Opposition paper chase
may have $2m price tag for taxpayers

THE State's biggest paper chase has been launched by the State
Opposition and the Government claims it could cost taxpayers more than
$2 million.

Labor unleashed a barrage of 14,130 questions to government
ministers in 2828 five-part Questions on Notice in the Legislative
Council on one day in the last sitting week.

The torrent was a record for a single day
and dwarfs the total Questions on Notice
in the Upper House for all of 2008, 2009 and 2010 combined.

Just printing them to provide a copy to every MP was a major exercise.

Almost all were identical "cookie cutter" questions asking if ministers or
their staff had met representatives of various lobbying firms.

According to Department of Premier and Cabinet estimates,
answering Questions on Notice take public servants two to 15 hours.

This would put the time to answer Labor's requests at between 5600 and
42,400 hours, or between 700 and 5200 working days at a cost between
$280,000 and $2.1 million in wages.

Thanks for voting!

Is submitting the long list of questions a waste of taxpayers' cash?

Yes 83.87% (26 votes)
No 16.13% (5 votes)

Total votes: 31

Any answers will also have to be printed and distributed.

"Daniel Andrews and Labor are prepared to waste taxpayers' money even in
opposition - just like it did for 11 years when in government - divert
enormous public service resources and abuse parliamentary process for
nothing more than a political stunt," a government spokeswoman said.

But Opposition scrutiny of government spokesman Martin Pakula said the
flood of questions was a direct response to the Government's refusal to
answer questions inside or outside Parliament, including previous
questions about lobbyists.

"This Government is using every device it can to avoid scrutiny and is rapidly
becoming a highly secretive one that won't answer questions or explain itself," he said.

Mr Pakula said the exercise would not cost $2 million because the Government
would give generic "whole of government" responses as it had to similar questions
in the Lower House.

A GREENS Party organiser on the public payroll
is in hot water after it was found
he was helping the City Square protesters.

The Greens have been forced to defend staff member Jake Wishart
after it emerged he helped the protest with media relations while on
annual leave.

Melbourne Greens MP Adam Bandt's office denied
Mr Wishart had helped organise the protests or
that he had used any government resources
on behalf of the protesters
.
A spokesman told the Herald Sun

Mr Wishart
, who works as a part-time community engagement officer for
Mr Bandt
and has previously worked for Greens Senator Sarah
Hanson-Young
, was at the protests but had not camped there and acted

only as a media contact point.
"He's been on leave since last
Wednesday and we understand while he's been on leave - particularly
after what happened with the police - he was assisting some of the
protesters with contacting the media,"
he said.

"He's not an organiser of the protests and he's not intending to have any more engagement with the protests."

Mr Wishart did not return calls last night.

Police have revealed some of the troublemakers who refused to leave City
Square when requested are known to police as serial protesters.

The protests involved people from groups including Boycott Israeli
Apartheid,
Friends of the Earth, Anarchy, Latin Solidarity Movement,
Socialist Alternative and Socialist Alliance.

Protest leaders will meet tonight to determine their next step - including possible disruption to the Queen's visit tomorrow.

Acting Chief Commissioner Ken Lay said some protesters were regular demonstrators familiar to police.

"Many of these people in the group on Friday and the week leading up are pretty familiar faces to us," he said.

Mr Lay said a small group was intent on fighting police, despite assuring police they would leave peacefully when asked.

"I sensed a group of people that were hell bent on having a blue with the coppers and that's exactly what happened."

Wurundjeri tribal elders said they were angry protesters claimed to have approval from them to camp in Treasury Gardens.

"We most certainly have not given our approval," elder Wilma Xiberras said.

"They have not got permission from the elders.

"To get approval they should be coming to a full elders committee meeting. I
spoke to a few of our elders and they haven't heard about it and
they're very upset about it.

Opposition paper chase
may have $2m price tag for taxpayers

by:Peter Mickelburough
From:Herald Sun
October 24, 2011 12:00AM

Results: Paper Chase

Mr Pakula said the exercise would not cost $2 million because the Government
would give generic "whole of government" responses as it had to similar questions
in the Lower House.

...but then, maybe not....

Outgoing SA Premier Mike Rann says others can judge
by:By Tim Dornin
From:

OUTGOING South Australian Premier Mike Rann says it's up to others to judge him.

But the man often dubbed "media Mike" is not shy about listing his government's achievements since coming to office in 2002.

By any measure it's a reasonably impressive list.

In recent weeks the premier has signed-off on the banning of mining in the
environmentally-sensitive Arkaroola Sanctuary in the Flinders Ranges
and also the deal to have BHP Billiton spend $30 billion expanding the
Olympic Dam copper and uranium mine.

Over the past decade it has also increased spending on health and education,
opening new schools and employing more doctors and nurses.

It has also built a desalination plant, started construction on a new central hospital and
approved the major redevelopment of Adelaide Oval.

Mike Rann: The man who 'saved' Arkaroola Adelaide Now, 4 days ago

In defence, SA secured the contracts to build the Navy's next fleet of submarines
and also the air warfare destroyers.

The Government has also championed renewable energy, with SA now generating
more than half the nation's wind power and becoming a leader in solar power.

But there's been issues too.

Mr Rann has been forced to deny an affair with a former parliamentary waitress and
watched on as his deputy and long-serving treasurer Kevin Foley was twice assaulted.

A Labor MP was also
charged with child pornography offences

and was suspended from the ALP
while there have also been
a simmering row with the union movement
over cuts to public sector jobs and conditions.

That row has characterised the sometimes wider criticism levelled at Mr Rann
and his government, that they don't always listen to the people or properly consult
before finalising projects or policies.

In a balancing act, the wins probably outweigh the losses, but as Mr Rann suggests,
the final say will be up to others.

"Overall I think that one day people will probably say all of these things were
about a state that's more confident about itself, more outward looking,"
he says.

"That we're a destination again rather than a beloved home town that people
had to leave to find opportunities elsewhere."

More personally, Mr Rann says being the SA Premier has been the
"greatest privilege of my life".

"I wanted to leave the state in better shape than I found it, and I wanted
to leave the party in better shape than when I took over," he says.

"I think on both of those there's big tick."

Mr Rann is expected to officially stand down as premier tomorrow.

They work closely with media owners

Planning & buying

Some like to separate the planning and buying functions by calling it
communications planning or channel planning and traders or investors.
We simply call it implementation planning.

The two functions are intrinsically linked, we believe in one cohesive approach
with media owners to access every available asset
for the best possible price.

The key reason being that channel mix, media weight and opportunities
to create memorable campaigns are relevant to cost and the key to a
‘win’ negotiation is not to be divided.

Implementation planning represents 80% of delivering a campaign to
market, we place a high importance on it
and it’s why we back ourselves
with performance related remuneration structures.

Outgoing SA Premier Mike Rann says others can judge

We approach every client challenge with a tool box of resources
as every brief is different. The agency uses a process called
‘Evolution’ to navigate, develop and pressure test
every communications plan.

ROI is fundamental in delivery of effective campaigns.
Our strategies are guided by business and consumer insights.
Foundation has invested heavily
in consumer research and macro-analytics,

which influence and support our communications planning.
We believe better insight delivers better results.

Having media and creative working together means both disciples feed
of each other and are working on a common strategy.
Activating the
opportunity is about bringing the idea to life across multiple channels
cohesively.

Our media planners and buyers are connected through the entire
process and help guide the outcome.
They work closely with media owners
and focus on maximising value, whilst reducing the opportunity cost.

Then we learn and refine.

Opposition paper chase
may have $2m price tag for taxpayers

by:Peter Mickelburough
From:Herald Sun
October 24, 2011 12:00AM

Results: Paper Chase

Mr Pakula said the exercise would not cost $2 million because the Government
would give generic "whole of government" responses as it had to similar questions
in the Lower House.

...but then, maybe not....

Mr Allan Asher
Allan Asher began his five-year appointment as
Commonwealth Ombudsman on 30 August 2010.

He has been an outspoken consumer advocate for some 40 years.

and Consumer Commission (ACCC)
as Deputy Chairperson and Consumer Protection Commissioner.
Earlier in his career he spent 10 years at the Australian Consumers' Association.

First primetime TV ad for Islam

WATCH first TV advertisement that will be played across national TV promoting Islam.

THE Islamic group behind the provocative "Jesus is a Prophet of
Islam" billboards is now selling its message nationally with TV ads.

The commercial, believed to be the first to promote Islam on
national television, features several excerpts from the Koran to show
that Muslims share similar values to Christians.

The commercial will begin screening nationally from Friday on Channel 7 and Channel 9
during Sunrise and Today and mid-afternoon news bulletins.
The same advertisement will show across regional areas from Wednesday.
The commercial is the brainchild of MyPeace, the same organisation that
erected the billboards across the country triggering anger by some
Christian groups.

The message at the time, "Jesus is a prophet of Islam",
is in line with Islamic beliefs that Jesus was not the son of God.

Founder Diaa Mohamed said the commercial was aimed at addressing misconceptions about Islam.
"We thought it best to, for lack of a better term, hijack Islam back and show you what Islam is really about," Mr Mohamed said.

The billboard and television advertising campaign was launched following a
study - commissioned by the MyPeace group - that suggests the second
biggest issue facing Australian society is the rise of Islam in the
country, ahead of climate change and asylum seekers.

"We hope that a campaign that seeks to build bridges, foster community across
mainstream Australia and deal with misconceptions to achieve greater
social understanding (such as this one) would be generally well received," Mr Mohamed said.
