude earthquake. This was due mainly to an underlying, thin layer of alluvium, which appeared to magnify ground motion (shaking). The epicentre was located 15km West Southwest of the city centre, near Boolaroo.

August 1994, Ellalong, New South Wales
A damaging earthquake again affected the Hunter region of NSW, this time in the Ellalong-Cessnock area. Measuring 5.4 on the Richter Scale, it became our third most-damaging. Several homes, hotels and other buildings suffered seriously and up to 1,000 homes were partly damaged. Infrastructure, commercial and industrial losses also occurred. Insurance payouts were $38 million and total damage costs exceeded $150 million (1997 values).

The End of a Myth

Despite Australia's seemingly low-risk situation in the middle of one of Earth's larger tectonic plates, we have had many earthquakes larger than that of Newcastle. The map to the right shows that Australia is in the middle of the Australian-Indian Plate.

The Australian Geological Survey Organisation in Canberra estimates that on average, the Australian region experiences an earthquake of at least this size, or larger, every 13-15 months.

Most of these earthquakes have been in low populated areas, so for many years people thought Australia could not be affected by this natural disaster. The Newcastle experience dispelled this myth!

Australian Geology
Due to Australia's geological position, we are prone to what seismologists call 'intra-plate' earthquakes.

These are different to the more familiar plate-margin earthquakes, common in areas like California in the USA and in Japan.

A volcanic eruption in the Western Uplands could potentially see lava flows and ash falls impacting on Melbourne.

There is also similar volcano risk present in various provinces in Far North Queensland, stretching from south-west of Townsville to near Cairns and up to Cooktown in the Far North. There are more than 380 volcanoes in total across this part of Queensland.
A future eruption in any of these regions would be unlikely to come from an existing volcano (as the volcanoes there are generally considered to be 'once only’ erupters).
Rather, future eruptions would occur at new sites nearby.
The geological record shows that new volcanoes in these areas have erupted perhaps every 2000 years in the past 40,000 years—and given there has not been a major eruption there for the past 5000 years, a significant eruption seems well overdue. " (3)

Boasting killer faces long jail term,
Supreme Court told

A MURDERER who used Facebook and text messages
to warn of a potential massacre and then

text-boasted about killing his uncle
faces a lengthy jail sentence,
the Victorian Supreme Court heard today.

"I shot my uncle with a shotgun and killed him ... my uncle Peter,
he was a f... head and I blew him away, it will be on the news I
reckon,''
killer Sam Michael Westbrook told a cousin via SMS text the
day after shooting dead Peter Westbrook.


Sam Westbrook's Facebook page was also found to contain the statement:
"jack dies 2nite so doea ne 1 in Dodd Street that walks outside''.


In a case of what prosecutors called "reckless'' murder,
Westbrook 24, had the day before the May 23, 2010 murder at Maryborough
told people he was out to shoot a different man, Jack Forder, a partner of another
of his cousins, Alana

Westbrook.
SMS and voice calls between Westbrook and Mr Forder
recorded a heated exchange and threats, documents before the court state.

After drinking heavily that afternoon and evening, Westbrook -
who had been spoken to earlier by police because of his agitated state
but appeared to have calmed down
- phoned Alana and threatened to
"blow her and
her father's house up'' - a statement the prosecution said was
"drunken bravado'', the court heard.


Despite a friend trying to dissuade Westbrook from violence,
he texted saying: "Nope ova it
every 1 dies 2nite.''


Having stolen car and a 12 gauge Baikal shotgun from a Maryborough address,
Westbrook drove to Dodds St where Mr Forder lived about 4am, court
documents state.


Wearing an ammunition belt, Westbrook confronted Alana,
who said Mr Forder was not home, before calling out to her father,
Peter Westbrook, who appeared at the door of an adjacent house.


Westbrook turned and fired a shot, hitting his uncle in the chest and killing him
before reloading and firing to where Alana had been standing and then
reloading and firing a third time, the court heard.


Defence lawyer John Desmond conceded Westbrook, who
pleaded guilty to murder and reckless conduct, may be in his 40s
before he is released from jail but
said there was no intention to kill his uncle,
only
stated threats against Mr Forder.

and these still are NOT as BAD as "Billy Ruben's" threats!


Justice Betty King, noting
his communication of text and Facebook threats

would be taken into account for sentencing,
said the case had probably destroyed the family.

Westbrook will be sentenced on a date to be fixed.

THE man who ordered the Office of Police Integrity probe into Sir Ken Jones has quit his role at the police watchdog.

OPI deputy director Paul Jevtovic has accepted a senior role at the Australian Crime Commission.

The OPI director
, Michael Strong, is also leaving the OPI ahead of it being
scrapped and replaced by the Baillieu Government's Broad-based
Anti-corruption Commission (IBAC).


Mr Strong was warned months ago by the Baillieu Government that there was no role for him at IBAC.


An acting OPI chief will be appointed until the IBAC, which was due to
begin operations in July this year, is up and running, which is not
expected to be until the middle of next year.

A government spokesman today thanked Mr Strong for his work.

''An acting appointment will be made to head the OPI and ensure the body
continues to perform its role until the establishment of the IBAC and
Victoria's new anti-corruption regime,'' the spokesman said.

Mr Strong today said Mr Jevtovic would be leaving the OPI on January
6 to take up an appointment as Executive Director, Intervention &
Prevention, with the ACC in Canberra.


''Paul Jevtovic has provided exemplary service to OPI during a challenging period of our history. I am most grateful to him,'' Mr Strong said.


''The ACC is fortunate to have procured his services. It is a great pity his considerable talents have been lost to Victoria.


''I have written to the Deputy Premier, Mr Ryan, about the timing of my own
departure
from OPI. It would be inappropriate for me to say anything
further on this topic at this time.


“Arrangements are in hand to ensure management continuity at OPI.
It will be business as usual
pending transition to the Independent Broad Based Anti-corruption Commission.”


Mr Jevtovic was the acting OPI boss, as Mr Strong was on leave,
when the then chief commissioner, Simon Overland, came to him
in May
and made misconduct allegations against then deputy commissioner Jones.


Mr Overland later that day ordered Sir Ken to leave police headquarters immediately.

Sir Ken then helped spark an Ombudsman's probe into the OPI after Sir Ken
complained to him about the action taken against him by the OPI.


Allegations were also made to the Ombudsman that the OPI had abused its powers
during its investigation into Sir Ken and Tristan Weston, the former adviser to
Police Minister Peter Ryan.


Mr Jevtovic was accused of ordering the probe into Sir Ken as a favour to
Mr Overland because of an alleged friendship with Mr Overland,
who worked with Mr Jevtovic when they were both with the
Australian Federal Police.


An Ombudsman's report tabled in State Parliament on October 11 cleared Mr Jevtovic
and the OPI of any conflict of interest, or acting inappropriately, in ordering the investigations of Sir Ken and Mr Weston.


The OPI tabled its findings from its probe into Mr Weston two weeks later and
accused him of misconduct relating to his plot to get rid of Mr Overland as chief commissioner.


Mr Weston resigned from his Baillieu Government position the day the damning OPI report was tabled.

And Baillieu Government MP Bill Tilley resigned from his position as a
parliamentary secretary after the OPI report revealed he had secret
meetings with Sir Ken at Sir Ken's home and at the Shrine of Remembrance
while trying to persuade Sir Ken to withdraw his resignation.


The second OPI report into the misconduct allegations against Sir Ken
is not expected to be completed until early next year.


Complicated reasons, which the Herald Sun is not legally able to reveal,
will prevent the OPI making its findings on Sir Ken public.


The law requires the OPI to deliver its findings to State Ombudsman George
Brouwer, who may decide not to table the results in State Parliament -
or he may only table a censored report on the OPI's findings.


Crucial findings from the OPI's continuing probe into Sir Ken had to be left out of last month's OPI report into Mr Weston.


That investigation started after multiple misconduct allegations were made to
the OPI about Sir Ken.


The allegations were made by Mr Overland and separately by two very senior
people
who worked closely with Sir Ken at Victoria Police headquarters.
