AUSTRALIAN Federal Police (AFP) say they have disrupted an international people-smuggling ring with the arrest of two people in Victoria.

A 36-year-old Thornbury man and a 34-year-old Templestowe man have been charged with people-smuggling offences.

The Thornbury man has also been charged with drug offences.

Both men are scheduled to appear in the Melbourne Magistrates Court today.

It is alleged they were key players of a people-smuggling syndicate responsible for planning and facilitating the illegal arrival of several people bound for Australia, the AFP said.

"These arrests are the culmination of a 10-month investigation by the AFP's People Smuggling Strike Team which yesterday resulted in the execution of 10 search warrants across Victoria and NSW where numerous documents and computers were seized."

AFP Manager Operations Crime Operations, Commander Jennifer Hurst said police remained committed to working with Australian and overseas partner agencies to combat all facets of people smuggling.

"Yesterday's arrests are an example of the AFP's commitment to investigating and prosecuting those involved in organising people smuggling ventures to Australia, including facilitators based within Australia and offshore," she said.

"The arrests are part of an ongoing investigation working jointly with our law enforcement partners in Australia and overseas."

The 36-year-old man has been charged with one count of facilitating the proposed entry into Australia of a group of at least five other non-citizens, an offence which carries a maximum penalty of 20 years' jail, and with providing material support to another person to engage in people-smuggling activities, for which the maximum penalty is 10 years' jail.

He has also been charged with importing and possessing a marketable quantity of a border-controlled drug, namely methamphetamine. These offences carry a maximum penalty of 25 years' jail.

The 34-year-old man has been charged with one count of people smuggling.

The maximum penalty for this offence is 10 years' jail.

It is anticipated that further charges will be laid and other people charged in the future, the AFP says.

AT least one of the alleged key players in a global people-smuggling
operation was made an Aussie after slipping into the country illegally a
decade ago.


The Herald Sun can reveal former
Iraqi man Ali Haidari, 36, of Thornbury,
arrived in Australia on an unauthorised vessel in 2002.

Mr Haidari, who has no family ties in Australia and never landed a career

job, settled in Melbourne and won Australian citizenship in 2007.

He was one of two people police will allege to be the masterminds of a

global smuggling racket spanning Iraq, Iran and Indonesia.

The alleged smuggling ring was exposed as part of Operation Rasbora, which
has been operating for 10 months and which police say will continue with
more charges to be laid.

Australian Federal Police yesterday said the alleged scheme

came undone after undercover operatives allegedly
struck a deal with Mr Haidari to bring over
a fictitious family of six from Afghanistan.

Police allege the ring charged between $4500-$10,000 for asylum
seekers to come to Australia with "significant danger" given the state
of the boats.

Mr Haidari was charged with facilitating the entry into Australia
for the six people last month.

Charge sheets tendered in Melbourne Magistrates' Court

also state that between September 14 and October 5
he provided material support to aid people smuggling.

Mr Haidari, represented by Bernie Balmer also faces
two drug-related charges.

Police allege he imported methamphetamines
valued at $750,000.

Lamis Alli Baighi, 34, of Templestowe,
was charged with one count of people smuggling.

Supt Stephan Obers said outside court that
Indonesian police had helped the operation.

"We're saying (to the court) that they are

key facilitators in the syndicate, they're key planners," Supt Obers said.

Ten search warrants were executed
across Victoria and NSW yesterday with police
seizing documents and computers.

Mr Alli Baighi was released on bail while
Mr Haidari made no application and was remanded in custody.

The pair will next appear in court on February 2.

Victoria Police gets a new boss next month and with it the chance to
reconfigure its future - let's hope the appointment is not one of
political expedience.


THREE Victorians turned up dead, believed murdered, in 48 hours last week.
Karina Ann Bell was found first, in a Caulfield South laneway.

The following day, the body of Johanna Martin was found wrapped in a
blanket, her hands and feet bound, off Lorimer St in Port Melbourne.
Hours later, Mark Scherini was found in his burnt out Mazda south of Geelong.

In each case Homicide Squad detectives swooped in to investigate, going
over the bodies and crime scenes and then beginning the tediously
detailed job of piecing together the victims' last hours.

The police at those scenes, and the detectives now at work on seeking
justice for people they had never met, do an outstanding job.

There were 152 murders here in the year to June 30 and the clearance rate was 87.5 per cent.

Victoria Police also cleared up a dozen murders from the year before.

It's not just hard work for the police concerned, with a huge burden of
expectation by the families of the deceased, it's also quite unpleasant.

Few of us leave for work in the morning with the possibility that our
working day will include examining the remains of fellow Victorians who
have died violently.

So can you imagine how dispiriting it must have been for our dutiful policemen
and women to read the newspapers last week - the front pages of the same editions
that reported on the deaths of Bell, Martin and Scherini were dominated by an unprecedented and ugly brawl waged between our highest-paid officers.

While inadequately paid police were investigating murders, or cleaning up
after fatal accidents, or attending unpredictably violent domestic
disputes, our best-paid cops were listening in to each other's phone
calls - sometimes even of their wives' - and tailing each other to see
if they had been telling stories out of school.

Indeed, it all sounds very much like the puerile antics of kids in a schoolyard and
brings shame on the force run, fortunately only briefly, by Simon Overland.

Like the Kennett government before him, Steve Bracks sought a political solution
when the job of Chief Commissioner came up on his watch, appointing Christine Nixon,
a woman whose leadership credentials are now in tatters - even if it took us a while to
understand how deeply inadequate she was.

Her hand-picked successor, Overland, was reported saying in a speech that
"what matters to me is my family and friends; the rest is just a sideshow".

And what a sideshow it was, apparently at least partly orchestrated by
Overland, with investigations in to his former deputy, Sir Ken Jones, a
man overlooked for the top job, despite clearly being the best candidate.

Now it is up to the Baillieu Government to appoint Overland's replacement,
and the Premier and his Police Minister and deputy, Peter Ryan, have been
taking their time.

If the history of the last 20 years is anything to go by, they may want a "yes" man -
there apparently being no "yes" women senior enough to be considered.

Acting Chief Commissioner Ken Lay has thrown his hat in to the ring, and is
considered the frontrunner in what insiders say is a mediocre line-up,
some quality candidates apparently put off by the poisonous politics
that was the hallmark of the Overland years.

Lay is a good and honest man, but I remember sitting in Lay's office discussing with him
what many considered the inadequacies of penalties for hoon drivers.
Back then their cars were confiscated for 48 hours.
Lay considered this harsh.
I didn't, but he ruled out campaigning for a tougher law.

The incoming Liberal Government also believed the hoon laws were soft - so
had the Brumby government in its last months - and is changing them on
July 1, after which cars can be impounded for up to 30 days.

When the changes were being introduced last year Lay seemed to have
had a change of heart.

Speaking then as Deputy Commissioner, he said the changes were "necessary".
He told The Border Mail newspaper that "hoon legislation has allowed us
to get these people, who take risks, who do the wrong thing, who put others' lives
in danger, off the road".

"These proposed changes provide a harsher penalty to dangerous drivers and act
as a stronger deterrent against hoon behaviour."
A cynic would say that Lay's political masters wanted change and he accommodated them. But a man's allowed to change his mind.

Lay's done that on more than one occasion. He once joined the Liberal Party,
half-heartedly by his own accounts. Lay was an inspector in South Gippsland
and part of his job was "to be closely linked to the community".

To achieve better ties he joined a local Liberal branch. Not long after,
Jeff Kennett lost office and the branch "fell over", according to Lay, and
"that was the end of my political relationship with the Liberal Party".

His reasons for joining weren't strong enough for him to drive on to the next branch.
He told the ABC's Jon Faine recently that had he imagined he might one day be in
the position to run for the top job, "it probably wouldn't have been a very smart thing to do".
Probably not.
But again, these are hardly the words of a man certain of his beliefs.

When Faine asked Lay about Attorney-General Robert Clark's sentencing survey,
Lay couldn't comment.

Thousands of Victorians interested in the issue had filled it in, but Lay hadn't seen it.

Sentencing would seem to be of little interest to him, which strikes me as odd.
Lay believes his six-month dalliance with the Liberal Party might undermine his
chances for the top job. I doubt it.

In hindsight, it looks to have been almost insincere. In any case, no one in any
government of any colour has expressed an inability to work with the personable Lay.
But how aggressively will he fight for what he believes in? And what does he believe in?

After the turmoil that sunk Overland and cast long shadows over the force, Baillieu
and Ryan might prefer a Chief Commissioner who won't rock the boat, someone who
can manage the force, and won't drive divisions between command and the
Police Association members.

If that's the case, then Lay is their man.
Whether that makes him our man is another issue.

because of how much they do say. Mind you, it can't be added to, as it
would "offend" too many people in 'respected' positions, but I will add
to it here, as it ties right in with why the ilk of
'cori', 'tintin', and all 'their' local associates believe themselves to be 'untouchable'...

Unions have been linked to outlaw motorcycle gangs, and
various other organisations that need disbanding, for decades
so this story should come as no shock. Unions are draconian
organisations of a bygone era. They serve no purpose other than to

While I maintain that there are good and bad in all,
(I even know some health professionals who are good people),
you make so much clear sense, I'm sure it's gone over the heads of most.
Sounds like, walks like...dangerous cultists do exist and hide
behind the membership of, and association with, 'respected clubs', such
as the medical and health services professions, and other 'respected'
organisations they associate with, and I look forward to the day people
no longer see a uniform and assume they know the character of the
individual person wearing it, i.e. "Ah, a nurse. Must be selfless,
giving and kind. A police woman, must be just and lawful.".

Yes, a shovel put at the door of a health unionist, is far more worrying,
than M.C. Club members moving shovels slowly on a work site, under their
contracted rights, signed 'on our behalf' by 'respected' elected officials.

Ah, if only some of the appointed members of the 'justice' industry,
were as honorable in enforcing our laws, as some clubs are at enforcing
their own.

Uhlans, the Comancheros, and the Rebels - have reportedly been active at
the desal plant.

A HARD core of union workers at the troubled desalination plant are allegedly aligned with outlaw motorcycle gangs.


A
Herald Sun investigation has uncovered allegations that
bikie-backed union members have snared a slice of the $5.7 billion plant
in Wonthaggi, Victoria's richest infrastructure project.

The State Government says it is "extremely concerned" and has asked the

Victoria Police Chief Commissioner's office for advice on tackling crime
in the building industry.

Unionists with links to at least three outlaw motorcycle gangs - the Black
Uhlans, the Comancheros, and the Rebels - have been active on the site,
the Herald Sun understands.

But unions denied yesterday there were any members of outlaw bikie gangs on site.

A TRADES assistant at the site has told co-workers he is a high-ranking member of
the Black Uhlans and also a member of the AMWU.

AT LEAST one senior figure on the site has suspected links with a high-profile member

of the Rebels.

A TRADESMAN with a prominent role in the ETU who has worked on the site

is aligned with the Comancheros and was convicted in 2009 of theft and
possession of drugs and illegal explosives.

One source said several bikie gang members had established themselves in Wonthaggi,
even renting homes in the town.

"They're running amok," she said.

The Black Uhlans publicly rallied to support then AMWU figure Craig Johnston,

now a CFMEU steward, after he was jailed in 2004 for leading a rampage through
a recruitment firm.

Unionists believed to have been involved in that incident now work at the desal plant, industry sources say.


Construction industry figures believe another CFMEU figure, whose identity is known to the
Herald Sun, retains a strong connection to the Black Uhlans.

The ETU, CFMEU and AMWU all yesterday denied their members had any links with outlaw bikie clubs.

Desal plant builder Thiess Degremont said it required professional standards of behaviour of its employees.

Howard did. This is why the Gillard Govt is in such a hurry to dismantle
the last remnants of the Australian Building and Construction
Commission. They were the ones responsible for removing the militant and
criminal elements from the construction industry, during the Howard
years.

There is no law against being associated with a
bikie club but the fair work act has a freedom of association clause
which states that people have a right to be or not to be in a union.
God help anyone in the building and construction industry who does not
join the union.

I'm not surprised to read this. Union run
construction sights are just down right criminal. I know several people
who work on not just this sight but other union sights. The amount of
illegal activity that goes on is a joke. State Labor party are also
corrupt for turning a blind eye to and sometimes agreeing to all of the
illegal activities going on. All at the expense of us Tax payers.

example of glorified journalism. I could be linked to the bikies as I
train at the gym with one in my boxing sessions. Does that mean i have
associates and links to bikies? Just another attemp to make the CFMEU
& Unions look bad so Baiileu can justify his attempts to create a
new state-based ABCC. Its ok Mr Baileu for bosses to make squillions

super through underwriting by industry super funds, to the reservation
of highly paid unnecessary jobs by union hacks. Ted B should cut his
losses, shut it down now and contract out a new dam built with
non-compulsory union labor. Let the partially built desal plant be a
monument to Labor greed and incompetence.

work in all sorts of areas.Yes there may be members of the groups
mentioned causing trouble in the town that they are living in. If this
is the case why havent the police of this area stepped in & done
something about them.?We also have been aware for many years that unless
your a member of a union you will not be allowed to work in this

To work on union sites you must be a paid up member.Does the Herald Sun
believe that bikies are not allowed to work? I have friends who are Black Uhlans
and Bandidos, I have been to their clubhouses for a drink and they were the
safest places I have ever had a guzzle.
