WikiLeaks, the diplomacy game-changer,
is losing its edge, argues Tim Dick.

One Wednesday, November 15, 2006, at 3.15pm,
the US deputy chief of mission to Nassau, Brent Hardt,
sent a confidential cable to the State Department
with the urgent news that
''Hurricane Anna Nicole wreaks havoc in the Bahamas''.

Of all the diplomatic cables published by WikiLeaks, it
is one of the more colourful. It details no natural disaster, but the
effect of the late celebrity Anna Nicole Smith's arrival on island
political life. "Not since Wallis Simpson dethroned a king and came to
Nassau has an American femme fatale so captivated the Bahamian public
and dominated local politics."

For detractors of WikiLeaks, it is further evidence for
their case that the hoard of US diplomacy's internal communications is
little more than a pile of state-funded gossip, an anthology of varying
quality which rarely did anything but confirm what was publicly known.

A London Review of Books essay dismissed it as
''humdrum diplomatic pillow talk'' in January, declaring that "judged by
any index of the smacked gob, many of the disclosures are unstartling".

The entire cache is now apparently free for anyone with
enough determination to find it online, without names of vulnerable
sources blacked out, prompting a three-way spat over blame between
WikiLeaks, a defector who operates a rival leaks site and its former
newspaper partner The Guardian.

Ten months since WikiLeaks began to release the cables
in drips - water torture for the US government - it now seems
appropriate to ask: what has been achieved?

In America, WikiLeaks promptly won itself a hatred
reserved for the most egregious traitors. Politicians wanted it deemed a
terrorist organisation. A Washington Post poll found 68 per
cent of Americans thought WikiLeaks had harmed the public interest.
Sarah Palin spoke for many when she called Julian Assange ''an
anti-American operative with blood on his hands'' and asked why he was
not pursued ''with the same urgency we pursue al-Qaeda and Taliban
leaders''.

But in Tunisia, WikiLeaks is not seen as the devil incarnate,
and its effect was pro-American.

On July 17, 2009, the US ambassador Robert Godec wrote
home and said of the regime: "Corruption in the inner circle is growing.
Even average Tunisians are keenly aware of it, and the chorus of
complaints is rising. Tunisians intensely dislike, even hate, first lady
Leila Trabelsi and her family. In private, regime opponents mock her;
even those close to the government express dismay at her reported
behaviour.''

Ten days later, another cable wrote about the lavish
lifestyle of President Zine El Abidine Ben Ali's son-in-law, who had a
large tiger called Pasha which ate four chickens a day.

The cables were published in December and,
according to the Guardian reporter David Leigh,
in WikiLeaks: Inside Julian Assange's War on Secrecy,
it ignited collected gas. A 26-year-old fruiterer self-immolated in
protest at the regime, and riots followed as authorities madly tried to
block access to reports of the cables. Leigh argues that Tunisians
already knew the ruling family was debauched, but there was a tangible
effect: "WikiLeaks reveals what everyone was whispering."

The now-deposed Libyan leader, Muammar Gaddafi,
complained that WikiLeaks ''publishes information written by lying
ambassadors in order to create chaos" - and a month after the uprising
began, the Tunisian dictator had fled to Saudi Arabia and the government
had crumbled.

On the Foreign Policy blog, Elizabeth Dickinson
wrote: "WikiLeaks acted as a catalyst: both a trigger and a tool for
political outcry. Which is probably the best compliment one could give
the whistle-blower site." Despite the US administration crying foul over
WikiLeaks, it helped spread democracy in North Africa - hardly contrary
to American policy.

In Australia, the fallout from the cables - published first in the Herald, The Age and The Canberra Times through journalist Philip Dorling - was less revolutionary.

The US diplomats here thought the government was
pessimistic about Afghanistan. Kevin Rudd was a ''control freak''. Mark
Arbib talked to them, so did the deputy director of the federal Liberal
Party. They did not expect Tony Abbott to become Leader of the
Opposition but did expect the first emissions trading scheme to become
law.

This week, following the release of most of the cache by
WikiLeaks, we read that 23 Australians had links to Yemeni terrorist
groups and 11 were put on a no-fly list. Their names were not blacked
out on the cables and, as the Herald noted, most had already been named.

The Attorney-General, Robert McClelland, was one of the
few politicians in the world vocally complaining this week, and even he
changed tack to shift from suggesting WikiLeaks's actions were illegal,
as he did in December, to merely labelling them grossly irresponsible.

''The publication of any information that could
compromise Australia's national security - or inhibit the ability of
intelligence agencies to monitor potential threats - is incredibly
irresponsible."

Yet the fear of untold damage to international relations has dissipated. In Defence Studies,
Professor Jack Spence from the Department of War Studies at King's
College London and a masters' student, Mark Page, argue the release of
the cables will not win greater transparency.

''More likely secrecy will increase. WikiLeaks will not
revolutionise the diplomatic method, and it is not 'the end of diplomacy
as we know it','' they wrote.

The bulk of this week's coverage - particularly overseas -
concentrated on who was to blame for the loss of control over the
entire database. WikiLeaks launched a bitter attack on The Guardian, which brokered the publication deal last year with five outlets including The New York Times, and The Guardian fought back. Meanwhile, the ABC's Media Watch program
criticised the Fairfax papers for not putting online all the cables on
which its WikiLeaks stories based. They defended themselves.

In other words, what should be at most the sideshow - the
process of telling the story - became the WikiLeaks story itself.
Again. And as long as remains the case, the real impact of the cables is
obscured.

In Australia, unscathed by revolution, whatever capital
WikiLeaks built up by its massive leak of American intelligence is being
steadily eroded by the sideshow, no matter how significant the contents
of the cables. It is being replaced by an underwhelming feeling of, in
modern terms, ''meh''.

In some years we may come to think of the leak more in
terms of the Tunisian uprising or a check on government hypocrisy, than
of Julian Assange, the rather peculiar Australian with a canny ability
to fall out with most of those he deals with. But the opposite seems a
safer bet.

CHANTING to cure snakebites, claiming to be a reincarnated spouse to
obtain sex, and charging for miracles could soon be banned by an Indian
state seeking to stop charlatans preying on the vulnerable.

Many superstitions are widely held in India but a campaign group
is lobbying hard for a new law in the western state of Maharashtra to
outlaw several exploitative activities, with penalties of fines or up
to seven years in jail.

But the push to pass the
Maharashtra Prevention
and Eradication of Human Sacrifice
and Other Inhuman, Evil Practices
and Black Magic Bill
has not received unanimous support.

Some Hindu nationalists fear the legislation seeks to move beyond the
excesses named in its title and might be used to curb cherished religious freedoms.

One right-wing association, the Hindu Janajagruti Samiti, called it
"a draconian law targeting faith",
denounced its proponents as "atheists" and called for supporters to
lobby assembly members to oppose it and demand amendments.

The founder and executive president of the Maharashtra Blind Faith
Eradication Committee, which has been calling for a law for the last
two decades, is undeterred and hopes other states will follow suit.

"Superstitions are rampant all over India but at the moment there is
no law which stops this type of activity," Narendra Dabholkar said.

"There are laws against witchcraft but they're limited to a particular type of
witchcraft. This is much wider and more encompassing."

The draft law, supported by Maharashtra's ruling Congress-National Congress Party
coalition, aims to target "quacks and conmen" who exploit widely-held
superstitions and the ignorant, particularly in rural areas.

In May this year,
police said they had foiled
an alleged attempt to abduct and
kill a seven-year-old girl
in a village near Nashik,
northwest of Mumbai,
as part of a ritual
to find hidden treasure.

And last year, a childless couple in a remote village
some 675km east of Mumbai
were arrested for allegedly
killing five young boys
because a religious mystic told them
it would help the woman to conceive.

Practices to be banned by the proposed law include beating a person to exorcise
ghosts or making money by claiming to work miracles.

Treating a dog, snake or scorpion bite with chants instead of medicine, and
seeking sexual favours by claiming to be an incarnation of a holy spirit or
the client's wife or husband in a past life would also be proscribed.

Some critics, however, say the draft law does not go far enough and
has been watered down since it was first mooted way back in 1995
due to protests from pro-Hindu groups.

"In my opinion the bill that has ultimately come into Maharashtra suggests nothing
new. It doesn't give anything additional," said Sanal Edamaruku, president of
the Indian Rationalist Association.

Concerns about the draft law's impact on legitimate religious practices from Hindu
nationalist groups such as the Shiv Sena in Maharashtra and the Bharatiya Janata Party (BJP) have delayed its passing.

They say it could be used to prevent common Hindu rites like the "havan" ritual,
in which a consecrated fire is lit in the home to chase away evil spirits.

Dabholkar rejects the charge that the bill is anti-religion.

"In the whole of the bill, there's not a single word about God or religion.
Nothing like that. The Indian constitution allows freedom of worship and
nobody can take that away," he said.

"This is about fraudulent and exploitative practices."

For Edamaruku, whose organisation seeks to debunk superstition and promote
scientific reasoning, a new India-wide law against charlatans is vital to build on
the great strides made by the country in recent years.

Immigration Minister says.

says he will release the Solicitor-General's report today.

IMMIGRATION Minister Chris Bowen
says the Solicitor-General has ruled out the offshore processing of
asylum seekers in Papua New Guinea and Nauru as a result of the High
Court decision last week.

He has told the ABC's Insiders program that he will release the Solicitor-General's report later today.

"What that advice tells us is that not only is the Government's declaration
of Malaysia invalid, obviously under the High Court decision, but also
minister (Philip) Ruddock's declarations of Nauru and PNG should also
held to be invalid," Mr Bowen said.

"And that the Solicitor-General and two other senior counsel can have no confidence
that an arrangement with PNG or Nauru is possible under existing law as a
result of this judgment.''

Mr Bowen said the report would shape the Government's future decision making.

"Frankly, it should also inform Mr Abbott's decision because he has incorrectly
stated that there's no implication for Nauru under this judgment and that it simply untrue."<u>

He said the Government needed to work through the options, one of which could be amending the Migration Act.</u>

"Clearly the High Court has interpreted the Migration Act in this way and it
would be open to the Parliament to change the Migration Act to deal with
how the HIgh Court has interpreted it and that's one of the options
that would be available.

"Quite clearly under all the legal advice, if Mr Abbott wanted to go down the
Nauru option he would need legislative change. He would need it on
several bases.

"And what is very clear from the High Court judgment is you could not send
unaccompanied minors in any workable way to Nauru or anywhere else.
That's a significant change."

The rise of
Middle Eastern crime
in Australia
Former NSW detective Tim Priest
was one of the front-line cops
who lead the war against crime
in the drug-ridden streets of Cabramatta.

Yet he found himself waging his biggest battle not against the drug gangs
but against the very organisation he worked for.

Eventually, he could stand it no longer and spoke out

Shootings turn quiet streets
into a war zone

Families are being forced to move out as
drive-by attacks create neighbourhoods of fear,
write Nick O'Malley and Nick Ralston.

The family had fled Afghanistan through Iran five years ago
and built a new life in Sydney. Asieh had finished school at St Marys
and done well. She was studying for a medical science exam when,
about 10 o'clock on June 30, the gunshots broke the night.

It wasn't the first time.

Shots had been fired in Price Street, Merrylands, in May. When the Herald
visited this week, a ''for rent'' sign was on the wooden fence at the
front of Asieh's house. Furniture was on the lawn awaiting removal.

Asieh wouldn't be photographed, nor did she want her full name published.

''You don't expect it to happen in a country like this,'' she said.

Next door, her neighbour, a short woman aged 68 with a worn and friendly face, was watering her olive trees.

She wouldn't be named or photographed either. She seemed resigned to violence in the street.

''I've been here 50 years, I raised my boys here, I'm close to my church, I don't want to go.
I don't know what to do.''

She pointed across the road to a new two-storey home.

''Look there, a nice family, two kids, they just built their house and they want to sell it,
but no one will buy.''

At night she rolls steel shutters over her front windows.

''I know the bullets can come through but it feels better.''

She is looking forward to summer, when it stays light longer.

People on Price Street are reluctant to use names, but
they know why their street is being shot up. Their neighbour is Wahiba
Ibrahim, the matriarch of the Ibrahim family, which has been the target
in a series of shootings across Sydney over the past 15 months.

The Ryde home of her daughter, Armani Stelio, was
peppered in a drive-by attack in November and two months later there
was a shooting outside Wahiba Ibrahim's Merrylands home.

The shootings followed a series of tattoo parlour attacks, drive-by shootings
and brawls that were believed to be related to a feud between the gang Notorious,
which is associated with the Ibrahim family, and the Comanchero Motorcycle Club.
But police believe some of the recent drive-by shootings were carried out by members
of the Hells Angels.

Asieh and her parents don't care who is pulling the trigger.

Ten minutes away at Greenacre a mower roars at the back
of a fibro house while a tired-looking woman wearing an apron and
holding a Barbie doll politely but firmly asks to be left alone.

Last Monday night about a dozen shots were fired back

and forth between a pair of cars out the front.

A police media release described the two bullets that slammed into the family home as ''stray''. Little comfort.

Across the road, two doors down live another couple. She is 89, he is 91.
They are happy to talk, but will not be named.

They were in their living room when the gunfire started.

''I thought it was firecrackers, but he said it was
guns,'' she says, pointing to her husband, who was about to head off to
the shops. Police have since arrested three people.

Drive-by shootings were not a part of Sydney's crime
culture until the late 1990s, says the former assistant NSW police
commissioner Clive Small.

He says they are a tactic often used by Middle Eastern
crime gangs, whose members often come from cultures where gun ownership
and use is far more common than in Australia.

There were 60 drive-by shootings in Sydney last year, and
70 in 2009. But some local government areas have been suffering
disproportionately.

Since 2007 there have been 29 in Bankstown, 43 in Fairfield and 24 in Auburn.

Each time a thug in a car opens fire they not only spread fear through a community,
they put innocent lives at risk, Small says.

Bob Knight, 66, was driving his truck past a KFC car park on Milperra Road
when a shootout erupted between rival gangs in June 2009.

He was hit in the head by a ''stray'' bullet and died in his truck cabin.

Arrests tend to slow the number of shootings, Small says, but gangs fill vacuums and the shooting soon breaks out again.

He believes public gun play is a sign of an immature criminal.

''Sadly, it is only going to go away when they get more professional at their business.''

Environmental campaigner Bob Irwin
says he will not contest the Brisbane seat of Ashgrove
at the next Queensland election.

The Queensland Party approached Mr Irwin to run
against Labor's Kate Jones and Liberal National Party
(LNP) leader Campbell Newman.

However, the Queensland Party is now facing deregistration
after leader Aidan McLindon defected
to federal MP Bob Katter's Australian Party.

Mr Irwin has told ABC Radio he does not like
what he has learnt about politics since the approach.

"I've decided that I've got no confidence in our political system
to protect our environment and so I've decided to use all my endeavours
to continue to be a wildlife activist," he said.

"I feel that if I had the added responsibility of being a political-type person
then I just very well may let my animal friends down."

Mr Irwin says he has concerns about Mr Katter's views on environmental issues,
and does not have confidence the political system can protect the environment.

Mr McLindon says he was not aware of Mr Irwin's concerns.

"Bob certainly hasn't explained that to me." he said.
"Obviously it would have been a factor for him to consider."
Mr McLindon says he accepts Mr Irwin's decision.

"I support his decision 100 per cent as he's seen politics
can be a pretty nasty game out there," Mr McLindon said.

"I think the reality is he's going to be very effective on the outside to keep
championing his causes and I look forward to working with him in the future."

Iran accused of hacking Dutch websites

The Dutch government is investigating whether Iran may have been
involved in hacking Dutch state websites after digital certificates were
stolen.

Officials at the Iranian embassy in The Hague
were not immediately available for comment
nor was there an immediate reply to emails asking for comment.

Vincent van Steen, Dutch interior ministry spokesman, declined to say
whether Iranian authorities in the Netherlands or Iran had been contacted,
and said more details would be published in a letter to the Dutch parliament
early next week.

But Mr van Steen confirmed the veracity of a report by the Dutch news
agency ANP saying the cabinet was looking into whether the Iranian
government played a part in breaking into Dutch government websites.

Such websites may no longer be safe after the digital theft of internet
security certificates from Dutch IT company DigiNotar, the interior ministry
said in a statement.

Officials at the Iranian embassy in The Hague were not immediately available for
comment nor was there an immediate reply to emails asking for comment.

Google said in its security blog on Aug. 29 that it had received reports of
attacks on Google users, that "the people affected were primarily located in Iran",
and that the attacker used a fraudulent certificate issued by DigiNotar.

Postal workers refused to deliver CDs of Bible readings
after deciding they were ‘offensive material’.

Several churches had paid for discs with recordings of St Mark’s Gospel to be
produced to celebrate the 400th anniversary of the King James Bible.

They were due to be delivered to all households on the Channel Island of
Jersey, but church leaders were stunned when they were told postal
workers would not handle the 45,000 CDs.

Controversial: Postal officials said they were concerned
that recordings of the King James Bible could be offensive

Rev Liz Hunter of St Helier Methodist Centre said:
‘Initially Jersey Post seemed quite positive about helping
us deliver the CDs.

‘But then a couple of weeks ago somebody
from their marketing department
phoned to say they would be unable to deliver them
on the grounds that they could be deemed offensive.

'Now we are relying on volunteers to drop them off to individual houses
so it will probably take most of September.'

Jersey Post apologised for the incident,
saying staff had misinterpreted guidelines.

Chief Executive Kevin Keen, said:
'I understand that one of my colleagues did say the material was offensive.

'This decision was made on the basis of our terms and conditions

has let off a Macedonian newspaper for the kind of hate-speech
I doubt I'd be forgiven.

The Australian Macedonian Weekly two years ago published - in English - a furious article listing all the alleged ways Greeks had crushed Macedonian culture.

Boy, did the author let himself go. The Greeks were "a thieving nation",
"these Greek deranged dastardly monsters", "stinking Greek teacher and a
spy-for-a-priest", "freaks of nature", "deranged monsters" and "an evil
alien abstraction".

"What evil spirits possessed your moronic conscience?" howled the author.
Why were Greeks "predisposed to such ghastly monstrosity"?

Or, as Megay put it: "For the average Macedonian reader, this article is probably
just 'preaching to the converted' and is not likely to stir up such raw emotion as to breach the Act."

I wonder how this argument would apply to Nazis or Ku Klux Klansmen. Would one more article in the club newsletter vilifying Jews or savaging African Americans be dismissed as
mere "preaching to the converted"?

But Megay continues: "I suspect that the average non-Macedonian reader who might stumble across the article on the website or who might flick through it at the local shop would just wonder what it was all about without being incited to any extreme emotion about Greeks."

So non-Macedonians, of whom there are surprisingly many in Australia, are judged by Megay to have such good sense as to be unmoved by even the most inflammatory racist rants.

And, suddenly, I'm warming to Megay, who has a sturdy trust in the judgment of her fellow Australians.

In fact, her judgment concludes with rousing words.

"A commitment to free speech is an essential concept of all liberal democracies of which Australia is one...

"I am firmly of the view that restrictions should only be placed on discourse in the most egregious of cases."

Good on Megay. But the question remains:
Do you have to be Macedonian to be free to speak?
Are only Anglo-Saxons racist?
