POLICE are appealing for information after
three Molotov cocktails exploded in Melbourne's northern suburbs this weekend.

POLICE are appealing for information after three Molotov cocktails exploded in Melbourne's northern suburbs this weekend.

The devices were detonated over three hours overnight,
each causing damage up to 15m away.


The first explosion happened on Kiwana Grove in Montmorency about 8.30pm.

Just over two hours later, a suspect device exploded on a nature strip
on Glen Park Rd in Eltham at about 10.45pm.

Police were also called to the Eltham Lower Park on Main Rd in Eltham,
after an explosive device was detonated in a wheelie-bin on top of a table
about 11.10pm.

``Investigators believe the explosion completely destroyed the bin
and sent rubbish flying about 5m,'' a police spokeswoman said.

``Nobody was injured during the incidents, which police believe are related.''

POLICE will go hard when it comes to finding and arresting
a gang of youngsters who have been using stun guns
to terrorise Sydneysiders in a spate of robberies,
NSW Police Commissioner Andrew Scipione says.

He labelled the series of stun gun attacks, which occurred during
the past week in Sydney's CBD and inner west, "concerning" and said
police were working hard to hunt down the perpetrators.

"No one should have to endure that type of terror and it would be horrifically
frightening to have to endure what some of these people do," Mr Scipione
said in Sydney today.

In
the latest attack, two women were robbed by a man armed with a stun gun
in Camperdown, in Sydney's inner west, yesterday morning.

"(The attacks) are concerning ... we are going to do all we can to get them off the streets," he said

One teenager, aged 14, is before the courts after allegedly using an
electric shock device during a string of robberies in Sydney's inner
west while police continue to hunt for a number of other young people
believed to be involved in similar incidents.

CRIMINALS in NSW are arming themselves with a growing range of
do-it-yourself weapons, from key-ring firearms to homemade machine guns.

The trend is being driven by police seizure of regular firearms and the lighter penalties for possessing homemade weapons.

In recent months, police have seized an arsenal of weapons, including
sub-machine guns and even a torch that was fashioned into a working
firearm.


The Asian crime squad found eight key-ring pistols
during its investigation of a drug and organised crime syndicate earlier
this year. The device, which is about the size and shape of a cigarette
lighter and designed to be shot at close-range, was capable of firing
two .25 calibre bullets.


In a separate case on March 31 another loaded key-ring gun was uncovered during a drug raid on a block of flats at Greenacre where a 41-year-old man was arrested.

During the first four months of 2011 there were at least 19
instances of improvised weapons, including at least 16 involving a
taser, being used to commit crime or seized by police.
While improvised
firearms are routinely turning up, police say that stun guns and other
taser-like implements are being also confiscated in growing quantities.

"At the patrol level, we're seizing more stun guns than handguns," a
long-time police officer said, "It gets the same effect with less
penalty, and they're a lot more willing to use them.'

"We're seeing more stun guns, not just in robberies but assaults as well -
there's more out there and more are being identified.

Teak Curran, 21, of Point Piper,
is currently being prosecuted for allegedly carrying out five armed
robberies using an improvised stun-gun device during January this year.

On March 29 another "stun device" was used to hold-up a general store at Picnic Point.
A similar device was also used to rob a hotel in Rozelle on March 14.
Authorities
believe the weapons are being largely imported from overseas, where
they are legal, or built from scratch using criminal step-by-step guides
found online.


The most significant trend development
took place in October last year when five men were arrested by the
Firearms Squad over the backyard manufacture of military-grade
submachine guns. The weapons were being sold on the blackmarket for up
to $30,000. Just three weeks after the arrests, police discovered
that a homemade gun was used in the drive-by shooting
of a Notorious gang member.

Cartridge cases recovered from the scene were matched to a
backyard operation that had previously been under investigation by
police.
And there's 'Billy Ruben' with 'his'
months of death threats that specify such methods,
and associating himself with bad cops, health unionists,
biker groups, and really bad dudes...which you would right off,
as an attention seeking nutter...but for the at least
3 different phones 'he' uses, and, the others who know of,

'he's' 'untouchable'
enough to keep getting away with it.

MORE government insiders could be caught up in the secret meeting
scandal that has embroiled Ted Baillieu's top adviser, the State
Opposition has said.


Labor scrutiny of government spokesman Martin Pakula said the
Government's refusal to answer questions meant the scandal would spread.

"Further bits of information will come trickling out and other people will be
implicated in this affair,"
Mr Pakula said yesterday.
Information about the Office of Police Integrity investigation could be trickling out from a number of sources, Mr Pakula said.

A February meeting between former deputy police commissioner Sir Ken

Jones and the Premier's chief of staff, Michael Kapel, was the focus of
the investigation, the Sunday Herald Sun reported.
The OPI is investigating whether there was
a conspiracy to undermine Simon Overland
when he was chief commissioner.

Emails written by Sir Ken were published yesterday, including one
written in June in which he said Mr Kapel needed "to be very careful".

"He was vocal in his criticism of Overland that night (of the meeting),
who knows I might have recorded him," Sir Ken wrote.
Mr Pakula said Mr Kapel should resign.
"The reason this issue is burgeoning out of control for the Government is all their own fault," Mr Pakula said.
"We've had weeks and weeks and weeks now of nobody from the Government being prepared to answer any questions about this."

Attorney-General Robert Clark yesterday refused to answer questions about the affair.

"There are legal constraints in relation to any OPI investigation that may be
under way, and therefore I don't intend to comment on matters relating
to OPI investigations,"
Mr Clark said.

One in 10 top bureaucrats probed for fraud

ALMOST one in 10 senior officials at a federal government department have been investigated for fraud.

Internal documents show the bureaucrats at the Department of
Agriculture, Fisheries and Forestry misused corporate credit cards,
overpaid salaries, travelled without approval and even split
multi-million dollar contracts to avoid going to an open tender,

Fairfax reports.

The allegations relate to eight executives who were the subject
of internal departmental investigations in 2009 and 2010.

Internal audit files show the Financial Management Act
was breached 392 times during a three-year period.


Hundreds of fraud investigations were conducted inside the department.

EMBATTLED union boss Michael Williamson had defied calls for him to
stand down as Health Services Union head during a rowdy meeting
involving 50 senior officials.


But the HSU East branch has surprisingly disaffiliated from the
Labor party as police investigations continue into alleged corruption.

Mr Michael Williamson did not front reporters after a council meeting in Sydney instead
sending a more junior representative to deliver a prepared statement.

The council resolved to establish a three person "representative body" to
work with NSW police which earlier this week established strike force
Carnarvon to investigate allegations that Mr Williamson and Labor MP
Craig Thomson had received secret commission from union contractors.


There was no mention of Mr Williamson in a statement released by
the HSU council after its meeting which was conducted via telephone hook
up between Sydney and Melbourne.

The union has appointed a solicitor from Slater and Gordon to work with the three person representative body.

In a statement the union said its decision to disaffiliate from the NSW
ACT and Victorian branches of the Labour party was to "demonstrate
unequivocally the independent of the union and to reinforce the members
that their interests comes before anything else."

There is a far larger conflict of interest
here. The Labor party is heavily controlled by the union movement
(it's
in their constitution) and the union movement is controlled by its
members, who are 80% public servants. There is a direct line of control
from the employess of the government over the government. Why is this
gross conflict of interest never mentioned or acted upon?

AUSTRALIA'S richest woman, Gina Rinehart,
will join the board of Indian business giant
GVK Power and Infrastructure after the company
agreed to pay more than $1 billion for a part of her mining empire.

The company on the weekend revealed it was raising the cash needed
to take a stake in the three Queensland coal mines along with a railway
line and port projects
owned by Ms Rinehart's Hancock Prospecting.

The group, which runs airports and builds highways in India, said the coal was needed
for new power plants.

A ROYAL Navy sailor who murdered an officer and injured three other
crewmen in a drunken shooting spree aboard a British nuclear-powered
submarine has been sentenced to at least 25 years in jail.


Able Seaman Ryan Donovan admitted in Winchester Crown Court that he
killed Lieutenant Commander Ian Molyneux, the weapons engineer on HMS
Astute, while the submarine was docked in Southampton, southern England,
on an April goodwill visit to the port city.

The 23-year-old carried out the attack after being reprimanded for not completing his
cleaning duties, telling a colleague as he reported for duty on April 8 that he was going
to kill someone, the prosecution said.

He was not mentally ill, but had been unhappy in his job and did not handle stress well, his defence said.

Donovan had been drinking before his shift and was still drunk when he
volunteered for sentry duty, prosecutor Nigel Lickley said, though he
managed to pass a sobriety test and was given a SA80 rifle.

Donovan also admitted the attempted murders of Petty Officer Christopher Brown, Chief Petty Officer David McCoy and Lieutenant Commander Christopher Hodge.

Lickley said Donovan fired four shots at two officers, but missed them. He said Molyneux heard the shots and tried to tackle Donovan, who shot him in the head, killing him
instantly.

Donovan then walked into the submarine's control room and fired one more shot at Hodge, seriously wounding him, he said.

Donovan was eventually overpowered by two local officials who were visiting the submarine.
Justice Richard Field described Donovan's attack as a "murderous onslaught" and
said he should serve a minimum of 25 years in jail.

The Astute is one of Britain's fleet of 11 nuclear-powered submarines. Its short
career has been dogged by problems.
Originally due to enter service in 2005,
it began active duty in 2010, years behind schedule and millions over budget.

In October, it hit rocks and ran aground near the Isle of Skye off the west coast of Scotland. It was stuck for several hours until it was towed to safety.

India tests nuclear-capable missile

INDIA tested a medium-range nuclear-capable missile along its
eastern coast today, an official said, as part of the nation's efforts
to build up its atomic deterrent.

The indigenous surface-to-surface Shourya missile was fired from a
range in the eastern state of Orissa as a trial for the Indian army,
said SP Dash, director of the Integrated Test Range.
"The
launch of the missile was perfect. It followed the path exactly to the
predefined target in the Bay of Bengal," Mr Dash said.
India's
Defence Research Development Organisation is developing a series of
missiles as part of the country's deterrent strategy against
neighbouring Pakistan and China, which also have nuclear weapons.
The Shourya - built domestically and developed for the army - is being fine-tuned after its debut in November 2008.

With a striking range of 700 kilometres, the missile uses solid propellant and is capable of carrying a 1000 kilogram warhead.
Due
to security concerns, authorities evacuated over 2000 people, including
women and children living close to the testing range, and shifted them
to temporary shelters.
